Subject to availability of funding, the NYS Division of Criminal Justice Services (DCJS) is issuing a Request for Proposals (RFP) to solicit applications from local government agencies for the Video Recording of Statements Equipment Program. Approximately $700,000 will be available. The RFP is available on the DCJS website at http://www.criminaljustice.state.ny.us/ofpa/newrfp.htm. DCJS will receive applications starting December 16, 2010; applications must be submitted by noon on January 26, 2011.

Healthy Families NY Collaboration
Three grants of up to $40,000 each per year will be funded by DDPC for up to two years to demonstrate effective and sustainable collaboration with the Healthy Families NY program in assisting families headed by persons with developmental disabilities. The intent is to develop more effective collaborations and capacity building between the pre-natal and early childhood support system provided by Healthy Families NY and the developmental disabilities services system. The applicant’s program and budget narratives must provide the justification for the grant amount requested.
Applicants would need to address a number of areas, including: effective outreach, support approaches, procedural or curriculum modifications, and service delivery strategies, etc. that will improve outcomes with at-risk families. The DDPC will look at shared outcomes and performance targets with OCFS. This will include outcomes such as connections with health care, connections with educational settings, decrease in adult/child protective contacts, connections with other community supports, etc. There will also be a focus on strengthening and enhancing cross-systems coordination with the Office for People with Developmental Disabilities (OPWDD) and their contracted service providers. Another key component will be on building the parents support network with their extended families, caregivers and community. Successful applicants will have to address how they will sustain the impact of this initiative beyond the DDPC funding period. The RFP review will also focus on the highest scoring programs that intend to demonstrate the potential for collaboration in assisting parents and families with intellectual and developmental disabilities.

Letters of intent are not required but will assist DDPC in identifying interest and the potential applicant pool. All final grant applications should be sent to Sheila Carey, Executive Director, and must be delivered to the DDPC office by close of business (5:00 pm) on December 31, 2010.

Urban and community forestry projects throughout neighborhoods and parks to provide environmental, economic, and social benefits; and improved quality of life for New York urban residents
Urban and Community Forestry Program Funds - Round 10

Applications must be postmarked or delivered by 4:00pm February 10, 2011. An anticipated $1,000,000 in grants will be available to municipalities, public benefit corporations, public authorities, school districts and not-for-profit organizations that have a public ownership interest in the property or are acting on behalf of a public property owner. Communities may request from $2,500 to $62,500, depending on municipal population, with a 50/50 match requirement. Eligible projects include tree inventories; management plans; tree planting; maintenance and green infrastructure projects (for example storm water management projects, green roofs or rain gardens). Additionally, $1,000 Quick Start Arbor Day Grants are available with no match requirement to help communities support the beginnings of a tree program by having an Arbor Day celebration. Funds are made available from the Environmental Protection Fund and will be managed and allocated by DEC.
Grant proposals should discuss the scope of work, how the project will enhance local economies by providing environmental, economic and or social benefits in the community. In selecting sites, appropriate consideration should be given to under-served neighborhoods, as well as targeting areas of environmental concern. Applicants are encouraged to form regional partnerships. Proposals that help to implement watershed protection will also be considered.
DEC foresters are available to provide applicants with technical assistance. DEC staff will review the completed grant applications. Recipients will be chosen based on the established rating criteria including: cost effectiveness; project budget; projected benefits; use of recommended standards for implementation; community outreach and education; local support and regional impact.

TWO OR MORE HAZARDOUS MATERIALS (HAZMAT) RESPONSE TEAMS
2010 HazMat Grant Program
Fiscal Year 2010 HazMat Grant Request for Applications (RFA) is soliciting applications for federal State Homeland Security Program (SHSP) funding made available by the NYS Division of Homeland Security and Emergency Services (DHSES) for the State's Hazardous Materials (HazMat) response teams. The three primary objectives of this grant are to promote the development of regional partnerships among the State HazMat community; to build sustainable WMD/HazMat Response and Decontamination capabilities; and to enhance the standing of the State's HazMat teams within FEMA's "typing system".
Due to the regional focus of this specialized grant program, DHSES will not accept applications from individual HazMat teams; rather, two or more teams must apply together for a regional project. Applicants (consisting of two or more teams) must identify one team to be the "submitting partner" for this grant. The other partners involved in a given application will be deemed "participating partners." DHSES will not identify pre-set "regions" for this grant program, so applicants will have the ability to determine their regional construct for the purposes of this grant program.
Applicants (consisting of two or more HazMat Teams) must identify one primary team to be the "submitting partner" for this grant. The other partner(s) involved in a given application will be deemed "participating partners." The "submitting partner" will be the fiduciary agent for the regional application (if the region is a successful applicant under the 2010 HazMat Grant Program), responsible for completing all required grant reporting forms in coordination with and on behalf of their region. The "submitting partner" must be a local publicly funded HazMat team; however, the "participating partner" may be a local HazMat team, a local Decontamination team, a local Fire Protection District that operates as a HazMat team, or a private sector entity that has a HazMat team. All participating partners must be located within New York State. "Participating partners" will be responsible for coordinating with the "submitting partner" in the development of an application for the 2010 HazMat Grant Program and the implementation and evaluation of the projects (if the regional partnership receives funding under this grant).
