Purpose: The proposed action is to adopt BEYOND WASTE: A SUSTAINABLE MATERIALS MANAGEMENT STRATEGY FOR NEW YORK STATE, New York State’s Solid Waste Management Plan, which is required by Section 27-0103 of the Environmental Conservation Law (ECL). The New York State Department of Environmental Conservation (DEC) is responsible for the preparation and updating of this Plan, which is intended to provide direction, guidance and information on managing solid waste in New York, including policy recommendations for updating state and local laws and regulatory initiatives. New York State’s BEYOND WASTE Plan sets forward a new approach for New York—a shift from focusing on “end-of-pipe” waste management techniques to looking more comprehensively “upstream” at how materials that would otherwise become waste can be more sustainability managed. Reducing the amount of material wasted, from the point of its manufacture through its consumption, will enhance the state’s ability to adapt to an age of growing pressure to reduce demand for energy, minimize emission of greenhouse gases and create green jobs. The materials management system envisioned in the Plan would capture the economic value of our materials, conserve their imbedded energy, and minimize the generation of greenhouse gases and pollution.
Both the draft GEIS and the NYS Solid Waste Management Plan are available on the DEC website at www.dec.ny.gov/chemical/41831.html.
Hearings on the draft are being held in five locations: Stony Brook, NYC, Albany, Tonawanda and Syracuse. The hearing locations are reasonably accessible to the mobility-impaired. Interpreter services can be made available to the hearing-impaired at no charge, upon request to the Department within a reasonable time period prior to the hearings.
All persons, organizations, corporations, government agencies, and others wishing to comment on the proposed New York State Solid Waste Management Plan or draft GEIS are invited to attend the hearings and to submit either written or oral statements. Reasonable time limits may be set for each speaker to afford everyone an opportunity to be heard. Lengthy statements should be submitted in writing and summarized for oral presentation. Written statements received prior to the close of the public comment period and oral statements made at each hearing session will be given equal weight.
