2010 Citizen Corps Grant Program
The FFY 2010 Citizen Corps Grant Program funds are authorized and available to local units of government as defined in the House Report and the Senate Report accompanying the Consolidated Security, Disaster Assistance, and Continuing Appropriations Act of 2009, meaning "any county, city, village, town, district, borough, parish, port authority, transit authority, intercity rail provider, commuter rail system, freight rail provider, water district, regional planning commission, council of government, Indian tribe with jurisdiction over Indian country, authorized Tribal organization, independent authority, special district, or other political subdivision of the State."
Through the Department of Homeland Security (DHS), Homeland Security Grant Program (HSGP), the State of New York was awarded a total of $566,798.00 for the Citizen Corps Grant Program (CCGP), 80 percent of which ($453,438.40) is available to local governments and tribal nations in the form of a competitive reimbursement grant.
The Citizen Corps Program is a grass-roots initiative to actively involve all citizens in hometown security through personal preparedness, training, and volunteer service. The FFY10 CCP funds will be used to support Citizen Corps Councils with efforts to engage citizens in all-hazards planning and evaluation, public education and emergency communications, training, exercises, volunteer programs and activities to support emergency responders, surge capacity roles and responsibilities, and providing proper training and equipment to citizen volunteers. The FFY 2010 Citizen Corps Program (CCP) funds provide resources for States and local communities to:
• Bring together the appropriate leadership to form and sustain a Citizen Corps Council.
• Develop and implement a plan and amend existing plans, such as EOPs, to achieve and expand citizen preparedness and participation.
• Conduct public education and outreach.
• Ensure clear alerts/warnings and emergency communications with the public.
• Develop training programs for the public, for both all-hazards preparedness and volunteer responsibilities.
• Facilitate citizen participation in exercises.
• Implement volunteer programs and activities to support emergency responders.
• Involve citizens in surge capacity roles and responsibilities during an incident in alignment with the Emergency Support Functions and Annexes.
• Conduct evaluations of programs and activities.

The State received the award on Sept. 23, 2010. Applicant grant submissions must be postmarked no later than Tuesday, Dec. 14, 2010.

REGIONAL PUBLIC COMPREHENSIVE PLANNING ORGANIZATIONS IN NEW YORK STATE AND INTERSTATE PLANNING ORGANIZATIONS WORKING IN NEW YORK STATE
Clean Water Act Section 604(b)
The NYS Department of Environmental Conservation (DEC) has issued a Request for Applications (RFA) for funds available under Section 604(b) of the federal Clean Water Act. The funding is for projects that promote regional comprehensive water quality management planning activities.
DEC anticipates that approximately $900,000 will be available annually from 2011-2014. Grant recipients will receive similar funding amounts each year. The actual amount provided to recipients each year is subject to change based on the amount DEC receives from EPA. DEC prefers project periods of 3-4 years. The 604(b) grants will fund up to 100% of the total project cost. Projects that receive funding through this program may begin as early as April 1, 2011 and must be complete, with all funds expended, by March 31, 2015.
This round of funding supports planning activities associated with County Water Quality Coordinating Committees, Green Infrastructure, Total Maximum Daily Load elements, Phase II Stormwater for Municipal Separate Storm Sewer Systems and construction projects, and Water Quality Management Planning.

TWO OR MORE HAZARDOUS MATERIALS (HAZMAT) RESPONSE TEAMS
2010 HazMat Grant Program
Fiscal Year 2010 HazMat Grant Request for Applications (RFA) is soliciting applications for federal State Homeland Security Program (SHSP) funding made available by the NYS Division of Homeland Security and Emergency Services (DHSES) for the State's Hazardous Materials (HazMat) response teams. The three primary objectives of this grant are to promote the development of regional partnerships among the State HazMat community; to build sustainable WMD/HazMat Response and Decontamination capabilities; and to enhance the standing of the State's HazMat teams within FEMA's "typing system".
Due to the regional focus of this specialized grant program, DHSES will not accept applications from individual HazMat teams; rather, two or more teams must apply together for a regional project. Applicants (consisting of two or more teams) must identify one team to be the "submitting partner" for this grant. The other partners involved in a given application will be deemed "participating partners." DHSES will not identify pre-set "regions" for this grant program, so applicants will have the ability to determine their regional construct for the purposes of this grant program.
Applicants (consisting of two or more HazMat Teams) must identify one primary team to be the "submitting partner" for this grant. The other partner(s) involved in a given application will be deemed "participating partners." The "submitting partner" will be the fiduciary agent for the regional application (if the region is a successful applicant under the 2010 HazMat Grant Program), responsible for completing all required grant reporting forms in coordination with and on behalf of their region. The "submitting partner" must be a local publicly funded HazMat team; however, the "participating partner" may be a local HazMat team, a local Decontamination team, a local Fire Protection District that operates as a HazMat team, or a private sector entity that has a HazMat team. All participating partners must be located within New York State. "Participating partners" will be responsible for coordinating with the "submitting partner" in the development of an application for the 2010 HazMat Grant Program and the implementation and evaluation of the projects (if the regional partnership receives funding under this grant).
