Notice of Abandoned Property Received by the State Comptroller
Pursuant to provisions of the Abandoned Property Law and related laws, the Office of the State Comptroller receives unclaimed monies and other property deemed abandoned. A list of the names and last known addresses of the entitled owners of this abandoned property is maintained by the office in accordance with Section 1401 of the Abandoned Property Law. NOTICE OF PUBLIC HEARING
REVISED Insurance Department
The public hearing scheduled for September 10, 2008 in New York City, pursuant to the Notice of Proposed Rulemaking previously published in the NYS Register on July 23, 2008 (I.D. No. INS-30-08-00004-P), has been postponed to October 17, 2008.
The hearing is being held pursuant to Section 314 of the Insurance Law, which authorizes the Superintendent of Insurance, after consultation with the administrative head of a public retirement system and after a public hearing, to promulgate and amend standards with respect to the actuarial assumptions, accounting practices, administrative efficiency, discharge of fiduciary responsibilities, investment policies, and financial soundness of a public retirement system.
The hearing will take place on October 17, 2008 from 9:00AM to 12:00PM at the following address:

Department of State Routine Program Change Notice
STATEWIDE -- Pursuant to 15 CFR 923.84(b)(4), the New York State Department of State (DOS) hereby gives notice that the Federal Office of Ocean and Coastal Resource Management (OCRM) concurred on August 26, 2008 on the incorporation of the Town of East Hampton Local Waterfront Revitalization Program (LWRP) into the State's Coastal Management Program (CMP) as a Routine Program Change. DOS requested OCRM's concurrence on this action in a letter dated June 23, 2008, and in a previous notice in the New York State Register on June 18, 2008 which further described the content of the action.
The Town of East Hampton LWRP includes the following new or revised enforceable policies as found in the Town of East Hampton LWRP: Policies1 and 1A; Policies 2 and 2A; Policy 4; Policy 5; Policy 6; Policies 7, 7A and 7B; Policy 8; Policies 9 and 9A; Policies 10 and 10A; Policy 11; Policy 12; Policies 13 and 13A; Policies 14 and 14A; Policy 15; Policy 16; Policies 17 and 17A; Policy 19; Policy 20; Policies 21 and 21A; Policies 22 and 22A; Policy 26A; Policy 30; Policy 32; Policies 33 and 33A; Policies 34 and 34A; Policy 35; Policy 36; Policy 37; Policies 38 and 38A; Policy 39; and Policy 44. [For Policy 38A, only the eight guidelines identified in the LWRP are applicable. The referenced goals and objectives of the Water Resources Management Report (TOEH, 1987) are not intended to be incorporated by reference as enforceable policies of the LWRP.] Other changes to the State's enforceable policies based on the Town of East Hampton LWRP are essentially the same as those found in State law under 19 NYCRR, Part 600.5., unless the State Policy was found to be not applicable to the Town of East Hampton (Policies 3, 24, 26, and 40). In addition, OCRM has concurred on the minor modification to the existing State Coastal Area Boundary as identified in the Town of East Hampton LWRP to include key wetland parcels around Three Mile Harbor and Accabonac Harbor, as follows:
1. In the vicinity of Tanbark Creek and Three Mile Harbor:
.....The boundary then follows Hands Road in a southeasterly direction to Springy Banks Road and along Springy Banks Road to its junction with Three Mile Harbor Road. The boundary follows Three Mile Harbor Road northerly to its intersection with Abrahams Path, and runs in an easterly direction along Abrahams Path for a distance of 500 feet from Three Mile Harbor Road....
2. In the vicinity of Pussy's Pond, Accabonac Harbor:
.....The boundary then runs southeasterly and turns southwesterly along Springs - Fireplace Road to its intersection with Sand Lot Road, then follows Sand Lot Road to its intersection with School Street, and follows School Street northeasterly to its junction with Old Stone Highway. It follows the Old Stone Highway in an easterly direction and then south along the Old Stone Highway to its intersection with Winding Way and then east along Winding Way to its intersection with Northway....
Pursuant to the State Coastal Management Program and Article 42 of the New York State Executive Law, the Town of East Hampton LWRP was adopted by the Town Board by resolution on December 3, 1999 and approved by the New York State Secretary of State on December 10, 2007.
Federal consistency with the Town of East Hampton LWRP applies as of the date of this notice.

The New York State Department of State (DOS) is required by Federal law to provide timely public notice for the activity described below, which is subject to the consistency provisions of the Federal Coastal Zone Management Act of 1972, as amended.
The United States The United States Department of Homeland Secutriy, United Stats Coast Guard, has determined that the proposed activity complies with and will be conducted in a manner consistent to the maximum extent practicable with the approved New York State Coastal Management Program. The consistency determination and accompanying public information and data is available for inspection at the New York State Department of State offices located at One Commerce Plaza, 99 Washington Avenue in Albany, New York.
In F-2008-0646 DA, the U.S. Coast Guard, Department of Homeland Security, is proposing to establish two new federal anchorage grounds in the Hudson River between Jersey City, New Jersey and Manhattan, New York County, New York. This action would designate portions of New York State's coastal waters for use by tugs and barges awaiting dock space to load or offload, cargo, or favorable conditions to continue their transit. The proposed action would provide additional anchorage space for tugs and barges in order to improve the overall safe and efficient flow of commercial vessels and commerce in the Port of New York and New Jersey and relieve overcrowding in the existing New York Harbor anchorage grounds.
The location of the new anchorage ground has been divided into a northern and a southern area, in order to avoid potential conflict with the commuter ferry terminals by providing open lanes for the ferries operating between Jersey City, New Jersey and Manhattan, New York. The proposed southern anchorage ground would be bound by the following points: 40°42'55.4"N, 074°01'46.0"W; thence to 40°43'55.4"N, 074°01'30.1"W; thence to 40°43'53.7"N, 074°01'10.9"W; thence to 40°42'51.7"N, 074°01'27.1"W; thence to the point of origin (NAD 83). The proposed northern anchorage ground would be bound by the following points: 40°45'37.2"N, 074°01'02.8"W; thence to 40°45'37.2"N, 074°00'56.1"W; thence to 40°45'04.4"N, 074°00'54.8"W; thence to 40°44'07.6"N, 074°01'7.3"W; thence to 40°44'11.1"N, 074°01'24.9"W; thence to 40°45'12.0"N, 074°01'11.5"W; thence to the point of origin (NAD 83).
Additionally, the proposed rule would renumber Anchorage 14 in the East River to Anchorage No. 12 and redesignate the corresponding CFR paragraph number in order to reduce confusion caused by listing anchorage grounds in non-numerical order.
Any interested parties and/or agencies desiring to express their views concerning the above proposed activity may do so by filing their comments, in writing, no later than 4:30 p.m., 30 days from the date of publication of this notice, or October 31, 2008.
