Promise Zones Initiative
The NYS Division of Criminal Justice Services (DCJS) is issuing a Request for Applications (RFA) to solicit applications for support of Promise Zone initiatives in Erie County, New York City, and Onondaga County. By creating partnerships between local school districts and state and local service agencies, leadership in these Promise Zones hope to reduce student drop-out rates and increase student attendance, involvement and achievement. In order to enhance school engagement efforts targeted towards at-risk youth in New York State, this RFA will support the work of established Promise Zone sites by providing flexible, discretionary funding for projects, such as staff training, one-time costs, or the development of community resource directories that are otherwise unfunded. Only applications from established Promise Zones in Erie County, New York City, and Onondaga County will be considered.
This grant program is supported by federal Juvenile Justice Title V funds which are available only to units of local government. A unit of local government is defined as any city, county, town, borough, parish, village, or other general purposes political subdivision of a State, and any Native American Nation which performs law enforcement functions as determined by the Secretary of the Interior. For purposes of this RFA, eligible applicants include only those units of local government named above. Subject to the availability of funding, approximately $147,000 is available to support up to three projects. Award(s) will be made for a 12-month period.
Proposals submitted on or before 12:00 noon, August 13, 2010 via DCJS’ on-line Grants Management System (GMS) will be accepted.

PROGRAMS TO SUPPORT COUNTIES THROUGH THE EMERGENCY MANAGEMENT OFFICES
Fiscal Year 2010 Companion Animal Sheltering Equipment Grant Program
Fiscal Year 2010 Companion Animal Sheltering Equipment Grant Program seeks applications for up to $60,000 in federal State Homeland Security Program (SHSP) funding made available by the NYS Office of Homeland Security (OHS) to develop regional capabilities to provide temporary emergency sheltering for pets and companion animals during emergencies and disasters. New York State utilizes the nationally recognized County Animal Response Team (CART) model to develop and promote animal response capabilities across the State. The three primary objectives of the CASE Grant Program are: 1) Develop regional capabilities to provide temporary emergency animal sheltering through the procurement of regional mobile equipment caches; 2) To enhance CART capabilities through regional partnerships, establishing a cost effective and efficient method of providing evacuation, sheltering and transportation of pets and companion animals throughout the State; and 3) To enhance human evacuation compliance by building sustainable temporary emergency animal sheltering capabilities through the development of mobile equipment caches that will overcome known barriers to compliance with evacuation orders.
Applications will be accepted from June 1, 2010 through August 4, 2010 through the State’s electronic grants management system (E-Grants) for programs to support counties through the emergency management offices. Additionally, because of the regional focus of this specialized grant program, OHS will NOT accept applications from individual counties; rather, two or more counties must apply together for a regional project. OHS will not identify pre-set “regions” for this grant program; instead, applicants will have the ability to determine their regional construct for the purposes of this grant program.

Fiscal Year 2010 Explosive Detection Canine Team Grant Program
Fiscal Year 2010 Explosive Detection Canine Team Grant Program seeks applications for up to $50,000 in federal State Homeland Security Program funding made available by the NYS Office of Homeland Security (OHS) to develop explosive detection canine team capabilities. The four primary objectives of this grant are: 1.) The advancement of explosive detection canine team capabilities; 2.) The certification of explosive detection canine teams and compliance with annual re-certification requirements; 3.) Participation in DHS’s Office for Bombing Prevention’s Explosive Detection Canine Capability Analysis Program; and, 4.) Promotion of regional partnerships in the development of mutual explosive detection canine team capabilities.
Applications will be accepted from June 1, 2010 through August 4, 2010 through the State’s electronic grants management system (E-Grants) for programs to support local, county and Tribal law enforcement agencies, with an active road patrol component of their law enforcement operations.

MUNICIPALITY (CITIES, VILLAGES, TOWNS[1], FIRE DISTRICTS AND COUNTIES
Fiscal Year 2010 Technical Rescue & USAR Grant Program
Fiscal Year 2010 Technical Rescue Grant Program seeks applications up to $150,000 in federal State Homeland Security Program (SHSP) funding made available by the NYS Office of Homeland Security (OHS) for local emergency response entities that provide targeted technical rescue and urban search and rescue (USAR) related services. This grant focuses on technical rescue and USAR related services involving structural collapse, trench, confined space, swift water and/or rope rescues in an all-hazards environment. For the purposes of this grant, vehicle and machinery rescue activities are not considered technical rescue. The three primary objectives of this grant are: (1) Advancement of Targeted Technical Rescue and USAR Capabilities; (2) Development of Regional Response Capabilities; and (3) Increasing the Resource Typing of Technical Rescue and USAR Resources in New York State. Applicable standards include the Federal Emergency Management Agency (FEMA) National Incident Management System (NIMS) Resource Typing for search and rescue where applicable and, for those capabilities not addressed within the NIMS System, the National Fire Protection Association (NFPA) 1670 - Standard on Operations and Training, Technical Search and Rescue Incidents.
Applications will be accepted from July 1, 2010 through September 1, 2010 through the State’s electronic grants management system (E-Grants).
A municipality (cities, villages, towns[1], fire districts and counties) is eligible to apply for the FY2010 Technical Rescue & USAR Grant Program on behalf of one or more emergency response entities. For purposes of this grant program, an “emergency response entity” is strictly defined as an entity that provides technical rescue or USAR services located in New York State. The emergency response entity must already be established and maintained by one or more municipalities and must be a resource identified in the county fire mobilization and mutual aid plan.

COMMUNITY BASED ORGANIZATIONS
FFY 2010 Community Services Block Grant Discretionary Grant Program: Request for Applications
The purpose of this RFA process is to distribute FFY2010 CSBG Discretionary funds statewide in a manner that will effectively target the two priority areas described below; will generate clear outcomes resulting in a positive change in the lives of low-income individuals and families; and, will demonstrate that this model has the capacity to produce outcomes in a cost-effective and accountable manner.
Eligibility
Community Based Organizations (CBO), which are New York State private, not-for-profit organizations (501(c)(3)) are eligible to apply.
In addition, all applicants must meet the following requirements: 1. Have been established as a CBO for at least five continuous years; 2. currently provide services in at least one Priority Area listed in the RFA; 3. have a board of directors of which more than half of the members reside in the organization's service areas (applicants will be required to submit a board roster demonstrating that more than 50% of its board members reside in its service area); 4. hold a valid NYS Charities Bureau number with a current and acceptable registration status; and, 5. meet NYS Vendor Responsibility criteria.
Applicants will be required to demonstrate that their use of funds will address one or more of Community Services Block Grant (CSBG) National Performance Indicators (NPI) and will result in clear and self-evident positive outcomes in the lives of low-income individuals and families.
Proposed eligible activities must consist of strategies to produce outcomes addressing one or more of the attached CSBG National Performance Indicators in at least one of the following Priority Areas:
1. Healthy Families
Services and activities that promote healthy lifestyles and improve family skills; additional points will be awarded for projects that reduce or eliminate childhood obesity, including family nutrition, healthy cooking, and exercise programs.
2. Workforce Development
Services and activities designed to increase skills, knowledge and opportunities for employment for youth and adults; additional points will be awarded for projects that provide training or direct employment in emerging Green Jobs, or which operate projects that use Green Jobs strategies, and which will impact the local economy.
All customers to be served by funded projects must have an income at or below 125% of the federal poverty guidelines. Funds may not be used to supplant other federally funded programs or activities.
Deadline for submission of applications is August 11, 2010 at 4:00 PM Eastern Time.
