Notice of Abandoned Property Received by the State Comptroller
Pursuant to provisions of the Abandoned Property Law and related laws, the Office of the State Comptroller receives unclaimed monies and other property deemed abandoned. A list of the names and last known addresses of the entitled owners of this abandoned property is maintained by the office in accordance with Section 1401 of the Abandoned Property Law. Interested parties may inquire if they appear on the Abandoned Property Listing by contacting the Office of Unclaimed Funds, Monday through Friday from 8:00 a.m. to 4:30 p.m., at:

City of New York Office of Labor Relations
The City of New York Office of Labor Relations (OLR) is seeking proposals from qualified vendors to provide auditing services for the City of New York Deferred Compensation Plan. The Request for Proposals will be available beginning on Monday, December 21, 2009. Responses are due no later than 4:30 p.m. Eastern Time on Wednesday, February 10, 2010. Office of Mental Health
The New York State Office of Mental Health will be changing its Medicaid State Plan Amendment to eliminate references to the specific utilization factors used to set rates for Community Residences and Family Based Treatment programs, to permit updates in program occupancy rates, and amending the regulations to allow adding physician assistants and nurse practitioners as eligible prescribers of rehabilitation services renewals to reflect the change in the scope of practice of these two professions that has evolved since the State Plan Amendment was first promulgated. These changes are effective January 1, 2010.

Department of State F-2009-0460 Date of Issuance - December 23, 2009
The New York State Department of State (DOS) is required by Federal regulations to provide timely public notice for the activities described below, which are subject to the consistency provisions of the Federal Coastal Zone Management Act of 1972, as amended.
The applicant has certified that the proposed activity complies with and will be conducted in a manner consistent with the approved New York State Coastal Management Program. The applicant's consistency certification and accompanying public information and data are available for inspection at the New York State Department of State offices located at One Commerce Plaza, 99 Washington Avenue, in Albany, New York.
In F-2009-0460, Todd Skobjak is proposing the installation of a total of 128 linear feet of rip-rap along the shoreline of his private property on Lake Ontario at 2949 West Lake Road in the Town of Wilson, Niagara County, New York. The revetment will be constructed at a 1 on 3 slope (1 foot vertical to 3 feet horizontal). The stated purpose for the proposed activity is to reduce the rate of erosion.
The proposed activity would be undertaken in a State designated Coastal Erosion Hazard Area (CEHA), designated in accordance with Article 34 of the State Environmental Conservation Law and its implementing regulations in 6 NYCRR Part 505. Specifically, the beach, bluff, and nearshore area where the activity is proposed are natural protective features, and the area is a designated “Natural Protective Feature Area” and “Structural Hazard Area” delineated on the official New York State Department of Environmental Conservation Coastal Erosion Hazard Area Map Photo Number 185-800-79 sheet 2 of 7.
Any interested parties and/or agencies desiring to express their views concerning any of the above proposed activities may do so by filing their comments, in writing, no later than 4:30 p.m., 30 days from the date of publication of this notice, or, January 22, 2010.

In F-2009-0917(DA), The National Park Service proposes a direct action within the coastal zone in addition to seeking permits as part of the coordinated National Park of New York Harbor ferry service project. The project is located on Governors Island in New York on Governors Island Preservation and Education Corporation (GIPEC) property, adjacent to the National Monument Pier 102, near the Brooklyn Battery Tunnel air vent, at the division of the Hudson and East rivers. The National Park Service will insure that the new structure reflects the tone and character of the existing site. The project anticipates minimum long term impact to environmental resources in the area, while increasing public access and safety to the Governors Island National Monument. The construction of a new 30’ by 100’ floating barge installed adjacent to the existing Pier 102 with fully Americans with Disabilities Act compliant ramps, landing pier, and landside shelter is expected to support the increase in the number of visitors to the Island from 30,000 in 2006 to an incremental rise of 500,000 annually. The intent of the National Park Service is to provide increased public access and safety and a protected waiting/access area that provides information to the visitor and orientation to the Island.

Sealed bids for 1,068 tons more or less of red pine, 0.1 MBF more or less of black cherry and 2 cords more or less of firewood located on Chenango Reforestation Area No. 17, Stand B-1, will be accepted at the Department of Environmental Conservation, Contract Unit, 625 Broadway, 10th Fl., Albany, NY 12233-5027 until 11:00 a.m. on Thursday, Jan. 7, 2010.
