2008 Hudson River Estuary Grants Under the NYS Environmental Protection Fund
Applications will be accepted through June 27, 2008 for grant funding under the Hudson River Estuary Grant program. Anticipated grant funds from the NYS Environmental Protection Fund for State Fiscal Year (SFY) 2008–09, is a minimum of $1 million. This is a competitive grant program and projects must implement priorities identified in DEC's Hudson River Estuary Action Agenda 2005- 2009 (Revised 2007). The Agenda establishes goals and targets for accomplishments which can be celebrated in 2009 during the Hudson/Fulton/Champlain Quadricentennial (www.exploreny400.com). Projects must help achieve or support the goals of the Estuary Action Agenda in one of the following five categories: Community Interpretive Centers and Education; Open Space Planning and Acquisition; Community-based Habitat Conservation and Stewardship; Watershed Planning and Implementation; and Hudson River Access. Projects eligible for state assistance must be located within the geographic boundaries of the Hudson River estuary and associated shore lands. State assistance may fund up to 75 percent of the total project cost. The matching share to be provided by the recipient is 25 percent.

MENTAL HEALTH CARE FOR PERSONS WITH HIV/AIDS -BROOKLYN AND THE SOUTHERN TIER
Ryan White HIV /AIDS Treatment Modernization Act of 2006 (RWHATMA)
The New York State Department of Health AIDS Institute (NYSDOH AI), Division of Health Care, Bureau of Community Support Services (BCSS) announces the availability of Ryan White HIV/AIDS Treatment Modernization Act of 2006 (RWHATMA) Part B funds to support Mental Health Care for Persons with HIV/AIDS, specifically for programs located in Brooklyn and in the Southern Tier. This targeted solicitation is being issued because no acceptable applications were received from Brooklyn or the Southern Tier regions during solicitation #07-0003, which was originally issued in August 2007.
The goal of this funding is to assure that persons with HIV/AIDS have access to a range of services that will facilitate retention in mental health and primary care and increase medical and psychiatric treatment adherence. Applicants may choose one or both of the following options:
1. Grant funds to support mental health services provided to persons with HIV/AIDS who are uninsured and ineligible for Medicaid, Medicare, ADAP Plus, private insurance or other publicly financed health care systems (Veteran's Administration, etc.).
2. Grant funds to subsidize a portion of the cost of mental health treatment team members for services provided to insured individuals that are not reimbursed as part of the facility's Medicaid, ADAP Plus or other third party reimbursement rates.

The total annualized amount for awards is $350,000 in Federal funds. The initial contracts will be for a six-month period with the option to renew for four additional one-year periods based on satisfactory performance and availability of funds. Should additional funding become available, the AIDS Institute may select a contractor from the pool of applicants deemed approved but not funded. If it is determined that the needed expertise/services are not available among these organizations, the AIDS Institute reserves the right to establish additional competitive solicitations or to award funds on a sole source basis.

NOT-FOR-PROFIT COMMUNITY-BASED ORGANIZATIONS AND CHARITABLE ORGANIZATIONS THAT CONSTRUCT AND/OR REHABILITATE HOUSING FOR LOW INCOME PERSONS/HOUSEHOLDS
Funding for not-for-profit community-based organizations and charitable organizations under the Rural Area Revitalization Projects (RARP) Program and the Urban Initiatives (UI) Program
DESCRIPTION: Application packages for both programs are available at Division of Housing and Community Renewal (DHCR) Regional Offices and from the DHCR web site.
Rural Area Revitalization Projects Program and Urban Initiatives Program applications will be accepted only at the following address: Division of Housing and Community Renewal, Hampton Plaza — 6th Fl., 38-40 State St., Albany, NY 12207
Individuals who hand deliver applications must have picture identification and a transmittal letter, on organization letterhead, stating their name and authorizing that person to deliver the application. Applications delivered by commercial carrier must have a complete and legible return address. Failure to comply with these requirements may result in an application not being accepted.
AVAILABLE FUNDS: Applications for funding will be accepted on a continuous basis contingent on funding availability.
• The Urban Initiatives Program expects to have approximately $3,500,000 available. Urban Initiative funds are awarded for a specific work or series of works for the revitalization and improvement of housing and local commercial and service facilities in a geographically defined neighborhood.
• The Rural Area Revitalization Projects Program expects to have approximately $6,000,000 available.
The Housing Trust Fund Corporation reserves the right to award all, a portion of, or none of the program funds based upon funding availability, the feasibility of the applications received and the applicant's ability to meet Housing Trust Fund Corporation criteria for funding.
Applications are selected for funding based upon an evaluation process which includes completeness, eligibility, rating and feasibility reviews. Awards will be made to projects in compliance with all pertinent statutory requirements.
UI awards will not exceed $100,000 and will only be made to projects located in cities with populations of 53,000 or more as determined by the 2000 U.S. Census, subject to the availability of appropriation.
RARP awards will not exceed $200,000 and will be funded pursuant to article XVII-B of the Private Finance Housing Law. For all RARP projects requesting over $100,000 for construction costs only, HTFC requires contractors and awardees to make affirmative efforts to ensure that New York State certified Minority and Women Owned Business Enterprises have opportunities for meaningful participation on projects awarded funds in accordance with Section 312 of Article 15 A of the Executive Law.
