Federal Highway Safety – Buckle Up New York Program
The Governor's Traffic Safety Committee (GTSC) is issuing a Request for Application (RFA) to solicit applications from State agencies, local governments and non-profit agencies for Buckle Up New York (BUNY) grants under the Federal Highway Safety Program. Grant applications are due on or before May 15, 2010.
The GTSC oversees New York State's highway safety program and receives funding from the National Highway Traffic Safety Administration to address highway safety related problems. The goal of the program is to prevent motor vehicle crashes, save lives, and reduce the severity of injuries suffered in crashes on the state's roadways. The GTSC distributes these funds to state agencies, local governments and qualifying non-profit agencies through a grant award program. Grants are awarded for one-year periods, based on the availability of federal funding and the performance of the grantee. These grants will provide funding for overtime to participate in the Buckle Up New York Program's seat belt enforcement activities.
Applications from local governments and non-profit agencies must be endorsed by their local Traffic Safety Board, pursuant to Article 43 of the NY Vehicle and Traffic Law and Article 16-A of the NY Executive Law.
Grants for the upcoming 2011 Federal Fiscal Year will run from October 1, 2010 to September 30, 2011.
All applications must be submitted through the GTSC's e-Grants system. The e-Grants system is web-based and requires internet access using a browser and Adobe Acrobat. Grant applications are due on or before May 15, 2010.

The goal of the program is to prevent motor vehicle crashes, save lives, and reduce the severity of injuries suffered in crashes on the state's roadways. Grants are awarded for one-year periods, based on the availability of federal funding and the performance of the grantee. These grants will support funding for child passenger safety activities: fitting stations; training and education; child safety seat check events; and child safety seat distribution programs for low income families.
Applications from local governments and non-profit agencies must be endorsed by their local Traffic Safety Board, pursuant to Article 43 of the NY Vehicle and Traffic Law and Article 16-A of the NY Executive Law.

Federal Highway Safety – General Highway Safety Program
The Governor's Traffic Safety Committee (GTSC) is issuing a Request for Application (RFA) to solicit applications from State agencies, local governments and non-profit agencies for Federal Highway Safety grants. Grant applications must be received by the GTSC on or before May 15, 2010 to receive first priority. A second round of applications will be considered if Federal funds are available; if a region or population or program area is underserved; or if the GTSC participates in a directed safety program with Federal or state agencies. Applications are due by September 1, 2010 to be considered in the second round of funding.

To qualify for funding, a highway safety problem must be documented and quantified; and an innovative solution addressing the problem must be proposed.

Federal Highway Safety – Selective Traffic Enforcement Program
The Governor's Traffic Safety Committee (GTSC) is issuing a Request for Application (RFA) to solicit applications from State agencies, local governments and non-profit agencies for Selective Traffic Enforcement Program (STEP) grants under the Federal Highway Safety Program. Grant applications are due on or before May 15, 2010.
The GTSC oversees New York State's highway safety program and receives funding from the National Highway Traffic Safety Administration to address highway safety related problems. The goal of the program is to prevent motor vehicle crashes, save lives, and reduce the severity of injuries suffered in crashes on the state's roadways. The GTSC distributes these funds to state agencies, local governments and qualifying non-profit agencies through a grant award program. Grants are awarded for one-year periods, based on the availability of federal funding and the performance of the grantee. These grants will provide funding for overtime to enforce laws in New York State against identified dangerous driving behaviors.
Applications from local governments and non-profit agencies must be endorsed by their local Traffic Safety Board, pursuant to Article 43 of the NY Vehicle and Traffic Law and Article 16-A of the NY Executive Law.

GENERAL HOSPITALS CERTIFIED UNDER ARTICLE 28 OF THE PUBLIC HEALTH LAW
HEAL NY Phase 15 – Medicaid Transition Funding
Applications will be accepted through April 30, 2010, for capital projects by general hospitals adversely affected by changes in Medicaid reimbursement enacted in the 2009-10 State budget and which serve significant numbers of Medicaid beneficiaries and other underserved populations. Projects to be supported under this Request for Grant Applications (RGA) will be expected to complement, support or otherwise directly further the implementation of the applicant hospital's approved transition business plan, which is intended to restructure and improve the facility's financial operations and provide for its continued financial viability in response to changes in Medicaid payments. Projects funded through this RGA will relate specifically to those components of a facility's transition plan that would reduce over-reliance on inpatient care in favor of outpatient and ambulatory services appropriate to identified community needs. The DOH and DASNY expect that $50 million will be available under this solicitation, authorized under the Healthcare Efficiency and Affordability Law for New Yorkers (HEAL NY).

Applications will be accepted through May 14th, 2010 by New York State Department of Transportation's, Public Transportation Bureau, for the JARC and New Freedom programs for non-urbanized areas of the state (population less than 50,000) and several small urban areas (population 50,000 to 200,000 population): Binghamton, Glens Falls and Utica - Small Urbanized Areas.
Eligible sub recipients to apply for the JARC and New Freedom funding, are municipalities, non-profit agencies, and operators of public transportation services, including private operators of public transportation services, as well as federally recognized tribal governments. It is anticipated that applications will be released in March 2010 with an application deadline of May 14th, 2010.
The goal of the JARC program seeks to improve access to transportation services to employment sites and employment related activities for welfare recipients and eligible low-income individuals and transport residents of urbanized areas and non-urbanized areas to employment opportunities. Such services may include, but are not limited to: mobility management, expansion of current transportation services.
The New Freedom program seeks to reduce barriers to transportation services and expand the transportation mobility options available to people with disabilities beyond the requirements of the Americans with Disabilities Act (ADA) of 1990. Eligible projects may include; expanded service beyond current ADA limitation, projects that fund non-key station improvements and support of mobility management and other mobility supports to improve access to transportation.
Both funding sources require that projects be derived from and identified in a Coordinated Human Service and Public Transportation Plan (PTB) and be coordinated with other federally-assisted programs to ensure efficient use of federal funds.
