Planning Grants for Emerging Opportunities and Consortia Development for Stem Cell Research
The New York State Department of Health invites eligible applicants to submit proposals for planning activities related to the formation of robust collaborations between research institutions with complimentary expertise and infrastructure, and to encourage the development of collaborations among individual investigators within participating institutions. These collaborations should result in the creation of a comprehensive, stable infrastructure upon which to build a strong stem cell research community in New York State.
NYSTEM, a program of the New York State Department of Health, whose purpose is to administer stem cell research funding based on recommendations and advice from the Empire State Stem Cell Board, will be making individual awards of up to $100,000 in direct costs, plus Financial and Administrative (“indirect”) costs of up to 20 percent of the total direct costs for a 12 month period. The total amount of funding to be distributed through contracts as a result of this solicitation is dependant on the quality of the applications received and the availability of funds.
ELIGIBLE RECIPIENTS: The applicant institution must be a not-for-profit organization, including an academic institution, research organization, public or private organization, medical center or other entity with the capability to conduct grant funded research.
APPLICATIONS WILL BE ACCEPTED THROUGH: June 30, 2008. The projected contract start date is November 3, 2008.

Investigators are invited to submit applications for one of two funding mechanism offered through this Request for Applications (RFA): Traditional Research Projects; and Innovative, Developmental or Exploratory Activities (IDEA) awards.

The New York State Department of Health invites eligible applicants to submit proposals for basic, mechanistic, technological, translational and clinical studies aimed at developing improved methods for deriving pluripotent stem cell lines; defining the reprogramming mechanisms; and comparing the utility of iPS cells with embryonic and other pluripotent stem cells for use in disease models and potential therapeutic applications. Shared Facilities/Resources and Equipment/Instrumentation for Stem Cell Research
The New York State Department of Health invites eligible applicants to submit proposals for the establishment and operation of multi-institutional core facilities and specialized equipment to maximize the expertise, efficiency, and quality of stem cell research in New York State. This Request for Applications (RFA) offers two funding mechanisms for: (1) purchasing research instrumentation; and (2) establishing and operating specialized resources and facilities. Facilities and equipment supported by funds awarded through this RFA must be operated on a shared-use basis and be physically located in New York State. Awards for the development and operation of facilities through this RFA must support facilities designed to operate as:
Specialized laboratories for isolation, derivation, characterization, maintenance, and distribution of human embryonic (pluripotent) stem cells and their derivatives, or
High throughput facilities to screen for lead compounds, toxicity, and development of therapeutics.
NYSTEM, a program of the New York State Department of Health, whose purpose is to administer stem cell research funding based on recommendations and advice from the Empire State Stem Cell Board, will be making individual awards based on the funding mechanism as follows:
Shared Equipment/Instrumentation
Minimum cost for equipment is $50,000 per instrument.
Duration of one year.
Minimum cost for equipment is $50,000 per instrument.
Direct costs are capped at $750,000. Facilities and Administrative costs (indirect costs) will not be funded under this award mechanism.
Development/Operation of Shared Facilities/Resources
Duration of four years.
Total direct costs of the four year award for Development and/or Operation of Shared Facilities/Resources is capped at $5 million.
Facilities and Administrative costs (indirect costs) are capped at a maximum of 20% of modified total direct costs.
The total amount of funding to be distributed through contracts as a result of this solicitation is dependant on the quality of the applications received and the availability of funds.

Children's Community Residence (CCR) Housing to be Developed within the Central New York Region
Eligible applicants are not-for-profit agencies with 501(c)(3) incorporation that are currently licensed to operate a children's mental health program and/or a children's residential program. Current licensed providers who apply must have operating certificates in good standing with OMH, the Office of Children and Families (OCFS), or the Office of Mental Retardation and Developmental Disabilities (OMR/DD). Applicants possessing more than one license or certification from any of the above agencies must be in good standing with all of the licensing or certifying bodies with which they have programs.
The New York State Office of Mental Health (OMH) Central New York Field Office (FO) announces the availability of funds for the development of Children's Community Residence (CCR) housing to be developed within the Central New York region. Funding is available to develop eight (8) beds for children and adolescents with serious emotional disturbance from the OMH priority population: those ready for discharge from RTFs, state-operated or community psychiatric inpatient services, but unable to be discharged back home or to another home situation. The proposed programs must be willing to accept all referrals from the priority population through the Single Point of Access (SPOA) where it is operating. Each CCR will house eight (8) children or adolescents.

Eligible applicants are not-for-profit agencies with 501 (c)(3) incorporation that are currently licensed to operate a children's mental health program and/or a children's residential program. Current licensed providers who apply must have operating certificates in good standing with OMH, the Office of Children and Families (OCFS), or the Office of Mental Retardation and Developmental Disabilities (OMR/DD). Applicants possessing more than one license or certification from any of the above agencies must be in good standing with all of the licensing or certifying bodies with which they have programs.
The New York State Office of Mental Health (OMH) Long Island Field Office (FO) announces the availability of funds for the development of Children's Community Residence (CCR) or Teaching Family Home (TFH) housing to be developed within the Long Island region. Funding is available to develop twenty (20) beds for children and adolescents with serious emotional disturbance from the OMH priority population: those ready for discharge from RTFs, state-operated or community psychiatric inpatient services, but unable to be discharged back home or to another home situation. The proposed programs must be willing to accept all referrals from the priority population through the Single Point of Access (SPOA) where it is operating. Each CCR will house eight (8) children or adolescents. TFH programs will house four (4) children in each home with a minimum of three homes.

Each CCR will house eight (8) children or adolescents.

Passenger Transportation Services for Elderly Individuals and Individuals with Disabilities
Grant Applications will be accepted through June 1, 2008, for vehicles to provide passenger transportation services for elderly individuals and individuals with disabilities under Section 5310 of Chapter 53, Title 49, United States Code. Only private non-profit corporations, or public bodies (under limited circumstances) — public bodies which can certify that no non-profit corporations or associations are available in an area to provide transportation services for elderly individuals and individuals with disabilities — are eligible to apply. A total of $8.0 million will be made available for capital purchases. This grant opportunity requires a 20% local share match.
