Rural Volunteer Fire Assistance
Pursuant to the Agriculture Appropriations Act, Section 7(b)3 of P.L. 95-313 (Cooperative Forestry Assistance Act of 1978), the Department of Environmental Conservation hereby gives notice of the following:
The Department of Environmental Conservation will administer the Volunteer Fire Assistance matching grant to assist rural fire companies in the purchase of fire suppression equipment. Applications will be accepted through May 31, 2009.
It is expected that $200,000 in federal funding will be available to award fire companies matching grants for the purchase of wildland fire suppression equipment and wildland fire suppression safety equipment. Grants are based on federal guidelines and are for use in fire districts serving a rural area or a rural community with a population of 10,000 or less.
Applications are scored on population, the I.S.O. Fire Prevention Insurance rating, the date of the last V.F.A. grant received and the presence of Native American communities in the district.

NON-PROFIT HEALTH-RELATED COMMUNITY ORGANIZATIONS
Regional Osteoporosis Resource Centers Grants - RFA #0710250331
The New York State Department of Health (DOH) announces the availability of funds to develop and operate regional osteoporosis resource centers. The DOH is seeking applications to support five regional centers, statewide, to provide leadership in the development and implementation of comprehensive programs of public and professional education regarding the prevention, diagnosis and treatment of osteoporosis. Each of the five centers will serve a designated region of the state.
Eligible applicants are non-profit health-related community organizations, such as a hospital, a medically-affiliated academic institution, or a community-based organization or an incorporated organization with the ability to serve as a regional resource center partnerships with an incorporated lead agency, and other not-for-profit, community-based organizations, with a demonstrated ability to create a regional capacity to accomplish the deliverables of this RFA are also eligible to apply.
It is anticipated that approximately $295,500 is available for grants annually, the initial grant period will be 1/1/10 - 12/31/10 and is renewable up to four additional years, contingent on funding and contractor performance.

Wheels for Work Transportation Initiative
The Office of Temporary and Disability Assistance (OTDA) seeks eligible organizations to assist TANF-eligible individuals with the purchasing, repairing, financing and/or insuring of personal vehicles that are necessary to obtain or maintain employment.
A total of $1,400,000 is available to support at least 10 programs that can serve at least one of the following 14 counties that are not currently served by a Wheels for Work Program: Cortland, Essex, Hamilton, Orange, Oswego, Putnam, St. Lawrence, Tioga, Ulster, Westchester, NYC, Clinton, Franklin, and Tompkins. The initial funding period would run from September 1, 2009 to August 31, 2010. Continuation beyond this date is contingent on performance and the availability of funding.
Proposals are due by June 30, 2009, at 3:00 pm.

Federal Transit Administration (FTA) American Recovery and Reinvestment Act (ARRA) of 2009 Public Transportation Transit Capital Assistance Program Funding–Non-Urbanized Areas of Upstate NY (areas less than 50,000 in population)
Comments will be accepted by the New York State Department of Transportation's, Public Transportation Bureau, regarding a proposed STIP amendment that adds ARRA Capital Assistance funding in non-urbanized areas of the State (areas less than 50,000 in population).
The ARRA Transit Capital Assistance Program authorizes $26,250,240 million in funding for capital expenses as defined by 49 U.S.C. section 5302(a)(1). Eligible capital projects include but are not limited to: bus replacement, preventive maintenance; transit-related ITS; rehabilitating buses; construction or renovation of bus related support facilities; and mobility management. Under the ARRA, the Federal share of a grant is up to 100 percent of the net project cost of capital projects.
ARRA Transit Capital Assistance program funds are apportioned by the Federal Transit Administration (FTA) pursuant to existing statutory formulas. Funds are apportioned directly by FTA to Urbanized Areas (UZAs) of more than 50,000 in population and to the State for Non-urbanized areas of less than 50,000.
This program will create jobs in support of improving public transportation infrastructure in non-urbanized areas of the State and will enhance the availability of transportation alternatives. In addition, these infrastructure investments in public transportation offer communities significant opportunities to address sound approaches for achieving their transportation, environmental, and community objectives.
Outreach for this program was conducted by NYSDOT and the NYS Economic Recovery and Reinvestment Cabinet. Eligible applicants are now in the process of applying for projects to NYSDOT. These projects will be submitted to the Federal Transit Administration for consideration during the month of June.
Comments regarding this STIP amendment will be accepted during the period 5/6/09-6/6/09.
