Municipal Waste Reduction and Recycling State Assistance Program and Household Hazardous Waste State Assistance Program
Applications from municipalities are accepted on an ongoing basis for funding under the Municipal Waste Reduction and Recycling (MWRR) State Assistance Program and the Household Hazardous Waste (HHW) State Assistance Program. Both programs provide up to 50 percent reimbursement to local governments for eligible project costs, with reimbursement limited to $2.0 million per project. Anticipated funding from the Environmental Protection Fund is subject to annual legislative appropriations.
Eligible projects include the following:
MWRR Recycling Capital Projects — The Department is authorized to provide State assistance to communities for projects that enhance municipal recycling infrastructure through purchasing equipment or construction of recycling and composting facilities. Some examples are: construction of municipally-owned materials recycling facilities and composting facilities; recycling containers and recycling vehicles.
MWRR Recycling Coordinator Projects — The Department is authorized to provide State assistance to communities for Recycling Coordinator salaries and public education programs to expand local recycling and waste reduction programs and increase participation in those programs.
Household Hazardous Waste Projects — The Department is authorized to provide funding to communities for HHW collection days and construction of permanent HHW collection facilities in order to provide a safe alternative for recycling or disposal of household hazardous materials.

Homelessness/Supplemental Homelessness Intervention Program

Applications will be accepted through (02/11/2008) for HIP/SHIP funds. Hip/Ship must provide supportive services designed to stabilize households and to prevent homelessness; and for those who are currently homeless to facilitate the transition from homelessness to permanent housing. OTDA will utilize HIP/SHIP funds to pay providers for the achievement of designated contract outcomes which place and maintain a household in affordable, permanent housing and/or successful prevention of an eviction and maintenance of the household in affordable, permanent housing.

Consistent with Chapter 862 of the Laws of 1990, the agency named below requested an exemption from initially publishing this contract opportunity in the procurement opportunities newsletter, i.e., the NYS Contract Reporter. In accordance with section 144(2)(E) of the Economic Development Law, the Office of the State Comptroller has granted the exemption.

Description: This is a PUBLIC NOTICE that a Single Source exemption has been received from the NYS Office of the State Comptroller (OSC) for the NYS Office of Temporary and Disability Assistance (OTDA) to modify an existing Housing Opportunities of Persons with AIDS Program contract with an existing program contractor, Central New York Health Services Agency, Inc. This single source determination is, in part, based on the needs of the OTDA to assure that necessary services continue in the specific program service area of the contractor, program services are provided to program participants in seven (7) counties in Central New York.
