NONPROFIT ORGANIZATIONS THAT ARE AT HIGH RISK OF INTERNATIONAL TERRORIST ATTACK

Fiscal Year 2010 Urban Areas Security Initiative (UASI) Nonprofit Security Grant Program provides funding support for target hardening activities to nonprofit organizations that are at high risk of terrorist attack.

Applications will be accepted from January 4th, 2010 through March 16th, 2010 through the Office of Homeland Security's electronic grants management system (E-Grants) for programs to support nonprofit organizations (as described under section 501(c)(3) of the Internal Revenue Code of 1986 and exempt from tax under section 501(a) of such Code) that are at high risk of international terrorist attack and are located within one of New York's five UASI-eligible urban areas: 1) New York (includes the Cities of New York and Yonkers and the Counties of Westchester, Nassau and Suffolk); 2) Buffalo (includes the City of Buffalo and the Counties of Erie and Niagara); 3) Albany (includes the Cities of Albany, Troy and Schenectady and the Counties of Albany, Rensselaer and Schenectady); 4) Rochester (includes the City of Rochester and Monroe County); and 5) Syracuse (includes the City of Syracuse and Onondaga County). The program seeks to integrate nonprofit preparedness activities with broader state and local preparedness efforts. It is also designed to promote coordination and collaboration in emergency preparedness activities among public and private community representatives, State and local government agencies, and Citizen Corps Councils.

STATE OR LOCAL GOVERNMENTAL AUTHORITY (MUNICIPALITIES), PRIVATE NON-PROFIT ORGANIZATIONS, FEDERALLY RECOGNIZED TRIBAL GOVERNMENTS, OPERATORS OF PUBLIC TRANSPORTATION SERVICES, INCLUDING PRIVATE OPERATORS OF PUBLIC TRANSPORTATION SERVICES

Applications will be accepted through March 12, 2010 for the JARC and New Freedom programs in the Metropolitan Planning Organization (MPO) boundary of the New York Metropolitan Transportation Council (NYMTC) region which includes; New York City (all five (5) boroughs), Long Island (Nassau and Suffolk Counties) and the Lower Hudson Valley (Rockland, Westchester and Putnam Counties). As the Metropolitan Planning Organization, NYMTC will be accepting all applications for these urbanized areas (populations greater than 200,000) on behalf of the designated recipient, New York State Department of Transportation.

Eligible sub recipients to apply for the JARC and New Freedom funding, are municipalities, non-profit agencies, and operators of public transportation services, including private operators of public transportation services, as well as federally recognized tribal governments. It is anticipated that applications will be released in January 2010 with an application deadline of March 12, 2010.

The goal of the JARC program seeks to improve access to transportation services to employment sites and employment related activities for welfare recipients and eligible low-income individuals and transport residents of urbanized areas and non-urbanized areas to employment opportunities. Such services may include, but are not limited to: mobility management, expansion of current transportation services.

The New Freedom program seeks to reduce barriers to transportation services and expand the transportation mobility options available to people with disabilities beyond the requirements of the Americans with Disabilities Act (ADA) of 1990. Eligible projects may include; expanded service beyond current ADA limitation, projects that fund non-key station improvements and support of mobility management and other mobility supports to improve access to transportation.

Both funding sources require that projects be derived from and identified in the Coordinated Human Service and Public Transportation Plan of the metropolitan region. In addition projects must be coordinated with other federally-assisted programs to ensure efficient use of federal funds.
