Grant funds totaling approximately $6 million are available for competitive grants for planning and implementing activities related to the establishment of new charter schools and the conversion of existing public schools into charter schools. Federal Workforce Investment Act, Title II, Adult Education and Literacy Act
Approximately $32 million of Workforce Investment Act funds are available to fund new multi-year grants that provide literacy and basic skills for undereducated, disadvantaged, incarcerated and institutionalized adults, and English as a Second Language programs. The grant funds may also cover support services, such as educational counseling and guidance.

HIV Primary Care Models for Treatment Adherence to Combination Antiretroviral Therapy

The New York state Department of Health AIDS Institute Office of the Medical Director announces the release of a Request for Applications (RFA) to award funds for HIV Primary Care Models for Treatment Adherence to Combination Antiretroviral Therapy. Between 9 and 20 programs will be funded under this initiative.
Through this RFA, the New York State Department of Health, AIDS Institute proposes to support the delivery of treatment adherence services for individuals on combination antiretroviral therapy through evidence-based, multi-faceted, comprehensive, client-centered models that:
Integrate adherence services into the routine provision of HIV care;
Provide a comprehensive approach to assessing and assisting patients at risk for non-adherence, including the assessment of treatment readiness;
Utilize a multidisciplinary team approach; and
Demonstrate links to case management services as well as other supportive services such as pharmacy services, substance abuse treatment, mental health services and other services shown to improve adherence and medical outcomes for PLWHA.
Applications will be accepted from not-for-profit or publicly operated facilities which are licensed under Article 28 of the New York State Public Health Law.
Applicants are encouraged to submit a Letter of Interest by March 12, 2008.

New York State Genetic Services Program
Applications will be accepted through April 25, 2008 for noncategorical, comprehensive genetic counseling services to ensure that individuals affected with, at-risk for transmitting, or concerned about a genetic disorder are able to make informed health decisions, and that all such individuals are provided access to comprehensive genetics services including screening, diagnosis, counseling and preventive services. A total of $2,479,000 is available annually, which will be awarded based on documented catchment area to all applicants meeting basic requirements, including availability of clinical geneticists, genetic counselors and a recognized clinical facility. This program is limited to comprehensive, noncategorical genetic service programs affiliated with NYS Public Health Law not-for-profit Article 28 Hospitals or Diagnostic and Treatment Centers or other New York State not-for-profit organizations exempt from taxation pursuant to section 501(c)(3) of Title 26 of the United States Code.

Type and Purpose of Grants:
Nine grants will be available for not-for-profit entities to identify and conduct outreach to Department of Health selected nursing home residents, provide objective information on home and community based long term care options and make referrals to and work with nursing home discharge planners as requested.
Grants will cover expenses related to contracted activities as identified in the Request for Application.

The ADVANCE-NY grant provides funds to train incumbent (employed) workers in specific occupational skills needed by the applicant business or the industry in which it operates and that lead to career growth and increased wages for the trainees. Adult Homes Resident Council Support Project
As the administering agency for the Adult Homes Resident Council Project, CQCAPD is announcing the availability of state funding to establish one five-year contract for the period July 1, 2008-June 30, 2013 with a not-for-profit organization to provide program services in Nassau and Suffolk Counties.
Program Summary: The Adult Homes Resident Council Project will protect and promote the rights of residents with mental disabilities and improve the quality of their lives through the establishment and support of Resident Councils, provision of education, training and empowerment of residents to undertake advocacy activities in their homes and other settings.
Requirements: Grantee must be a not-for-profit organization, independent of any agency that provides treatment services to persons who live in adult homes and must have expertise in providing advocacy services to persons with disabilities and have the resources to carry out the provisions of the contract.
It is anticipated that $60,000 will be available during the first one-year contract period of July 1, 2008-June 30, 2009. Funding amounts for years two through five of the five-year term will be awarded on an annual basis and will be subject to the availability of state local assistance funds.
A Request for Proposals (RFP) is expected to be released on February 13, 2008. Due date for receipt of proposals is March 19, 2008. Subcontracting will not be allowed without the express written approval of CQCAPD.
