Description: This is a re-issuance of the Assistive Technology Centers Request for Proposals (RFP) for the Commission for the Blind and Visually Handicapped (CBVH) Service Area 3, Syracuse. One contract will be awarded to the bidder whose proposal meets the stipulated criteria for a program that continues the project goals of CBVH, a division of the New York State Office of Children and Family Services as follows: 1) provide assessments of the assistive technological needs and abilities of only those legally blind consumers referred from CBVH and recommend assistive equipment configurations that meet their individual needs; and 2) provide comprehensive training to assist these consumers in achieving proficiency in the use of the recommended assistive equipment configuration to maximal benefit in the employment or educational setting. CBVH proposes to award one contract in the Syracuse service delivery area. This area services consumers in Broome, Cayuga, Chenango, Cortland, Herkimer, Jefferson, Lewis, Madison, Oneida, Onondaga, Oswego, Tioga and Tompkins Counties.

Approximately $237,500 is available for this program. The successful bidder will be expected to have the capacity to provide services at the level identified in the RFP, dependant upon referrals from CBVH. Bidders should keep in mind that the number of referrals from CBVH identified in the RFP for each of the delivery areas are projections based on historical referral levels, and that actual annual referrals from CBVH may be lower or higher. Reimbursement to the successful bidder will be based on attainment of assessment and training outcomes as a result of the provision of services to the consumers referred from CBVH. The contract term for these services will be July 1, 2008 through December 31, 2010, with an option to renew for up to two additional years.

SCHOOL DISTRICTS

The State Education Department is pleased to announce the Request for Proposals (RFP) for the 2008–2009 Teachers of Tomorrow (TOT) program year to assist school districts in the recruitment, retention, and certification activities necessary to increase the supply of qualified teachers in school districts experiencing a teacher shortage, especially those with School Under Registration Review (SURR) and low-performing schools. The available funding in the 2007–2008 program year was $25 million dollars. The appropriation for the 2008–2009 TOT program will not be known until the Legislature passes and the Governor signs the state budget.

The Office of K-16 Initiatives and Access Programs may distribute grant funds on a competitive basis to fund activities in each of the following six categories:

• Teacher Recruitment Incentives

• Summer in the City Internships for City School Districts in Buffalo, Rochester, Syracuse, and Yonkers and New York City Department of Education

• New York State Master Teacher Program

• Tuition Reimbursement Program

• Science and Mathematics Tuition Reimbursement Program

• Summer Teacher Training Program for NYC Department of Education schools only

FOR-PROFIT AND NOT-FOR-PROFIT ENTITIES

The New York State Department of Labor is soliciting proposals from public and private, for-profit and not-for-profit entities that have the ability to broker and manage opportunities for public or private secondary and post-secondary or technical school students to serve paid internships at private for-profit businesses within New York State.

Public or private secondary and post-secondary and technical schools may apply. However, schools with an active internship placement program must provide written assurance that the funds from this initiative will not be used to supplant services already being provided by the school. Funds under this initiative may only be used to serve above and beyond the number of students currently being served through the school's internship placement program.

Up to $2 million is available annually for this initiative for the initial 12 month term of the multi-year contract and subsequent terms. Current plans are to issue approximately 20 grants for this project with a maximum award amount of $100,000 each for the initial 12 month term of this initiative, which is expected to be May 15, 2008 to May 14, 2009. Proposals that exceed $100,000 in funds being requested will not be considered.

Offers to renew an agreement past the initial contract term of 12 months will be contingent upon continued availability of funding for this initiative; and, the Department's assessment of a grantee's performance during the preceding contract period, as well as approval by the Office of the State Comptroller.

NOT-FOR-PROFIT ORGANIZATIONS WITH DEMONSTRATED EXPERTISE IN PROVIDING SERVICES TO ELIGIBLE INDIVIDUALS

As the administering agency for the PAIMI program, CQCAPD is announcing the availability of federal funding to establish five-year contracts for the period August 1, 2008-July 31, 2013 with not-for-profit organizations to provide program services in six regions throughout New York State and also a statewide catchment area.

Program Summary: Pursuant to funding made available through the Federal Protection and Advocacy for Individuals with Mental Illness Act, as amended, CQCAPD will establish six contracts with eligible agencies to provide legal, administrative, and other remedies to persons who are severely mentally ill on a regional basis, and will also establish one contract to provide disability advocacy and litigation backup on a statewide basis. The six regional offices will serve the following New York State regions: New York City, Western New York, Central New York, North Country, Hudson Valley, and Long Island. The one statewide designated office will serve the entire state.

Requirements: Grantee must be a not-for-profit organization, independent of any agency that provides treatment or habilitation services to persons with disabilities. Grantee must have the capacity and expertise to effectively advocate on behalf of eligible individuals.

It is anticipated that a total of approximately $638,200 will be available during the first one-year contract period of August 1, 2008-July 31, 2009. Funding amounts for years two through five of the five-year term will be subject to the availability of federal program funds.

A Request for Proposals (RFP) is expected to be released on January 31, 2008. Due date for receipt of proposals is March 18, 2008. NOT-FOR-PROFIT CORPORATIONS CURRENTLY PROVIDING AT-HOME SERVICES; FAMILIES CARING FOR A FAMILY MEMBER WITH A DEVELOPMENTAL DISABILITY AT HOME IN DUTCHESS, PUTNAM, ULSTER, COLUMBIA AND GREENE COUNTIES

The New York State Office of Mental Retardation and Developmental Disabilities (OMRDD) through the regional office of Taconic Developmental Disabilities Services Office (DDSO) is announcing the availability of Family Support Services (FSS) funds of $324,000 to develop new or expand programs to families caring for a family member with a developmental disability at home in the counties of Dutchess, Putnam, Ulster, Columbia and Greene. At least 25% of the funding is to be awarded to create new or expand programs providing crisis supports. Providers of Family Support Services under OMRDD must comply with all applicable NYS-OMRDD regulations and the Family Support Services Guidelines.

This RFP will be scored separately within the following four priority service categories that include:

(1) Respite Services: After-school/day program, overnight/weekend respite, school vacation break respite program

(2) Free-Standing Overnight Respite

(3) Crisis Supports — In Home Behavior Therapy, Respite with clinical oversight, emergency respite opportunities, life/safety monitoring

(4) Crisis Support Funding ($20,000) — Pass-through Funding program for families and individuals to be reimbursed for purchase of crisis support services.

Not-for-Profit corporations currently providing at-home services to families caring for a family member with a developmental disability or who would like to provide such services are eligible. Contracts to begin 4/1/08 for pro-rated phase-in amounts.
