PURSUANT TO THE PROVISIONS OF THE State Administrative Procedure Act, NOTICE is hereby given of the following proposed rule:
Proposed Action:
The Commission is considering the October 21, 2010 filing of the plan to submeter electricity at 1940-1966 First Avenue and 420 East 102nd Street, New York, New York, filed by Metro North Owners, LLC.

Substance of proposed rule:
The Public Service Commission is considering whether to approve, deny or modify, in whole or in part, submetering and the submetering plan, filed by Metro North Owners, LLC, on October 21, 2010. The Commission shall consider all related matters contained in the filing.
