Notice of Abandoned Property Received by the State Comptroller
Pursuant to provisions of the Abandoned Property Law and related laws, the Office of the State Comptroller receives unclaimed monies and other property deemed abandoned. A list of the names and last known addresses of the entitled owners of this abandoned property is maintained by the office in accordance with Section 1401 of the Abandoned Property Law. Pursuant to NYS GML Article 6, 120-w, the City of Buffalo Department of Public Works, Parks and Streets hereby give notice of the following:
SOLICITATION FOR PROPOSALS
TO PROVIDE RECYCLABLE MATERIAL COLLECTION AND/OR PROCESSING
Notice is hereby given that proposals for the City of Buffalo for the COLLECTION AND PROCESSING of single stream recyclables will be received by the Commissioner of Public Works, Parks and Streets on February 26, 2010 until 2:00 pm local time, at Buffalo City Hall, Room 502, 65 Niagara Street, Buffalo, NY, 14202.
In accordance with New York State General Municipal Law 120-w, it is the intention of the City of Buffalo to enter into negotiations for an agreement with contractor(s) whose proposal(s), in the judgment of the City of Buffalo, best serves the City of Buffalo's recycling program considering net costs to the City of Buffalo, technical feasibility and reliability, financial condition, resources, risk allocation, and experience with similar recycling operations. A five-year service period is being sought, with the potential for extension of the contract(s) for an additional five-year period, upon mutual consent. Contractors must identify sufficient equipment and facilities to collect haul and/or process up to 16,000 tons of material. The City of Buffalo reserves the right in reject all proposals.
The Request for Proposals may be obtained at the City of Buffalo Department of Public Works, Parks and Streets, Room 502, Buffalo City Hall, 65 Niagara Street, Buffalo, NY, 14202 and is also available online at the City of Buffalo Website, www.city-buffalo.com <http://www.city-buffalo.com/>.
The Request for Proposals can be obtained for fifty-eight dollars ($58.00) payable to the City of Buffalo Department of Public Works, certified check or money order only. Proposals may be returned in good condition with a letter requesting a refund until 4:00 pm, March 26, 2010. Each proposal must be accompanied by a certified check payable to the City of Buffalo Comptroller or by a bid bond having a surety thereon from a surety company acceptable to the City Counsel, in an amount of $200,000, as surety for execution of the contract.

The Department of Health proposes to amend the Title XIX of the Social Security Act (Case Management Services) CMCM State Plan (SPA#: New York 08-49, Target Group C, HIV/AIDS, AIDS Case Management) to reflect State legislation enacted as part of the 2010-11 State Budget, consistent with the 2009 Federal Regulation changes.
Effective February 11, 2010, the AIDS Institute CMCM State Plan Amendment will be revised to be consistent with the 2009 Federal Regulation changes of the Social Security Act.

Consolidated Annual Performance Report
Available for Public Comment
In accordance with the provisions of the National Affordable Housing Act, the State of New York is making a draft of its Consolidated Annual Performance Report (CAPER) for Program Year 2009 available for public comment. The CAPER analyzes New York State’s progress in implementing its HUD-approved Annual Action Plan for 2009.
The public is invited to review the draft New York State CAPER and to offer comments on the document. The draft 2009 CAPER, as published for public comment, will be available during the public comment period on the New York State Division of Housing and Community Renewal (DHCR) website at www.nysdhcr.gov. In addition, copies can be requested by e-mail at [email protected] or by telephoning 1-866-ASK-DHCR (1-866-275-3427).
The public comment period will begin on Friday, February 26, 2010 and end on Friday, March 12, 2010. Written comments must be postmarked no later than March 12, 2010. Counties of Warren and Washington Industrial Development Agency
On the 25th day of January, 2010, the Counties of Warren and Washington Industrial Development Agency awarded a contract to American Steel Processing Co. pursuant to section 120-w of the General Municipal Law for purchase and hauling of recovered metals. The validity of the Recovered Metals Purchase and Haul Agreement or the procedures which led to its award may be hereafter contested only by action, suit or proceeding commenced within sixty (60) days after the date of the notice, as described in Section 3, herein, and only upon the ground or grounds that: (a) such award or procedure was not authorized pursuant to Section 120-w of the General Municipal Law; or (b) any of the provisions of Section 120-w of the General Municipal Law which should be complied with at the date of the publication of the notice have not been substantially complied with; or (c) a conflict of interest can be shown in the manner in which the contract was awarded; or by action, suit or proceeding commenced on the grounds that such contract was awarded in violation of the provisions of the Constitution.
