Extension of Public Comment Period on Rulemaking for Revised Full and Short Environmental Assessment Forms
6 NYCRR Part 617, State Environmental Quality Review - Full and Short Environmental Assessment Forms. The notice of proposed rulemaking was published in the 11/24/10 issue of the New York State Register.
The comment period for the submission of public comments on the proposed Full and Short EAF and supporting documents has been extended until the close of business, April 8, 2011. Please submit comments to Robert Ewing at the address listed below. Comments may also be submitted via the web to: [email protected]. Please include "EAF Comments" in the subject line of the e-mail.

Clean Water State Revolving Fund (CWSRF) for Water Pollution Control Smart Growth Requirements
The New York State Environmental Facilities Corporation (EFC) and the Department of Environmental Conservation (DEC) announce that the Federal Fiscal Year (FFY) 2011 Intended Use Plan (IUP) for the Clean Water State Revolving Fund (CWSRF), dated October 2010, is being amended.
EFC is seeking comment on the EFC Smart Growth Public Infrastructure Program as presented in 2011 CWSRF IUP Amendment No. 2.
This draft amendment to the Clean Water State Revolving Fund (CWSRF) Intended Use Plan (IUP) for Federal Fiscal Year (FFY) 2011 includes information regarding the implementation of the EFC Smart Growth Public Infrastructure Program as a result of the adoption of the Smart Growth Public Infrastructure Policy Act (SGPIPA) (Environmental Conservation Law Sections 6-0101 - 6-0111) and addresses its application to Environmental Facilities Corporation (EFC) financings.
Additionally, in the final 2011 CWSRF IUP, EFC presented lists of projects with the corresponding financing amounts that are seeking CWSRF financial assistance in FFY 2011 (the Annual Project Priority List (PPL)). For those projects that proceed to the point of receiving financial assistance in FFY 2011, EFC will make a determination with regard to each project's adherence to the State Smart Growth Public Infrastructure Criteria as presented in SGPIPA. EFC is seeking comment on whether the projects listed on the 2011 PPL have been developed in accordance with the State Smart Growth Public Infrastructure Criteria.
The Draft Amendment No. 2 will be available on the EFC website at www.nysefc.org.

Orange County, New York Department of Public Works Division of Environmental Facilities & Services Draft Request for Proposals For the Sustainable Disposal of 500 Tons per Day of the Orange County's Solid Waste Stream
PLEASE TAKE NOTICE that the Orange County Department of Public Works is soliciting comments on a Draft Request for Proposals ("DRFP") for the sustainable recycling and disposal of the Orange County waste stream. The County is seeking an innovative alternative with a preference for the generation of renewable energy.
In conformance with Section 120-w of the New York State General Municipal Law ("GML"), the County will accept comments on this DRFP for a minimum period of 60 days, which will end on May 2, 2011. Upon reviewing all comments received on the DRFP, the County may elect to issue a Final Request for Proposals.
As provided by Section 120-w of the GML, the DRFP is on file with the Office of the Orange County Executive, 255 Main Street, Goshen, NY 10924.

The New York State Department of State (DOS) is required by Federal regulations to provide timely public notice for the activities described below, which are subject to the consistency provisions of the Federal Coastal Zone Management Act of 1972, as amended.
The applicant has certified that the proposed activity complies with and will be conducted in a manner consistent with the approved New York State Coastal Management Program. The applicant's consistency certification and accompanying public information and data are available for inspection at the New York State Department of State offices located at One Commerce Plaza, 99 Washington Avenue, in Albany, New York.
In F-2010-0887, 14 Homes Association is proposing to remove existing metal barges and all existing piles at Powell's Cove Boulevard, Town of Whitestone and Queens County.
The proposed activity would be undertaken in a State designated Coastal Erosion Hazard Area (CEHA), designated in accordance with Article 34 of the State Environmental Conservation Law and its implementing regulations in 6 NYCRR Part 505. Specifically, the beach, bluff, and nearshore area where the activity is proposed are natural protective features, and the area is a designated “Natural Protective Feature Area” and “Structural Hazard Area” delineated on the official New York State Department of Environmental Conservation Coastal Erosion Hazard Area Map Photo Number 185-800-79 sheet 2 of 7.
Any interested parties and/or agencies desiring to express their views concerning any of the above proposed activities may do so by filing their comments, in writing, no later than 4:30 p.m., 15 days from the date of publication of this notice, or, March 17, 2011.
