2009-2010 AmeriCorps*State Education Award Program
Items covered under grant: The AmeriCorps*State Operating Grants support fully developed plans to establish a new national service program or to support, expand or replicate existing national service programs that develop an ethic of civic responsibility in those who participate; and through service address critical needs in their communities through the five program issue areas of homeland security, environment, education, public safety, or other critical areas in local communities. Funds provide support for member living allowances. The AmeriCorps Education Awards Only Grant provides an allotment of educational awards to organizations that can support most programmatic and participant costs through other sources and also meet the AmeriCorps program requirements.

Subject to the availability of federal appropriations for fiscal year 2009, the Corporation for National and Community Service (the Corporation) has announced the anticipated availability of approximately $68,981,000 to award to new and re-competing AmeriCorps State and National grants on a national level. The Corporation projects that the 2009 estimated funding available nationally for State Commission Competitive programs will be $40,328,000. The Corporation anticipates that at least 15% of the total estimated funding will support applicants that have not yet received an AmeriCorps State or National operational grant in the last five years. Applicants that have received only a formula operational grant within the last five years will be considered new for purposes of this 15% target.
All states, including New York will not be notified of Fiscal year 2009 Formula allocations until early 2009. Due to predicted Federal budget reductions, it is expected to be at or below FY2008 levels. In Fiscal year 2008, the New York State Formula allocation was approximately $6.1 million to fund New, Recompeting and Continuing applications through this RFP.
All proposals for the AmeriCorps*State Operating Grants must request no fewer than 10 Member Service Years (MSY). One MSY is equivalent to 1700 service hours.
Based on past experience, the New York State Commission on National and Community Service recommends that programs with at least 20 MSY members should have a full-time equivalent program director.
Applicants for funding are required to apply measurable performance goals to determine the impact of AmeriCorps on communities and participants.
In the FY 2009 competition special consideration will be given to projects that address one or a combination of five strategic initiatives, listed below, that meet critical needs of our nation, achieve national service goals, and address community problems as outlined in the Corporation for National and Community Service AmeriCorps State and National Grants FY 2009 Notice of Federal Funding Opportunity (NOFO) and the 2009 AmeriCorps State APPLICATION INSTRUCTIONS TEMPLATE for State Commission Grantees (both documents are provided as part of the application):
1. Mobilizing more volunteers.
2. Ensuring a brighter future for all of America's youth.
3. Engaging students in communities.
4. Harnessing Baby Boomers' experience.
5. Helping communities recover from and prepare for disasters.
In 2009, the Corporation will also give special consideration to programs designed to engage veterans as service recipients or providers.

Applications will be accepted, postmarked no later than February 2, 2009, for grants from the Local Government Records Management Improvement Fund (LGRMIF) to improve records management and archival administration in New York State's local governments.
Two types of competitive grants are available: Individual projects involving a single government may request up to $75,000 and Cooperative projects involving two or more local governments acting on one activity may request up to $125,000. Grants are available for Inventory and Planning, Active Records, Inactive Records, Historical Records, Microfilming and Educational Uses of Local Government Records projects.
The State Archives encourages local government officials to attend one of the many LGRMIF grant application information sessions held in all regions of the state beginning in late summer and continuing through the fall. In addition, the Archives provides technical advice to local governments through its Regional Advisory Officers (RAOs). Brownfield Opportunity Areas Program
The New York State Departments of State and Environmental Conservation are now accepting applications on a continuous basis for the Brownfield Opportunity Areas Program. The Brownfield Opportunity Areas Program provides municipalities and community based organizations with assistance, up to 90 percent of the eligible costs, to complete revitalization plans and implementation strategies for areas or communities affected by the presence of multiple brownfield sites and site assessments for strategic sites.
ELIGIBLE ACTIVITIES - Communities may apply to enter the program at the most appropriate of the three program steps described below leading to New York State's designation of the Brownfield Opportunity Area:
Step 1: Pre-Nomination Study - The Pre-Nomination Study provides a preliminary description and analysis of the proposed Brownfield Opportunity Area. The Pre-Nomination Study will be reviewed by the New York State Departments of State and Environmental Conservation to determine if a community should proceed with a Nomination to designate a Brownfield Opportunity Area.
Step 2: Nomination - The Nomination step provides an in-depth and thorough description and analysis, including an economic and market trends analysis, of existing conditions, opportunities, and reuse potential for properties located in the proposed Brownfield Opportunity Area with an emphasis on the identification and reuse potential of strategic brownfield sites that are catalysts for revitalization.
Step 3: Implementation Strategy - The Implementation Strategy provides a description of the techniques and actions to implement the revitalization plan. Site assessments on strategic brownfield sites may be eligible for funding if environmental data is required.
ELIGIBLE APPLICANTS - Applicants that are eligible to apply for a grant include: New York State Municipalities - New York State municipalities are defined as: cities; villages; towns; counties; local public authorities; local public benefit corporations; school districts; improvement districts; and Indian nations or tribes.
Community Based Organizations - Community based organizations are defined as: not-for-profit corporations that are incorporated under Section 501(c)(3) of the Internal Revenue Code whose stated mission is to promote community revitalization within the geographic area in which the community based organization is located; has 25 percent or more of its Board of Directors residing in the community in such area; and represents a community with a demonstrated financial need as indicated by high unemployment, low resident incomes, depressed property values, and/or high commercial vacancy rates.
Community Boards - Community Boards are defined as New York City Community Boards as set forth in Section 2800 of the New York City Charter.
Municipalities, Community Based Organizations and/or New York City Community Boards Acting in Cooperation - Two or more eligible applicants may, and are encouraged to, submit a joint application.

