Learning Technology Grant Program
Grant funding in the amount of $3.29 million is available to provide progressive integration of instructional technology in classrooms and library media centers, and to provide sustained professional development to increase the skills of teachers in the use of instructional technology, in order to help students attain higher levels of performance in the New York State Learning Standards.
Applicants for funding must include School(s) Under Registration Review and/or School(s) In Need of Improvement in the application. Students attending nonpublic school can benefit from partnerships between the public and nonpublic schools pursuant to the regulations promulgated by the Commissioner of Education.

Special Supplemental Nutrition Program for Women, Infants and Children (WIC); Commodity Supplemental Food Program (CSFP); and WIC Vendor Management Agency (VMA) Services
Applications will be accepted through January 16, 2009 for Special Supplemental Nutrition Program for Women, Infants and Children (WIC); Commodity Supplemental Food Program (CSFP); and WIC Vendor Management Agency (VMA) services.
Over $90 million in funding is available to promote and maintain the health and well being of nutritionally at-risk women, infants, children, and elderly persons by providing nutritious food, nutrition and health education, and referral services to categorically and income eligible individuals found to be at substantial nutritional and/or medical risk. Prospective WIC contractors who wish to also apply to sponsor a WIC Vendor Management Agency or Commodity Supplemental Foods Program Agency must submit additional application(s) for each of the programs. An agency must first qualify and be selected to provide WIC services to be considered for selection as a WIC Vendor Management Agency or Commodity Supplemental Food Program provider. CSFP providers must be located in the metropolitan New York City Area. Essential components of these programs include, but are not limited to:
• Support all WIC/VMA/CSFP program functions; compliance with fiscal and operational requirements as established by Federal Regulations.
• Maintain a financial management system that ensures accountability for all WIC/VMA/CSFP program funds received and ensure that assigned WIC caseload targets are achieved through provisions of services in State identified planning areas or geographic locations with highest percentage(s) of WIC participant need.
• Provide adequate space for the provision of high quality, confidential nutrition services to WIC participants. Clinic space will be required to include a private or semi-private area for breastfeeding and adequate space for completing anthropometric and/or hematological screenings in a confidential and safe manner.
• Ensure an adequate number of WIC/VMA/CSFP staff, including Competent Professional Authority (CPA) staff, is available to certify WIC participants, provide nutrition education, and Enhanced Breastfeeding Peer Counseling in a customer friendly, efficient manner.
This grant is for October 1, 2009 through September 30, 2010 with four annual renewals. The budgets for these contracts must be renewed annually subject to satisfactory performance of the contractor.

HAZMAT TEAMS LOCATED IN NEW YORK STATE
2008 HazMat Grant Program
Fiscal Year 2008 HazMat Grant Request for Proposals (RFP) is to solicit applications for federal State Homeland Security Program (SHSP) funding made available by the NYS Office of Homeland Security (OHS) for the State’s Hazardous Materials (HazMat) response teams. The three primary objectives of this grant are to promote the development of regional partnerships among the State HazMat community; to build sustainable WMD/HazMat Response and Decontamination Capabilities; and to enhance the standing of the State’s HazMat teams within FEMA’s “typing system”.
HazMat teams located in New York State are eligible to apply for the 2008 HazMat Grant Program. This is project is focused on regional programs and OHS will not accept applications from individual teams; rather, two or more teams must apply together for a regional project. OHS will not identify pre-set “regions” for this grant program; instead, applicants will have the ability to determine their regional construct for the purposes of this grant program.
Applicants (consisting of two or more HazMat Teams) must identify one primary team to be the “submitting partner” for this grant. The other partners involved in a given application will be deemed “non-submitting partners”. The “submitting partner” will be the fiduciary agent for the regional application (if the region is a successful applicant under the 2008 HazMat Grant Program), responsible for completing all required grant reporting forms in coordination with and on behalf of their region. The “submitting partner” must be a publicly-funded HazMat team; however, the regional partnership can include “non-submitting partners” that are funded by private entities. “Non-submitting partners” will be responsible for coordinating with the “submitting partner” on the development of an application for the 2008 HazMat Grant Program and the implementation and evaluation of projects (if the regional partnership receives funding under this grant).

