PARTICIPATING JURISDICTIONS IN COUNTIES WITH FEMA-APPROVED ALL-HAZARD MITIGATION PLANS
FY 2011 Unified Hazard Mitigation Assistance Program
The New York State Office of Emergency Management (NYSOEM) is pleased to announce the Federal Emergency Management Agency’s (FEMA) Fiscal Year 2011 Unified Hazard Mitigation Assistance (HMA) Program. The Unified HMA Program consolidates the deadlines and many of the procedures for four previously-distinct FEMA mitigation grant programs:
—the Pre-Disaster Mitigation Program (PDM);
—the Flood Mitigation Assistance Program (FMA);
—the Repetitive Flood Claims Program (RFC);
—the Severe Repetitive Loss Program (SRL).
While the majority of the requirements are the same for all four programs, there are differences such as program eligibility and cost share requirements outlined in the Program Overviews, Program Comparison Chart, and guidance documents prepared by FEMA and available as noted below. There are many benefits to this consolidation: filing is simplified with similar online application procedures and a single deadline for all programs, and sub-applications submitted but not funded under the requested grant program may be considered by FEMA under another mitigation grant program without requiring a sub-applicant to reapply.
Important Deadlines
Letters of Intent (LOIs) must received by 5:00 p.m. Monday, August 9, 2010.
LOIs may be faxed to NYSOEM at 518-322-4983 or e-mailed to [email protected].
However, eligible sub-applicants are encouraged to submit their LOIs well before the deadline: doing so will maximize your ability to work with NYSOEM to develop a viable application for one or more of the programs, which are evaluated competitively on a national basis.

The application period is now open and the complete FY 2011 Unified HMA Guidance is now available through County Emergency Managers and Mitigation Coordinators, through NYSOEM’s five Regional Offices and its website at www.semo.state.ny.us, and on FEMA’s website at http://www.fema.gov/government/grant/hma/index.shtm

Potential sub-applicants involved in developing local all-hazard mitigation plans and mitigation projects are encouraged to review the applicant and project type eligibility requirements for each of the programs to determine which might assist their efforts.
Participating jurisdictions in counties with FEMA-approved All-Hazard Mitigation Plans (or which are nearing completion of such plans) are encouraged to submit project applications.

PROGRAMS TO SUPPORT COUNTIES THROUGH THE EMERGENCY MANAGEMENT OFFICES
Fiscal Year 2010 Companion Animal Sheltering Equipment Grant Program
Fiscal Year 2010 Companion Animal Sheltering Equipment Grant Program seeks applications for up to $60,000 in federal State Homeland Security Program (SHSP) funding made available by the NYS Office of Homeland Security (OHS) to develop regional capabilities to provide temporary emergency sheltering for pets and companion animals during emergencies and disasters. New York State utilizes the nationally recognized County Animal Response Team (CART) model to develop and promote animal response capabilities across the State. The three primary objectives of the CASE Grant Program are: 1) Develop regional capabilities to provide temporary emergency animal sheltering through the procurement of regional mobile equipment caches; 2) To enhance CART capabilities through regional partnerships, establishing a cost effective and efficient method of providing evacuation, sheltering and transportation of pets and companion animals throughout the State; and 3) To enhance human evacuation compliance by building sustainable temporary emergency animal sheltering capabilities through the development of mobile equipment caches that will overcome known barriers to compliance with evacuation orders.
Applications will be accepted from June 1, 2010 through August 4, 2010 through the State’s electronic grants management system (E-Grants) for programs to support counties through the emergency management offices. Additionally, because of the regional focus of this specialized grant program, OHS will NOT accept applications from individual counties; rather, two or more counties must apply together for a regional project. OHS will not identify pre-set “regions” for this grant program; instead, applicants will have the ability to determine their regional construct for the purposes of this grant program.

PROGRAMS TO SUPPORT LOCAL, COUNTY AND TRIBAL LAW ENFORCEMENT AGENCIES
Fiscal Year 2010 Explosive Detection Canine Team Grant Program
Fiscal Year 2010 Explosive Detection Canine Team Grant Program seeks applications for up to $50,000 in federal State Homeland Security Program funding made available by the NYS Office of Homeland Security (OHS) to develop explosive detection canine team capabilities. The four primary objectives of this grant are: 1.) The advancement of explosive detection canine team capabilities; 2.) The certification of explosive detection canine teams and compliance with annual re-certification requirements; 3.) Participation in DHS’s Office for Bombing Prevention’s Explosive Detection Canine Capability Analysis Program; and, 4.) Promotion of regional partnerships in the development of mutual explosive detection canine team capabilities.
Applications will be accepted from June 1, 2010 through August 4, 2010 through the State’s electronic grants management system (E-Grants) for programs to support local, county and Tribal law enforcement agencies, with an active road patrol component of their law enforcement operations.

MUNICIPALITY (CITIES, VILLAGES, TOWNS[1], FIRE DISTRICTS AND COUNTIES
Fiscal Year 2010 Technical Rescue & USAR Grant Program
Fiscal Year 2010 Technical Rescue Grant Program seeks applications up to $150,000 in federal State Homeland Security Program (SHSP) funding made available by the NYS Office of Homeland Security (OHS) for local emergency response entities that provide targeted technical rescue and urban search and rescue (USAR) related services. This grant focuses on technical rescue and USAR related services involving structural collapse, trench, confined space, swift water and/or rope rescues in an all-hazards environment. For the purposes of this grant, vehicle and machinery rescue activities are not considered technical rescue. The three primary objectives of this grant are: (1) Advancement of Targeted Technical Rescue and USAR Capabilities; (2) Development of Regional Response Capabilities; and (3) Increasing the Resource Typing of Technical Rescue and USAR Resources in New York State. Applicable standards include the Federal Emergency Management Agency (FEMA) National Incident Management System (NIMS) Resource Typing for search and rescue where applicable and, for those capabilities not addressed within the NIMS System, the National Fire Protection Association (NFPA) 1670 - Standard on Operations and Training, Technical Search and Rescue Incidents.
Applications will be accepted from July 1, 2010 through September 1, 2010 through the State’s electronic grants management system (E-Grants).
A municipality (cities, villages, towns[1], fire districts and counties) is eligible to apply for the FY2010 Technical Rescue & USAR Grant Program on behalf of one or more emergency response entities. For purposes of this grant program, an “emergency response entity” is strictly defined as an entity that provides technical rescue or USAR services located in New York State. The emergency response entity must already be established and maintained by one or more municipalities and must be a resource identified in the county fire mobilization and mutual aid plan.

Funding is for Expenses Directly Related to the Care, Security and Interpretation of the Collections
Applicants must be public or not for profit organizations; zoos, botanical gardens, herbariums, arboretums, aquariums, bird sanctuaries, natural habitat preserves, natural science museums, and nature and environmental centers which own, house and care for living or systematically organized collections of biological specimens and which primarily provide such services to the general public on a regular and predictable basis.
Funding is for expenses directly related to the care, security and interpretation of the collections.
Competitive applications to receive aid are required and must be postmarked no later than September 17, 2010. Funding for local assistance grants is made available through an appropriation from the State's Environmental Protection Fund.