Portions of work may be subcontracted based on unit price bids/quotes for professional services to subconsultants, subject to the guidance from and approval of the Department.
The BOA recipient and its contractors must make Good Faith Efforts to subcontract a portion of the Contract amount to Minority and Women Owned Business Enterprises (M/WBE). The percentage goals for MBE and WBE participation are 8.8% for Commodities, services/technologies, and 6% for Construction in the Upstate NYSDEC Regions 3-9. For New York City and Long Island NYSDEC Regions 1 & 2, MBE utilization goal percentages are 18.8% for Commodities, services/technologies and 21.5% for Construction. WBE goal percentages are 20.5% for Commodities, services/technologies, and 13.7% for Construction for New York City and Long Island. The recipient and its contractors must make Good Faith Efforts to employ 10% minority group members and 10% women for a portion of the workforce hours required to perform the work under this Contract. Appendix B of the State Assistance Contract further defines the M/WBE and EEO provisions required by Executive Law, Article 15.
If the recipient determines that the above goals cannot be met, a written justification must be submitted to the Division of Management and Budget Services, Minority and Women's Business Programs Unit. Terrestrial Invasive Species Eradication Grant Program
Applications will be accepted through Friday, October 31, 2008 for Terrestrial Invasive Species Eradication Grants from State Agencies, municipalities and not-for-profit corporations. Acceptable projects are proposals to kill and/or permanently remove plants or animals that meet the definition of terrestrial invasive species from sites in New York State. Projects that kill or remove only a portion of the total population of a target species are eligible for consideration even though removal of only a portion of the target species population is something less than eradication. Projects that do not result in the death or removal of a target species as the main objective would not be eligible for funding assistance. Likewise, projects that are perceived as routine maintenance (e.g., knockdown or mowing of plants without attempting to eliminate them) are not likely to receive funding assistance. Successful grant applicants must match State assistance grant funding on a 1:1basis (one state dollar for every applicant dollar); i.e., New York State may reimburse up to 50% of the approved project's total cost. No individual grant will be awarded for less than the minimum amount of $2,500 or exceed the maximum amount of $100,000. A total appropriation of up to $1,000,000 has been made available to DEC in State Fiscal Year (SFY) 2008 for eradication grants through the State Environmental Protection Fund (EPF). The $1,000,000 will be shared by the aquatic invasive species eradication grant program and the terrestrial invasive species grant program. Enhanced Supported Employment Pilot Projects (RFP)
Request for Proposals (RFP) for OMRDD ENHANCED SUPPORTED EMPLOYMENT PILOT PROJECT (September 2008). This pilot program is designed to promote innovative employment strategies to assist people with developmental disabilities, who may require additional supports, to acquire and retain employment in the community.
The resource allocation for services in the Taconic DDSO is $364,000 to serve a minimum of 23 individuals.
Eligible Applicants: Must be incorporated in New York State as a not-for-profit corporation and authorized to provide Home and Community Based Waiver Services to people with mental retardation/developmental disabilities.
