Subject to State appropriation authority, approximately $4 million in funding is available for awards to New York State's county and city operated forensic laboratories as defined in New York State Executive Law § 995(1) and (2). Subject to State appropriation authority, approximately $16.6 million is available for awards.

IMPACT partnerships within the following 17 New York State counties are eligible to apply: Albany, Broome, Chautauqua, Dutchess, Erie, Monroe, Nassau, Niagara, Oneida, Onondaga, Orange, Rensselaer, Rockland, Schenectady, Suffolk, Ulster and Westchester.

PUBLIC SCHOOL DISTRICTS WITH APPROVED COMPREHENSIVE PLANS UNDER COMMISSIONER'S REGULATIONS PART 154 FOR MIDDLE AND/OR HIGH SCHOOLS

Competitive grant funds totaling $450,000 are available to public school districts with approved Comprehensive Plans under Commissioner's Regulations Part 154 to support Bilingual/English as a Second Language (ESL) Supplementary Intervention Programs in middle schools and/or high schools.

The programs must take place outside of the regular school hours in middle and or high schools and prepare Limited English Proficient/English Language Learners to pass the examinations required for promotion and graduation. The program should also have a parent involvement and staff development component.

PUBLIC SCHOOL DISTRICTS AND BOARDS OF COOPERATIVE EDUCATIONAL SERVICES (BOCES)

Grant funds totaling $1 million are available to help schools districts and BOCES meet the statutory requirement to provide instruction in the prevention of abduction for all students in kindergarten through eighth grades. Grants can not exceed $10,000 per applicant. Grantees may use funds to develop or adopt a curriculum and/or implement an instructional program to help prevent child abduction.

STATE AND LOCAL GOVERNMENTS; PRIVATE NON-PROFIT ORGANIZATIONS OR INSTITUTIONS THAT OWN OR OPERATE A PRIVATE NON-PROFIT FACILITY; OR INDIAN TRIBES

The State Emergency Management Office (SEMO) Mitigation Branch is requesting Letters of Intent (LOI) from eligible applicants throughout New York State, to be followed by a detailed project application for FEMA-1710 DR-NY Hazard Mitigation Grant Program (HMGP). Please note that this funding opportunity is available statewide to eligible applicants who have a FEMA-approved All Hazards Mitigation Plan, however, priority will be given to eligible applicants within the declared counties.

The funds will be used to support eligible Mitigation measures that include construction activities that will result in protection from future hazards; retrofitting of facilities; property acquisition or relocation; an all hazards mitigation plan; and other types of projects that will result in protection to public or private property. The LOI will be accepted through May 9, 2008 and must be submitted by State and local governments; private non-profit organizations or institutions that own or operate a private non-profit facility; or Indian tribes. The Department of State is soliciting applications from local governments for matching grants available under Title 11 of the Environmental Protection Fund (EPF) for local waterfront revitalization projects. Grant applications will be accepted until 4:00 pm on June 30, 2008 for the following purposes:

• Completing or implementing a Local or Regional Waterfront Revitalization Program

Applications will be accepted from not-for-profit corporations and their subsidiaries, charitable organizations, municipalities and public corporations. The Homeless Housing and Assistance Corporation (HHAC) and the New York State Office of Temporary and Disability Assistance recently announced the issuance of the SFY 2008-09 Request for Proposals (RFP) for the Homeless Housing and Assistance Program (HHAP). Under HHAP, the HHAC is authorized to provide grants and loans for acquisition, construction and rehabilitation in order to expand the supply of housing for low income persons who are, or would otherwise be, homeless. A homeless person is defined as an undomiciled person (whether alone or as a member of a family) who is unable to secure permanent and stable housing without special assistance, as determined by the Commissioner of OTDA. The HHAP appropriation for State Fiscal Year 2008-2009 is $36.5 million, of which $5 million may be reserved for the development of projects serving homeless persons with HIV/AIDS.

Applications will be accepted through July 14, 2008 for funding under the Homeless Housing and Assistance Program. Funding is available to bidders statewide. Awards will be based upon a combination of demonstrated need, organizational capacity and experience, cost effectiveness and other criteria outlined in the RFP.
