The New York State Office of Children and Family Services (OCFS) invites the bidding public to search the OCFS On-Line Bidder’s List (OBL), at the address indicated below for upcoming bidding opportunities. It is anticipated beginning with the May 27th publication of the New York State Register, and continuing for several months, the bidding opportunities may include but are not limited to the following program areas:
Community Reinvestment
Commission for the Blind and Visually Handicapped
Settlement Houses
Special Delinquency Prevention Program
The OCFS OBL is maintained electronically and can be found at https://ocfs.state.ny.us/obl/. If you wish to receive announcements of these and future OCFS procurement opportunities and be able to download solicitation documents, you must register on the OBL. If you choose to register, you will be prompted to provide certain demographic information about yourself and the organization or government agency you represent along with indentifying the service categories in which you are interested.

TARGETING MULTI-FAMILY BUILDING PORTFOLIOS THAT HAVE SIGNIFICANT NEED FOR ENERGY ASSISTANCE
Weatherization Assistance Program - Targeted Multi-Family Buildings
Under the Economic Recovery and Reinvestment Act (ARRA), New York has been allocated approximately $395 million for the Weatherization Assistance Program (WAP). The program will be administered by the NYS Division of Housing and Community Renewal (DHCR). Since ARRA represents a dramatic increase in WAP funding with very rigid deadlines to spend the funds, DHCR is seeking temporary subgrantees to undertake special projects with ARRA funds. Approximately $50 million will be made available to eligible applicants to serve as temporary subgrantees for the purpose of targeting multi-family building portfolios that have significant need for energy assistance. Subgrantees will be expected to leverage other funds to undertake this activity. Existing WAP subgrantees are also eligible to apply for this funding. Also, establishing partnerships between existing subgrantees and other community-based organizations is a goal of this initiative. Proposals will be accepted until 3 p.m. on September 3rd.