Mixed-Use Supportive Housing for Adults with Serious Mental Illness in Western, Central and Hudson River Regions
Mandatory Letters of Intent to apply will be accepted through December 1, 2008 for Mixed-Use Supportive Housing for Adults with Serious Mental Illness in Western, Central and Hudson River Regions.
The New York State Office of Mental Health announces the availability of funds for the development and operation of 200 units of Mixed-Use Supportive Housing for Adults with serious mental illness in the Western, Central and Hudson River Regions. For this RFP, Supportive Housing is defined as housing with flexible on and off site supportive services. Participation in services is not required. This housing is mostly studio and/or 2 bedroom apartments clustered in a single site. Mixed-Use Supportive Housing is affordable housing where a portion of the units are dedicated to persons with serious mental illness and/or co-occurring mental illness and substance abuse, and who are currently residents of either OMH Psychiatric Centers, OMH-operated residential programs, Article 28 inpatient hospital units, residential treatment facilities, adult homes, or in Assisted Outpatient Treatment status or homeless persons residing in municipal shelters or on the streets.
A Copy of OMH Supportive Housing Guidelines is posted on OMH's website http://www.omh.state.ny.us as part of this RFP and should be reviewed prior to responding to the RFP.
The NYS OMH will accept complete proposals until 3:00 p.m., January 22, 2009.

Local Government Efficiency Grant (LGE) Awards
The New York State Department of State is announcing the availability of a $23.03 million incentive awards program to provide grants to entities that achieve cost savings and local service delivery efficiencies through municipal consolidation or intermunicipal cooperative efforts. Grants will be awarded in the following grant categories.
High Priority Planning Grants
These non-competitive grants will be available to eligible municipalities to cover costs associated with plans and studies developed for a city or county charter revision that includes functional consolidation or increased shared services; the dissolution of a village; studies developed for mergers, consolidations, and dissolutions; the sharing of services or transferring of functions to be performed on a countywide basis; and conducting services on a multi-county or regional basis. State assistance will be provided to successful applicants in an amount not to exceed $50,000, for costs associated with eligible project activities.
Applications deadlines for the non-competitive grants are Wednesdays at 4:00pm on October 8, 2008, November 12, 2008, December 10, 2008, January 14, 2009, February 11, 2009 and March 11, 2009.
General Efficiency Planning, Efficiency Implementation and 21st Century Demonstration Project Grants
These competitive grants will be available to municipalities for projects in the following categories.
General Efficiency Planning Grants will be available to eligible municipalities to cover associated with identifying and studying opportunities to improve local government efficiency and cost savings. State assistance of $25,000 will be provided for the first two successful applicants, with an additional one thousand dollars available for each additional participating municipality, up to $35,000.
Efficiency Implementation Grants will be available to eligible municipalities to cover costs associated with the implementation of projects that improve local government efficiency and achieve cost savings. State assistance of $200,000 will be available per municipality for an Efficiency Implementation Grant, up to a total $1 million per project.
21st Century Demonstration Project Grants will be available to eligible municipalities for costs associated with projects that promote large-scale, transformative change in municipalities and that can be used as living laboratories for municipal innovation. Projects may include the consolidation of supporting services for school districts within an area served by a BOCES, consolidation of multiple police forces or multiple fire districts, fire departments or fire companies, creation of a regional smart growth compact or program, consolidation of services on a multi-county basis, creation of a regional entity empowered to provide multiple functions on a countywide or regional basis, or the creation of a regional or city-county consolidated municipal government. State assistance for 21st Century Demonstration Project grants will not to exceed $400,000 per municipality and award amounts vary by project type. In no case shall the total award exceed $1 million for costs associated with eligible project activities.
Applications for the competitive grants will be accepted through Wednesday at 4:00pm on January 14, 2009.
State reimbursements will be made for up to 90% of the actual cost of a Local Government Efficiency Grant proposal or the maximum amount permitted per municipality, whichever is less.
