Advocacy in Action RFA
The New York State Tobacco Control Program (NY TCP) requests applications to implement the Advocacy in Action College Program. Advocacy in Action College Programs will engage young adult leaders to work on and off the college campus to limit where and how tobacco products are promoted, advertised and sold, and to advance local and statewide policy action to prevent and reduce tobacco use. College advocacy programs take a policy advocacy approach to creating communities that support and reinforce the tobacco free norm and dismantling the community policies and practices that promote and support tobacco use. Advocacy in Action programs focus efforts specifically on those aspects of the community and college environment that most influence tobacco use among young adults.
Contractors must have the ability to recruit students who have an interest and desire to do tobacco control policy work to change social norms and policies in their communities.
Total funding available for this initiative is expected to be approximately $1.25 million annually. It is expected that 10 contracts will be awarded statewide at approximately $125,000 each.

Applications will be accepted through September 10, 2008. This Request for Applications (RFA) is open to all not-for-profit organizations that have the ability to work with colleges as described in the RFA, including New York State accredited colleges, community colleges and universities. Successful applicants will demonstrate experience and competency in: 1) advocacy; 2) working with college students; and 3) community tobacco control.

LOCAL GOVERNMENT AGENCIES AND NONPROFIT ORGANIZATIONS
Cessation Centers RFA
The New York State Tobacco Control Program (NY TCP) is seeking applications for Cessation Centers to provide training and technical assistance to health care organizations and providers. Cessation Centers assist health care organizations and providers in establishing policies, procedures and practices that facilitate the delivery of tobacco dependence treatment through a variety of services and approaches including technical assistance, clinician and office training, systems/policy and procedures enhancements, targeted media, quarterly outcome data and New York State Smokers' Quitline.
It is anticipated that total funding available for this initiative is approximately $6.7 million annually for five years. It is expected that up to 19 contracts will be awarded.

This Request for Applications (RFA) is open to local government agencies and nonprofit organizations such as: educational institutions, hospitals, insurers, professional organizations and other nonprofit agencies in the state of New York with experience and expertise in the administration of health care delivery systems.

NONPROFIT ENTITIES AND LOCAL OR COUNTY GOVERNMENTS
Youth Action Program RFA
The New York State Tobacco Control Program (NY TCP) requests applications for Youth Action Programs. The focus of these programs is to engage youth age 13–18 in action-oriented activities and teach them the leadership skills needed to work on policy-related tobacco control issues aimed at improving the health status of communities by changing community policies and norms about tobacco. Contractors must be able to recruit youth who have an interest and desire to do tobacco control policy work to change social norms in their communities.
It is anticipated that total funding available for this initiative is approximately $2.4 million annually for five years. It is expected that up to16 contracts, each with base funding not to exceed $175,000 each, will be awarded. In addition, applicants may apply for up to two optional program components totaling up to $35,000 in additional funding.

This Request for Applications is open to all nonprofit entities, including professional and advocacy organizations and local or county governments in the State of New York. Successful applicants will demonstrate experience and competency in 1) advocacy and community education; 2) working with youth, including building civic engagement and leadership skills; and 3) community tobacco control.

Funding for not-for-profit community-based organizations and charitable organizations under the Rural Area Revitalization Projects (RARP) Program and the Urban Initiatives (UI) Program

Individuals who hand deliver applications must have picture identification and a transmittal letter, on organization letterhead, stating their name and authorizing that person to deliver the application. Applications delivered by commercial carrier must have a complete and legible return address. Failure to comply with these requirements may result in an application not being accepted.
AVAILABLE FUNDS: Applications for funding will be accepted on a continuous basis contingent on funding availability.
The Urban Initiatives Program expects to have approximately $3,500,000 available. Urban Initiative funds are awarded for a specific work or series of works for the revitalization and improvement of housing and local commercial and service facilities in a geographically defined neighborhood.
The Rural Area Revitalization Projects Program expects to have approximately $6,000,000 available. Rural Area Revitalization Project funds are awarded for a specific work or series of work for the revitalization and improvement of housing and local commercial and service facilities, and for related community renewal activities in a geographically defined neighborhood.
The Housing Trust Fund Corporation reserves the right to award all, a portion of, or none of the program funds based upon funding availability, the feasibility of the applications received and the applicant's ability to meet Housing Trust Fund Corporation criteria for funding.
Applications are selected for funding based upon an evaluation process which includes completeness, eligibility, rating and feasibility reviews. Awards will be made to projects in compliance with all pertinent statutory requirements.
UI awards will not exceed $100,000 and will only be made to projects located in cities with populations of 53,000 or more as determined by the 2000 U.S. Census, subject to the availability of appropriations.
RARP awards will not exceed $200,000 and will only be made to projects located in cities, towns and villages with populations of 25,000 or less as determined by the 2000 U.S. Census, subject to availability of appropriations. For all RARP projects in which over $100,000 is requested for construction costs, HTFC requires contractors and awardees, in accordance with Section 312 of Article 15 A of the Executive Law, to make affirmative efforts to ensure that New York State certified Minority and Women Owned Business Enterprises have opportunities for meaningful participation on projects awarded funds.

ORGANIZATIONS ELIGIBLE TO APPLY FOR FUNDING UNDER THIS INITIATIVE ARE LIMITED TO NOT-FOR-PROFIT COMMUNITY BASED ORGANIZATIONS
Wage Subsidy/Transitional Employment Program
The Office of Temporary and Disability Assistance (OTDA) seeks the services of eligible organizations to connect Family Assistance recipients and other low-income individuals to employment using wage subsidy models. Since 2001 not-for-profit community based organizations have operated Wage Subsidy Programs (WSP) to work with public assistance recipients and other low-income individuals who have barriers to employment and have been unable to find a job through conventional means. WSP providers recruit and enroll participants, develop jobs with employers, and provide ongoing services to ensure successful entry into unsubsidized employment. OTDA intends to continue the traditional Wage Subsidy Program Model, and to pilot a Transitional Employment model, which subsidizes temporary jobs to allow participants the opportunity to learn the customs and routines of work, acquire work skills, and establish an employment record that can improve their competitiveness in the labor market.
A total of $4 million is available to support selected WSP and TE projects beginning October 1, 2008. Of the $4 million, at least $2.5 million is available to support projects operating in New York City and $1.5 million available to support projects operating outside of New York City. Awards of up to $500,000 will be made.
Proposals are due by August 18, 2008 at 4:00 pm.
