Notice of Abandoned Property Received by the State Comptroller
Pursuant to provisions of the Abandoned Property Law and related laws, the Office of the State Comptroller receives unclaimed monies and other property deemed abandoned. A list of the names and last known addresses of the entitled owners of this abandoned property is maintained by the office in accordance with Section 1401 of the Abandoned Property Law. Interested parties may inquire if they appear on the Abandoned Property Listing by contacting the Office of Unclaimed Funds, Monday through Friday from 8:00 a.m. to 4:30 p.m., at:

Canal Corporation Syracuse Lakefront Development Corporation Syracuse Inner Harbor - Request For Proposal
The Syracuse Lakefront Development Corporation (LDC) and the New York State Canal Corporation (NYSCC) are seeking proposals from qualified and experienced developers to purchase and/or lease for development approximately 28.6 acres of land, adjacent to the Syracuse Inner Harbor located in the City of Syracuse, Onondaga County, NY. A Request For Proposal (RFP) may be downloaded from the LDC website, www.syracuse.ny.us/Lakefront_RFP.aspx. A site visit with a question and answer session is scheduled for January 26, 2010. Proposals will be due by 1:00 PM EDT on March 31, 2010. Any changes or clarifications to the RFP process will be posted on the LDC website.
Pursuant to Section 2897(6)(b)(ii) of the Public Authorities Law, responsive proposals will be publicly disclosed on the date that the New York State Comptroller's Office approves, or definitively advises that it will not approve, a disposal agreement(s) for the parcel(s) under this RFP, and thereafter at the Thruway Authority/Canal Corporation offices at 200 Southern Boulevard, Albany, NY 12209.

Department of State F-2009-0809 DA Date of Issuance - January 6, 2010
The New York State Department of State (DOS) is required by Federal regulations to provide timely public notice for the activities described below, which are subject to the consistency provisions of the Federal Coastal Zone Management Act of 1972, as amended.
The Mid-Atlantic Naval Facilities Engineering Command of the United States Department of the Navy (Navy) has determined that the proposed activity will be undertaken in a manner consistent to the maximum extent practicable with the enforceable policies of the New York State Coastal Management Program. The applicant's consistency determination and accompanying supporting information and data are available for inspection at the New York State Department of State offices located at One Commerce Plaza, 99 Washington Avenue in Albany, New York.
In F-2009-0809, the Navy is proposing to install a 55-foot by 45-foot floating jet dock at the Naval Operations Support Center (NOSC) located adjacent to the Black Rock Canal, in the City of Buffalo, Erie County, New York. The floating dock will be secured by 5 treated timber piles, embedded into the channel bottom and socketed into bedrock. The NOSC serves as a reserve center and requires berthing for naval vessels in order to launch, recover, and store ships. Specifically, the floating jet dock is proposed in order to provide docking for a small watercraft recently assigned to the NOSC which cannot currently be accessed given the facility’s existing configuration.
Any interested parties and/or agencies desiring to express their views concerning the above proposed activities may do so by filing their comments, in writing, no later than 4:30 p.m., 30 days from the date of publication of this notice, or, February 5, 2010.

The United States Department of the Interior, Army Corps of Engineers - New York District has determined that the proposed activity complies with and will be conducted in a manner consistent to the maximum extent practicable with the approved New York State Coastal Management Program. The consistency determination and accompanying public information and data is available for inspection at the New York State Department of State offices located at One Commerce Plaza, 99 Washington Avenue in Albany, New York.
In F-2009-0944 DA, the U.S. Army Corps of Engineers - New York District, is proposing to perform maintenance dredging of the existing federal navigation channel known as the Arthur Kill Reach of the New York and New Jersey Channels along the western shoreline of the Borough of Staten Island, Richmond County.
The proposal involves the maintenance dredging of the existing channel at the following authorized dimensions: a channel 600ft. wide x 37ft. deep in rock and 35ft. deep in soft material, beginning at a point just south of the Outerbridge Crossing (mile point 14.0) to a point just north of the Smith Creek; thence 500ft. wide to a point 1,000ft. south of the location of the former Buckwheat Island; thence 500ft. to 600ft. wide passing north of the Gulfport Reach towards a point just north of the Goethals Bridge (mile Point 23.5) with a modification to shift the New Jersey side boundary 25ft. eastward at Trembley Point, resulting in the reduction of the width of the channel from 600ft. to 575ft. at Trembley Point.
The proposal as described, will remove up to 75,000 cubic yards of material from the most critical shoals within 9.5 mile reach of the channel. All material is to be placed at a suitable contractor-furnished, state permitted upland placement site(s).
Any interested parties and/or agencies desiring to express their views concerning the above proposed activities may do so by filing their comments, in writing, no later than 4:30 p.m., 15 days from the date of publication of this notice, or, January 21, 2010.
