Health Care Efficiency and Affordability Law for New Yorkers (HEAL NY) – Phase 11, Capital Restructuring Initiatives, #3
Applications from general hospitals, through July 1, 2009, for grants to support projects 1) to assist facilities to enter into mergers, shared governance agreements and other collaborative arrangements that promote quality and efficiency in the delivery of care appropriate to the needs of their communities; and 2) to assist facilities to undertake projects to reduce excess inpatient capacity in favor of outpatient and ambulatory care. The Department of Health and the Dormitory Authority currently expect that $175 million will be available to fund Phase 11. Grants will be distributed regionally, based on capital restructuring priorities as described in the Request for Grant Applications (RGA).
An RGA will be released on or about May 1. An applicant conference will be held in Albany on May 15. See the RGA for details. Promoting Recruitment of New Spinal Cord Injury Researchers in New York State
The New York State Department of Health and the Spinal Cord Injury Research Board (SCIRB) invites eligible applicants to submit proposals for basic, translational and clinical neurological research on topics bearing on its mission to reverse paralysis and restore function, or to minimize and prevent damage occurring during the acute phase of injury. This RFA invites eligible institutions to submit applications to support the research activities of scientists recruited to establish research programs in SCI at their institution. Successful applications will demonstrate the following inter-related components:
• a well trained scientist, whose research accomplishments in the SCI field are highly meritorious when compared to other individuals at the same stage of their career, and who is moving to the institution to establish an independent laboratory with the aim of advancing cures for SCI
• a commitment by the recruiting institution for long term support of the successful candidate demonstrated by the award of space and equipment, access to core, facilities and students, protected research time and a measurable commitment to develop or expand SCI research at the institutional level. Thus, it is anticipated that research funded through this RFA will lead to further SCI research by the institution and the PI, with future funding from other sources.
Projects targeting tissue regeneration, repair, or restoration of function through biomedical and bioengineering research are of strongest interest, as are the under-studied areas of bowel and bladder function.
Awards will be supported by the Spinal Cord Injury Research Trust Fund, which is financed by surcharges on fines from certain motor vehicle moving violations in New York State. Approximately $3.6 million is available to support these awards. The amount of funds awarded will be contingent upon the quality of applications submitted. At this time, there are no formal plans to reissue this RFA in the future.
Each grant contract will be funded for up to three years. Total direct costs for the three-year project period may not exceed $1 million. Funding for any Facilities and Administrative costs are capped at 20 percent of modified total direct costs.
ELIGIBLE RECIPIENTS: The applicant organization must be a New York State not-for-profit or government entity. It must also be one of the following: an academic institution, research organization, a medical center or an entity with demonstrated capability to conduct grant-funded research. Organizations awarded funds will have the ability to monitor funds, maintain individual accounts and fulfill other fiscal management criteria.
The Principal Investigator (PI) will be the promising investigator who is being recruited to that institution as a tenure track faculty member or equivalent for the purpose of carrying out SCI research as described above. At time of award, the applicant institution will be required to provide written certification that the PI meets the following eligibility criteria:
• the PI holds a doctoral level degree (e.g., Ph.D., M.D., D.M.V., Psy.D., or Ed.D.)
• the PI has accepted a position at the applicant institution
• the start date of employment is no more than twelve months earlier than the anticipated contract start date.
An additional institution may partner with the applicant institution to maximize institutional resources committed to the program. Such collaborative entities may be located in or outside of New York State. Subcontracting and collaborating organizations may include public, not-for-profit and for-profit entities. The New York State institution must serve as the lead applicant, serve as the home of the recruited faculty member and accept primary responsibility for the application and subsequent contractual agreements.
APPLICATIONS WILL BE ACCEPTED THROUGH: February 1, 2010 at 2:00 p.m. The projected contract start date is January 1, 2011.
