NYS DNA Lab Capacity Enhancement Grant Program
The New York State Division of Criminal Justice Services (DCJS) is issuing a Request for Applications (RFA) to solicit applications for awards to enhance the ability of local Forensic DNA labs to process evidence for DNA within an average 30-day turnaround time. Subject to State appropriation authority, approximately $4 million is available for awards. Awards will be for a period of up to 13 months.
The following local Forensic DNA labs are eligible to apply: Erie County Department of Central Police Services Forensic Laboratory, Monroe County Public Safety Laboratory, Nassau County Department of Forensic Genetics, New York City Office of the Chief Medical Examiner Department of Forensic Biology, Onondaga County Center for Forensic Sciences, Suffolk County Crime Laboratory and Westchester County Department of Laboratories & Research Forensic Science Laboratory.
Applications should be submitted via DCJS' automated Grants Management System (GMS) by 4:00 PM (EDT), Friday, May 16, 2008.

LOCAL FIREARM LABORATORIES (SEE BELOW)
Local Firearm Lab Capacity Enhancement Grant Program
The New York State Division of Criminal Justice Services (DCJS) is issuing a Request for Applications (RFA) to solicit applications for awards to enhance the ability of local firearm laboratories to perform prompt forensic testing of all firearms and firearms-related evidence submitted by law enforcement agencies in connection with on-going criminal investigations. Subject to State appropriation authority, approximately $500,000 is available for awards. Awards will be for a period of up to 15 months.
Local firearm laboratories in the following seven upstate counties are eligible to apply: Erie, Monroe, Nassau, Niagara, Onondaga, Suffolk and Westchester.
Applications should be submitted via DCJS' automated Grants Management System (GMS) by 4:00 PM (EDT) Wednesday, May 7, 2008.

FIRE COMPANIES
Rural Volunteer Fire Assistance
Pursuant to the Agriculture Appropriations Act, Section 7(b)3 of P.L. 95-313 (Cooperative Forestry Assistance Act of 1978), the Department of Environmental Conservation hereby gives notice of the following:
The Department of Environmental Conservation will administer the Volunteer Fire Assistance matching grant to assist rural fire companies in the purchase of fire suppression equipment. Applications will be accepted through May 15, 2008.
It is expected that $300,000 in federal funding will be available to award fire companies matching grants for the purchase of wildland fire suppression equipment and wildland fire suppression safety equipment. Grants are based on federal guidelines and are for use in fire districts serving a rural area or a rural community with a population of 10,000 or less.
Applications are scored on population, the I.S.O. Fire Prevention Insurance rating, the date of the last V.F.A. grant received and the presence of Native American communities in the district.

STATE-LEVEL AGENCIES, FEDERALLY-RECOGNIZED INDIAN TRIBAL GOVERNMENTS, LOCAL GOVERNMENTS TO INCLUDE COUNTIES, TOWNS, VILLAGES AND CITIES, AND STATE-RECOGNIZED INDIAN TRIBES
2008 Flood Mitigation Grant Program
The New York State Emergency Management Office (SEMO) Mitigation Section is requesting a Letter of Intent (LOI) followed by a detailed project application for its 2008 Flood Mitigation Grant Program. Subject to FEMA approval, funds will be used to support projects with strong educational and training components dealing with watershed management and flood issues. Applications for these funds will be evaluated for their effectiveness at educating the public about mitigation programs and opportunities, training local officials and volunteers about measures and techniques proven to reduce the loss of lives and properties from disasters, and enhancing previous and current mitigation projects and activities. SEMO will provide up to 75% of the total project cost, and a minimum 25% cost share will be provided by the applicant. Additional information, including a Fact Sheet and the LOI form, are available on SEMO's website at www.semo.state.ny.us.
Please note: In order to be eligible for funding, Sub-applicants must have a FEMA-approved and locally adopted “Multi-hazard” mitigation plan.
LOIs will be accepted via fax through April 16, 2008 and must be submitted by State-level agencies, Federally-recognized Indian Tribal governments, local governments to include counties, towns, villages and cities, and state-recognized Indian tribes. Private colleges and universities and non-profit organizations are not eligible sub-applicants; however, eligible sub-applicants such as local governments may apply for assistance on their behalf. Once the proposed mitigation activity is determined to meet eligibility criteria, SEMO will notify the applicant that a detailed application should be prepared.
Once detailed applications are received, SEMO will review applications, request clarifications where necessary, recommend possible revisions and additions, and convene an impartial review board to rate and rank the applications.

The New York State Office of Temporary and Disability Assistance (OTDA) is announcing the anticipated release of a combined Request for Proposals (RFP) for the Single Room Occupancy Support Services Program (SRO) AND the Supported Housing for Families and Young Adults Program (SHFYA) in April 2008.
Please note that this is a unified application process offering funding opportunities through two (2) different and separate programs; SRO and SHFYA. These programs will offer funding opportunities to provide supportive services to three (3) distinct populations:
SINGLES: Defined under SRO as individuals who are residing in an eligible unit and who are in need of services to live independently. Eligible singles shall include but not be limited to victims of domestic violence, the mentally disabled, substance abusers, ex-offenders, and individuals living with a life threatening illness.
FAMILIES: Defined under SHFYA as families who are eligible for benefits under the State Plan for the Federal Temporary Assistance for Needy Families (TANF) Program whose incomes do not exceed 200 percent (200%) of the federal poverty level and, unless in receipt of public assistance, whose participation in such a program would not constitute “assistance” under the Federal TANF regulations. In addition, households must be in need of supported housing and services to live independently. Eligible families shall include homeless families, families at risk of exceeding and those that have exceeded their TANF assistance time limit, families with multiple barriers to employment and housing stability, families at risk of foster care placement, and/or those that are reuniting after foster care placement.
YOUNG ADULTS: Defined under SHFYA as young adults age 18 — 25 who are eligible for benefits under the State Plan for the Federal Temporary Assistance for Needy Families (TANF) Program whose incomes do not exceed 200 percent (200%) of the federal poverty level and, unless in receipt of public assistance, whose participation in such a program would not constitute “assistance” under the Federal TANF regulations. In addition, young adults must be in need of supported housing and services to live independently. Eligible young adults shall include young adults aging out of the foster care system, runaway and/or homeless youths, and/or youths subject to criminal charges who are at risk of incarceration.
Applicants may apply for funding from one or both of these programs. Current contract holders of either program, NEED NOT respond unless applying for funding in support of NEW units.
Eligible applicants are social service districts, municipalities, not-for-profit corporations, including charitable or faith-based organizations, incorporated or eligible to do business in the State of New York. Applications may be submitted by an organization that currently operates, owns, or leases transitional or permanent supportive housing units, or by an agency working in cooperation with a supporting organization.
SRO & SHFYA Program Descriptions: Both the SRO Program and the SHFYA Program are designed to provide support services to eligible residents that assist them in achieving self sufficient a life as possible. The difference between the programs is that each serves different populations; SRO serves Singles and SHFYA serves Families and Young Adults. The service provision for all populations should be designed to stabilize, enhance employability and/or enhance self-sufficiency.
