Motor Vehicle Theft and Insurance Fraud Prevention Demonstration Program
Subject to availability of funding, the NYS Division of Criminal Justice Services (DCJS) is issuing a Request for Proposals (RFP) to solicit applications from local government and non-for-profit agencies for the Motor Vehicle Theft and Insurance Fraud Prevention Demonstration Program. Approximately $3.7 million will be available. The RFP is available on the DCJS website at http://www.criminaljustice.state.ny.us/ofpa/newrfp.htm. DCJS will receive applications starting August 31, 2010; applications must be submitted by noon on September 29, 2010.

PARTICIPATING JURISDICTIONS IN COUNTIES WITH FEMA-APPROVED ALL-HAZARD MITIGATION PLANS
Hazard Mitigation Grant Program (HMGP)
The New York State Office of Emergency Management (NYSOEM) is pleased to announce that it will be accepting Letters of Intent (LOIs) for the Hazard Mitigation Grant Program (HMGP) related to the major disaster declaration FEMA-1899-DR-NY, "Severe Storms and Flooding."
The original (April 16, 2010) declaration established an incident period of March 13 - 15, 2010 and included Nassau, Orange, Richmond, Rockland, Suffolk and Westchester Counties. On July 14, FEMA extended the incident period to March 31, 2010, and added Otsego, Schoharie and Warren Counties. Please note:
• This hazard mitigation funding opportunity will be made available to eligible sub-applicants statewide, including those in non-declared counties.
• Given the flooding associated with this disaster, preference will be given to sub-applicants in the declared counties, and to those with eligible acquisition projects that remove NFIP-insured structures from the 100-year flood-plain.
• New York State (OEM) is the applicant for this FEMA program. Eligible sub-applicants include local and state governments, Native American tribes or tribal organizations, and eligible private non-profit (PNP) organizations.
• The HMGP reimburses up to 75% of the eligible costs associated with eligible activities. There is a minimum 25% local cost-share.
• HMGP funds can be used to develop or update all-hazards mitigation plans or implement hazard mitigation projects.
• Sub-applicants seeking project grants must have prepared and adopted a FEMA-approved all-hazards mitigation plan, or participated in a multi-jurisdictional mitigation planning effort and adopted the resulting FEMA-approved plan.
• Mitigation projects must also meet cost-effectiveness and environmental criteria.
Interested sub-applicants should work with local and county planners, floodplain coordinators, and emergency managers to review the strategies and projects outlined in their mitigation plans as they identify projects for funding under the HMGP. Eligible activities are also described in FEMA's June 1, 2010 "Hazard Mitigation Assistance Unified Guidance" document distributed with this notice and available on our website at www.semo.state.ny.us/programs/mitigation.
How to Apply
Interested sub-applicants can begin the HMGP application process by submitting an LOI that provides basic applicant and project information and allows for a determination of eligibility. NYSOEM will then assist eligible sub-applicants with potentially eligible projects as they prepare a more detailed application.
• Planning applications should fully describe the jurisdiction(s) to be covered, any unusual risks, and any risk assessments or other activities performed to date.
• Project applications should fully describe the situation to be mitigated, a minimum of three alternatives considered, the proposed solution, the past damages and the projected savings if the project is implemented.
If HMGP monies remain after all eligible projects are funded, NYSOEM may assist unfunded or under-funded projects submitted under this and previous grant cycles; NYSOEM may also make available funds for State agencies to implement mitigation measures identified in the "New York State Standard Multi-Hazard Mitigation Plan." We encourage eligible sub-applicants with eligible projects to apply, even if they recently submitted LOIs for FEMA's annual nationally-competitive Unified Hazard Mitigation Assistance (HMA) grant program.
Deadline
LOIs must be received at NYSOEM by 5:00 p.m. on Monday, September 27, 2010.
