Federal Juvenile Accountability Block Grant (JABG) Program
The NYS Division of Criminal Justice Services (DCJS) is issuing a Request for Proposals (RFP) to solicit applications from eligible units of local government in New York State for the federal Juvenile Accountability Block Grant (JABG) program. Eligible applicants include units of local government that were not eligible for a direct JABG award in 2009. Subject to the availability of funding, approximately $ 1,150,000 is available for award. Awards require a 10% cash match and will be made for contracts with an 18 – 30 month period depending on purpose area.
Proposals submitted on or before 12:00 noon, October 2, 2009, via DCJS' on-line Grants Management System (GMS) will be accepted.

Empire State Stem Cell Scholars: Fellow-to-Faculty Awards in Stem Cell Research
The New York State Department of Health invites eligible applicants to submit applications in response to this Request for Applications (RFA), which provides funding that will enable New York State to attract and retain the most promising and exceptionally talented postdoctoral fellows and transition them to independent tenure track positions at institutions within New York State in the early stages of their careers.
The Fellow-to-Faculty awards will provide funding for up to two years of continued postdoctoral training in stem cell-relevant research, followed by up to three years of funding for independent stem cell research at the faculty level, for a combined maximum of five years of support. The supported fellowship and research efforts may focus on any aspects of biology that will lead to a better understanding of the unique properties of stem cells and applications for the diagnosis, prevention and treatment of diseases. The awardees will be referred to as Empire State Stem Cell Scholars.
NYSTEM, a program of the New York State Department of Health, whose purpose is to administer stem cell research funding based on recommendations and advice from the Empire State Stem Cell Board, will be making approximately five awards. The number of awards made will be contingent upon the quality of applications submitted and the availability of funds. Awards will be made in amounts up to $1,294,500 in direct costs.
ELIGIBLE RECIPIENTS:
Only two applications per institution will be accepted in response to this RFA. The applicant must be a New York State not-for-profit organization or a governmental organization within New York State. The applicant must also be one of the following: an academic institution; a research organization; a medical center; or an entity with demonstrated capability to conduct externally funded research. Organizations awarded funds must have the ability to monitor funds, maintain individual accounts and fulfill other fiscal management criteria. Subcontracting and collaborating organizations may include public, not-for-profit and for-profit entities. Subcontracting entities may be located in or outside of New York State.
Only one application per postdoctoral fellow will be accepted in response to this RFA. For purposes of this application and award, the postdoctoral fellow will be considered the Principal Investigator (PI). The PI must be a postdoctoral fellow holding a doctoral degree (e.g. MD, PhD, DVM, DDS, ScD) and conducting research relevant to stem cells who has no more than three years of cumulative postdoctoral research training experience at the time of application. Further, at the time of the expected contract start date (November 1, 2010), the PI must be employed as a postdoctoral fellow by the applicant institution and expect to remain in a fellowship training status for at least an additional six months.

Shared Facilities for Stem Cell Research
The New York State Department of Health and the Empire State Stem Cell Board invite applications to support the establishment and operation of multi-institutional core facilities to maximize the expertise, efficiency and quality of stem cell research in New York State. Specifically, the intent of this funding mechanism is to support the development, repair or renovation of an existing facility, outfit of shell space, equipment purchases specifically related to the development of a shared facility and/or the daily operations of such shared facility. Facilities supported by funds awarded through this RFA must be operated on a shared-use basis, be physically located in New York State and support basic, applied, translational (mechanistic, technological), pre-clinical or clinical stem cell-related research. The term "stem cell-related research" is broadly defined to encompass studies not only of stem cells, but also of their differentiated derivatives, when such studies are required to advance understanding of disease mechanisms or lead to the development of new therapies.
NYSTEM, a program of the New York State Department of Health, whose purpose is to administer stem cell research funding based on recommendations and advice from the Empire State Stem Cell Board, will be making approximately three awards. The number of awards made will be contingent upon the quality of applications submitted and the availability of funds. Awards will be made in amounts up to $5 million in direct costs, plus Facilities and Administrative costs of up to 20 percent of the modified total direct costs for a period up to four years.
ELIGIBLE RECIPIENTS: The applicant must be a New York State not-for-profit organization or a governmental organization within New York State. The applicant must also be one of the following: an academic institution; a research organization; a medical center; or an entity with demonstrated capability to conduct externally-funded research. Organizations awarded funds must have the ability to monitor funds, maintain individual accounts and fulfill other fiscal management criteria. The Principal Investigator (PI) for the proposal must be employed by the applicant institution and have the skills, knowledge and resources necessary to carry out the proposed Work Plan. Institutions awarded funds for facility development and/or operation under the previous RFA "Shared Facilities/Resources and Equipment/Instrumentation for Stem Cell Research (FAU# 0802150850) may not apply for additional funding for the same project under this RFA. Applications that are deemed to be for the same project will be disqualified. In addition, only one application will be accepted per institution.

FFY 2009 Citizen Corps Grant Program
The FFY 2009 Citizen Corps Grant Program funds are authorized and available to local units of government as defined in the House Report and the Senate Report accompanying the Consolidated Security, Disaster Assistance, and Continuing Appropriations Act of 2009, meaning "any county, city, village, town, district, borough, parish, port authority, transit authority, intercity rail provider, commuter rail system, freight rail provider, water district, regional planning commission, council of government, Indian tribe with jurisdiction over Indian country, authorized Tribal organization, Alaska Native village, independent authority, special district, or other political subdivision of any State."
Through the Department of Homeland Security (DHS), Homeland Security Grant Program (HSGP), the State of New York was awarded a total of $660,697.00 for the Citizen Corps Grant Program (CCGP), 80 percent of which ($528,557.60) is available to local governments and tribal nations in the form of a competitive reimbursement grant.
The Citizen Corps Program is a grass-roots initiative to actively involve all citizens in hometown security through personal preparedness, training, and volunteer service. The FFY09 CCP funds will be used to support Citizen Corps Councils with efforts to engage citizens in all-hazards planning and evaluation, public education and emergency communications, training, exercises, volunteer programs and activities to support emergency responders, surge capacity roles and responsibilities, and providing proper training and equipment to citizen volunteers. The FFY 2009 Citizen Corps Program (CCP) funds provide resources for States and local communities to:
• Bring together the appropriate leadership to form and sustain a Citizen Corps Council.
• Develop and implement a plan and amend existing plans, such as EOPs, to achieve and expand citizen preparedness and participation.
• Conduct public education and outreach.
• Ensure clear alerts/warnings and emergency communications with the public.
• Develop training programs for the public, for both all-hazards preparedness and volunteer responsibilities.
• Facilitate citizen participation in exercises.
• Implement volunteer programs and activities to support emergency responders.
• Involve citizens in surge capacity roles and responsibilities during an incident in alignment with the Emergency Support Functions and Annexes.
• Conduct evaluations of programs and activities.

The State received the award on August 21, 2009. Applicant grant submissions must be postmarked no later than Tuesday, October 13, 2009.
