Juvenile Accountability Block Grant Program (JABG)
The NYS Division of Criminal Justice Services (DCJS) is issuing a Request for Proposals (RFP) to solicit applications from eligible units of local government (ULGs) and Native American tribes that perform law enforcement functions to create mental health crisis teams that will respond directly to schools in the event of a mental health crisis that might otherwise lead to arrest. This grant program is supported by federal Juvenile Accountability Block Grant funds, and requires a 10% cash match. Units of local government who are eligible for a direct JABG award in 2010 are not eligible for funding under this RFP. Ineligible ULGs are: the cities of Buffalo, Rochester, and New York and the counties of Albany, Broome, Dutchess, Erie, Monroe, Nassau, Oneida, Onondaga, Orange, Rockland, Suffolk, and Westchester. Cities, towns, and villages within the above referenced counties are eligible for this RFP, with the exception of the cities of Buffalo and Rochester. ULGs may subcontract with non-governmental entities to implement the proposed projects, for example, a city or town may apply and sub-contract with a school or school district. School districts themselves are not eligible to apply.
Approximately $450,000 of federal Juvenile Accountability Block Grant (JABG) funding is available to support projects for one year, with the possibility of two one-year renewals, with the third year renewal at 50% of the second year funding amount. Priority will be given to projects that engage schools categorized as either “Persistently Low-Achieving,” “Persistently Dangerous” or SURR schools by the State Education Department.
The contract will be for a 12 month period with projected earliest start date of 07/01/2011 and latest possible end date of 06/30/2013. Proposals submitted on or before 12:00 noon, Tuesday, November 23, 2010 via DCJS’ on-line Grants Management System (GMS) will be accepted.

Operation Impact - Tools Program
Subject to availability of funding, the NYS Division of Criminal Justice Services (DCJS) is issuing a Request for Proposals (RFP) to solicit applications from local government agencies for the Operation Impact - Tools Program. Tax credit available under the Low-Income Housing Tax Credit Program (LIHC)
DESCRIPTION:
New York State Homes & Community Renewal (HCR) announces the availability of tax credit under the Low-Income Housing Credit Program (LIHC) which is authorized under Section 42 of the Internal Revenue Code.
A Request For Proposals (RFP) for Unified Funding 2011 Capital Applications seeking tax credits under the LIHC Program is expected to be available on November 10, 2010.
The Application and reference publications are expected to be available on the HCR website on November 22, 2010. These Applications are submitted using the Community Development Online (CDOL) Application System, located on HCR’s website at: http://nysdhcr.gov/Apps/CDOnline/. Printable instructions and screen shots of the CDOL Exhibits for the Unified Funding 2011 CDOL application will be available on the HCR Website at: http://nysdhcr.gov/Funding/UnifiedFundingMaterials/2011/.
APPLICATION DEADLINES & FEES:
This year’s Unified Funding Capital Application round may have two deadlines, as outlined below. The first deadline would be for Early Round Projects, which meet criteria that will be set forth in the RFP. The second deadline would be for all other capital projects.
The Unified Funding 2011 Capital Application for Early Round Projects must be completed and submitted by 5:00 PM on Wednesday, January 12, 2011. All other Unified Funding 2011 Capital Applications must be completed and submitted by 5:00 PM on Wednesday, February 9, 2011.
A $3,000 application fee is required for each LIHC Capital Application with the following exception: not-for-profit applicants (or their wholly-owned subsidiaries) which will be the sole general partner of the partnership/project owner or the sole managing member of the limited liability company/project owner may request a deferral of payment until the time of credit allocation.
UNIFIED FUNDING 2011 LIHC AVAILABLE:
DHCR expects to have approximately $25 million available for LIHC reservations. Of that amount, up to $3.3 million may be set aside for Preservation Projects, with no more than $1 million of this amount set aside for High Acquisition Cost Projects, both as described in the Low-Income Housing Credit Qualified Allocation Plan (QAP). In addition, up to $2.2 million may be set aside for Supportive Housing Projects, as defined in the QAP.
The maximum annual LIHC allocation per unit that may be requested is $22,000. The maximum annual LIHC allocation per project that may be requested is $1.43 million. However, up to $1.65 million may be requested for projects in which 50% or more of the units will serve large families or persons with special needs.

UF 2011 Capital Application Workshops will include a discussion of project Application requirements and the Unified Funding process. A workshop agenda will be posted on HCR’s website prior to the Workshops so that interested parties may familiarize themselves with the agenda.

SLIHC may be requested in two ways: 1). Using the Unified Funding 2011 Capital Program Application, in which SLIHC is requested in conjunction with other capital program funds; or, 2). Using the Open-Window Capital Application, in which SLIHC is requested as a standalone program, where no other funds are requested. There are specific deadlines for Unified Funding Applications, while Open-Window Applications do not have a deadline, and may be submitted on a continuous basis.

Funding for eligible applicants under the Housing Trust Fund Program and the New York State HOME Program
DESCRIPTION:
A Request For Proposals (RFP) for Unified Funding 2011 site-specific project applications (Capital Applications) seeking funding under the Housing Trust Fund (HTF) Program and/or the New York State HOME (NYS HOME) Program is expected to be available by November 10, 2010. NYS HOME Program applicants should be aware that this NOFA is applicable to site-specific capital projects only. A separate NOFA will be issued for HOME Local Program Administrator (LPA) Applications.
The Application and application reference materials are expected to be available on the New York State Homes & Community Renewal (HCR) website on November 22, 2010. Applications for capital project funding are submitted using the Community Development Online (CDOL) Application System, located on HCR's website at: http://nysdhcr.gov/Apps/CDOnline/. UNIFIED FUNDING 2011 FUNDS AVAILABLE:
Approximately $29 million in Housing Trust Fund (HTF) funds is expected to be available, subject to the availability of appropriations. Approximately $12 million in New York State HOME Program funds is expected to be available, subject to the availability of appropriations. It should be noted that a minimum of 15 percent of available NYS HOME funds is required to be reserved for projects developed, owned, or sponsored by Community Housing Development Organizations (CHDOs). In addition to the 15% of funds reserved for CHDOs, a minimum of 80% of the remaining available NYS HOME Program funds must be allocated to projects located in non-participating jurisdictions.
Project based Section 8 Voucher assistance may be available for Capital Applications that request funding from one of the sources listed in this NOFA. Such Applications will be considered within the overall review of project funding requests.
