Notice of Abandoned Property Received by the State Comptroller
Pursuant to provisions of the Abandoned Property Law and related laws, the Office of the State Comptroller receives unclaimed monies and other property deemed abandoned. A list of the names and last known addresses of the entitled owners of this abandoned property is maintained by the office in accordance with Section 1401 of the Abandoned Property Law. Empire State Development Corporation
Request for Proposals – Small Business Revolving Loan Fund
The Small Business Revolving Loan Fund is a $50 million fund designed to create economic activity by providing greater access to capital for main street everyday small businesses. The program is targeted to minorities, women and other New Yorkers who have difficulty accessing regular credit markets. Governor Paterson’s Small Business Task Force identified this vital need and initially proposed the creation of this program. The 2010-11 State Budget provided $25 million in state funds and will leverage at least additional $25 million in non-State matching funds from the participating lending organizations.
Empire State Development Corporation (“ESDC”) is issuing a Request for Proposals (“RFP”) to community development financial institutions, as well as community based lending organizations, small business lending consortia, certified development companies, providers of United States Department of Agriculture business and industrial guaranteed loans, United States Small Business Administration loan providers, credit unions and community banks (referred to collectively as Community Based Lending Organizations - “CBLOs”). ESDC will provide low-interest loan capital to the CBLOs to make loans to small businesses and minority/ women owned businesses located within New York State that are having difficulty accessing traditional markets or cannot secure adequate terms for such credit. New York State Draft 2011-2015 Consolidated Plan
Draft 2011 Annual Action Plan
and Update to the Analysis of Impediments
Public Comment Period Announcement
To participate in certain federal community development and housing programs, the State of New York must prepare a five-year Consolidated Plan and an annual Action Plan and provide opportunities for citizens to participate in its development. As part of this process, New York State invites interested persons to review and comment on the five-year Consolidated Plan for 2011-2015 and the Annual Action Plan for 2011 during an upcoming public comment period.
The Consolidated Plan and the Annual Action Plan focus principally on four federal programs: the New York State Community Development Block Grant Program (CDBG); the HOME Investment Partnerships Program (HOME); the Housing Opportunities for Persons with AIDS Program (HOPWA); and the Emergency Shelter Grants Program (ESGP).
The Consolidated Plan will be a five-year strategy for addressing the housing and non-housing community development needs of New York communities. The Consolidated Plan will set long-term goals for the development of viable communities by providing decent housing, a suitable living environment, and expanding economic opportunities, principally for low- and moderate-income persons. New York State must submit a completed Consolidated Plan, including the Annual Action Plan, to the U.S Department of Housing and Urban Development by November 15, 2010.
The Annual Action Plan will describe the State's planned use of federal Fiscal Year 2011 CDBG, HOME, HOPWA and ESGP funds it administers to address the needs identified by its five-year Consolidated Plan and further the Consolidated Plan's objectives, and will also describe the State's methods for distributing these funds.
In addition, New York State is updating its Analysis of Impediments to Fair Housing which will identify impediments to fair housing choice in New York State and what actions are being taken to overcome the effects of those impediments. Interested persons are also invited to review and comment on the draft update of the Analysis of Impediments to Fair Housing during the upcoming public comment period.
The 30-day public comment period will begin on Wednesday, September 8, 2010 and extend through close of business Thursday, October 7, 2010. Beginning on September 8, 2010, New York State's draft five-year Consolidated Plan for 2011-2015, draft Annual Action Plan for 2011, and draft update of the Analysis of Impediments to Fair Housing, may be viewed on and downloaded from the New York State Division of Housing and Community Renewal (DHCR) website at www.nysdhcr.gov. In addition, copies can be requested by email (DHCRConPln@nysdhcr) or by calling 1-866-ASK-DHCR (275-3427).

Pursuant to 19 NYCRR 1205, the petitions below have been received by the Department of State for action by the Uniform Code Regional Boards of Review. 2010-0380 Matter of Robert Segura, State University of New York of Albany CESTM, 251 Fuller Rd., Albany, NY 12203 for a variance concerning code requirements associated with fire safety issues in a research laboratory.
Involved is the installation of a piece of equipment in a research laboratory and the fire suppression system required by code. The building contains mixed use of H5, B (semiconductor fabrication facilities, office) occupancies. The building is four stories in height of Type IB (fire resistive) construction having a cumulative gross floor area of 220,000 square feet. The building is located at 251 Fuller Road, City of Albany, Albany County, State of New York.
2010-0395 Matter of Marco Marzocchi, Attorney, Widewaters Greenport Company, LLC., 5786 Widewaters Parkway, P.O. Box 3, Dewitt, NY 13214 for a variance concerning fire safety issues including the requirement for access around the building for fire apparatus.
Involved is the construction of a new building that will abut a recently built building on a separate lot. With the construction of the new building the existing building will lose one of the four code required yards. The four yards were needed to accommodate the building area of the existing building. The existing building contains an M (mercantile) occupancy, one story in height of Type 2b (non-combustible) construction having a gross floor area of 64,000 square feet. The building is located at Route 9 at Joslen Blvd., Town of Greenport, Columbia County, State of New York.
2010-0396 Matter of David Brown, CEO Capital District YMCA, 465 New Karner Rd, Albany, NY for a variance concerning fire safety issues related to an existing fire wall.
Involved is the proposed removal of rated doors from openings located in a firewall. The building contains an A-3 (assembly) occupancy, is two stories in height of Type 2B (non-combustible) construction having a cumulative gross floor area of 55,000 square feet. The building is located at 250 Winding Brook Drive, Town of Guilderland, Albany County, State of New York.
2010-0402 Matter of Jamie Swann, 30 Scott Crescent, Scottsville, NY 14546 for a variance concerning requirements for location of first floor with respect to flood elevation in a one-family dwelling.
Involved is the construction of a two-story building of wood frame construction for use as a one-family dwelling with approximate gross floor area of 2100 square feet, located at 21 Scott Crescent, Village of Scottsville, County of Monroe, State of New York.
