The Town of Owego, NY is soliciting proposals from administrative service agencies relating to trust service, administration and/or funding of a Deferred Compensation Plan for the employees of Owego, NY. They must meet the requirements of section 457 of the Internal Revenue Code and Section 5 of the State Finance Law, including all rules and regulations issued pursuant thereto.

Department of State F-2009-0846 Date of Issuance - April 14, 2010
The New York State Department of State (DOS) is required by Federal regulations to provide timely public notice for the activities described below, which are subject to the consistency provisions of the Federal Coastal Zone Management Act of 1972, as amended.
The applicant has certified that the proposed activity complies with and will be conducted in a manner consistent with the approved New York State Coastal Management Program. The applicant's consistency certification and accompanying public information and data are available for inspection at the New York State Department of State offices located at One Commerce Plaza, 99 Washington Avenue in Albany, New York.
In F-2009-0846, David Abiri is seeking approval from the U.S. Army Corps of Engineers (COE) to remove existing collapsed concrete bulkhead and remove corroded steel bulkhead and replace with new steel sheet pile bulkhead for a distance of 215lf and to remove 300 cy of existing fill and concrete and place approximately 300 cy of clean pervious material to backfill behind the 11.5' high bulkhead wall.
The stated purpose of the proposal is to restore grade and remove deteriorated bulkhead.

The purpose of this project is to improve mooring and access to the water for the applicant.

Involved is the construction of a self service fuel dispensing pump station for aircraft at a county airport. The pump will be located on the grounds of the county airport known as the Floyd Bennett Memorial Airport located at 443 Queensbury Avenue, Town of Queensbury, Warren County, State of New York.
2010-0158 Matter of Robert Woods, RA, 32 Front Street, Schenectady, NY 12305 for a variance concerning the maximum vertical travel of a platform lift that is proposed to be installed in a church.
Involved is the installation of a new 3 stop platform lift that exceeds the vertical travel allowed by the code. The building contains an A-3 (assembly) occupancy, is two stories with a basement in height, of Type IIIB (ordinary) construction. The building is commonly known as the Zion Lutheran Church which is located at 153 Nott Street, City of Schenectady, Schenectady County, State of New York.
2010-0159 Matter of Tony D'Adamo RA of Capital Architecture, 2390 Western Avenue, Guilderland, NY 12084 for a variance concerning fire safety issues including the distance separation requirements for exhaust fans on a roof with respect to property lines.
Involved is the installation of several fans on the roof of an existing three-story building that has a restaurant located on the first floor. Involved is the extensive rehabilitation of an existing multiple dwelling. The building contains an R-2 (multiple dwelling) occupancy, is two stories in height, of Type VB (combustible) construction having a cumulative gross floor area of 4,300 square feet. 2010-0162 Matter of Bruce Stuart, 172 Jay Street, Albany, NY 12210 for a variance concerning public safety issues including the code requirement for maximum riser height and minimum tread depth of stairs.
Involved is rehabilitation of an existing single family dwelling including a complete replacement of the basement stairs. The petitioner seeks a variance to construct the stairs with a higher riser height dimension and a lower tread depth dimension than is allowed by the code. The building is located at 172 Jay Street, City of Albany, Albany County, State of New York.

Involved is the continued use of an existing R-2 (multiple dwelling) occupancy that is three stories in height of Type IIIB (ordinary) construction having a cumulative gross floor area of 7,000 square feet. The building is located at 131-133 9th Avenue, City of Troy, Rensselaer County, State of New York.

Involved is the continued use of an existing building for increase occupancy beyond that which is allowed by the Property Maintenance Code. These issues are usually handled on a routine basis, but the variance request exceeds that usually granted by means of a routine variance.
