ANNUAL NOTICE OF PUBLIC MEETING CONCERNING INTERNET SAFETY IN OCFS JUVENILE JUSTICE FACILITIES:
OCFS will be holding a meeting to consider comments about its computer use procedures, Internet safety guidelines and technology protection measures for youth in its custody in juvenile justice facilities. The meeting will be on October 14, 2008, 3:00 p.m. at Room 265 West Bldg, 52 Washington Street, Rensselaer, NY. Comments may be made at the meeting, or may be submitted in advance to be discussed at the meeting. Department of Labor
Pursuant to Governor's Veto Message No. 64 of 2007, the New York State Department of Labor has issued "A Report on the Impact of the September Eleventh Bidders Registry and the Apparel Workers Fair Labor Conditions and Procurement Act on State Procurement." The vetoed bill, S. 4472/A. 6507, would have made permanent those portions of the New York State Apparel Workers Fair Labor Conditions and Procurement Act which created the Special September Eleventh Bidders Registry and imposed additional administrative responsibilities on the New York State Department of Labor with respect to the Registry. DOL was instructed to undertake a review of the impact of the Registry on the apparel industry in New York State, and to report back to the Governor and to the State Legislature as to whether the bidding preferences and other provisions in the 2002 law should be continued beyond the scheduled September 1, 2008 sunset date.

Power Authority of the State of New York Notice of Public Forum on Proposed Modifications to Rates for Westchester County Governmental Customers
Pursuant to the Authority's Policy and Procedures concerning Public Forums on Rate Proposals, the Authority will conduct a Public Forum to obtain the views of interested persons on proposed modifications to the electricity rates for the Authority's Westchester County Governmental Customers. The New York State Department of State (DOS) is required by Federal regulations to provide timely public notice for the activities described below, which are subject to the consistency provisions of the Federal Coastal Zone Management Act of 1972, as amended.
The applicant has certified that the proposed activity complies with and will be conducted in a manner consistent with the approved New York State Coastal Management Program. The applicant's consistency certification and accompanying public information and data are available for inspection at the New York State Department of State offices located at One Commerce Plaza, 99 Washington Avenue in Albany, New York.
In F-2008-0647, the Franklin and Eleanor Roosevelt Institute, Hyde Park, Dutchess County, New York, is proposing to build the Franklin D. Roosevelt Four Freedoms Park Project, located at the southern point of Roosevelt Island, New York County, New York.
The Franklin D. Roosevelt Four Freedoms Park Project features the construction of the Louis Kahn-designed park on an approximately 4.5 acre site at the southern end of Roosevelt Island. The project will include a triangular, landscaped, open garden/park area for passive enjoyment, a promenade along the perimeter of the site, forecourt, sculpture court and a 72′ x 72′ x 12′ high plaza ("the room") overlooking the East River at the southernmost part of the project site. The project includes restructuring and stabilization of the existing rip-rap shoreline which will restore approximately one-half acre of U.S. tidal wetlands and water, enhance public access to the waterfront, and improve the view of the surrounding area including Manhattan, Queens, Brooklyn and the East River.
Any interested parties and/or agencies desiring to express their views concerning the above proposed activities may do so by filing their comments, in writing, no later than 4:30 p.m., 30 days from the date of publication of this notice, or, November 7, 2008.
