Edward Byrne Memorial Justice Assistance Grant Program
Pursuant to the terms and conditions of the Federal Fiscal Year 2008 Edward Byrne Memorial Justice Assistance Grant (JAG) Program regarding New York State's application for such funding, the NYS Division of Criminal Justice Services (Division) hereby gives notice of the following:
On January 31st 2008, the Division will submit a funding application requesting New York State's Federal Fiscal Year 2008 award appropriated under the Edward Byrne Memorial Justice Assistance Grant Program. The application generally describes the proposed program activities for the 4-year grant period and the types of programs for which funding will be used.
This application is required to be made available for a 30-day period for public review and comment. Requests for copies may be made via e-mail to: [email protected] Requests may also be made in writing or by calling the Division offices during regular business hours. If a paper copy of the application is requested, a payment of $0.25 per page will be due to the Division in accordance with Public Officer Law § 87.

21st Century Community Learning Centers, Title IV, Part B, No Child Left Behind Act, 2001
Approximately $45 million is available for new multi-year grants to eligible agencies to establish community learning centers to provide academic enrichment outside of the regular school hours primarily to children who attend high-poverty and low-performing schools and schools identified as being in need of improvement.
The grant application is available at www.emsc.nysed.gov under Funding Opportunities/Allocations. Grant applications must be postmarked by March 17, 2007.

Program Description:
The Teacher Opportunity Corps (TOC) was established under Chapter 53 of the Laws of 1987. These grants will support and help shape teacher training curricula and professional development activities which address the needs of at-risk students. Targeted activities will allow teachers and prospective teachers to improve their content knowledge and classroom practice in order to help students achieve academically. The purpose of the TOC grant is to enhance the preparation of teachers and prospective teachers in addressing the learning needs of students at risk of truancy, academic failure, or dropping out of school and to increase the participation rate of historically underrepresented and economically disadvantaged individuals in teaching careers. The intent of this TOC grant is to provide prospective and current classroom teachers with relevant training.
The grant period will be July 1, 2008 through June 30, 2011. It is anticipated that funds totaling $713,000 will be available for the initial year funding (2008/2009).

Health Care Efficiency and Affordability Law for New Yorkers (HEAL NY) — Phase 6, Primary Care Infrastructure Grants
Applications will be accepted through April 17, 2008, from diagnostic and treatment (D & T) centers licensed under Article 28 of the Public Health Law, whether independently owned or operated by county or municipal public heath agencies, and from hospitals. The strategic focus of the grant program is the expansion of access to primary health care services by underserved groups, through the establishment of new primary care D & T centers (clinics), the enhancement of existing D & T centers, and the strengthening of hospital-based primary care services, including extension clinics. The Department of Health and the Dormitory Authority expect that $100 million will be available to fund Phase 6. Grants will be distributed regionally, based on primary care objectives as described in the Request for Grant Applications (RGA).

HOSPITALS, NURSING HOMES, CERTIFED HOME HEALTH AGENCIES, AND HOSPICES
Health Care Efficiency and Affordability Law for New Yorkers (HEAL NY) — Phase 7, Capital Restructuring Initiatives, #2
Applications from hospitals, nursing homes, certified home health agencies, and hospices will be accepted through April 3, 2008, for grants to support projects 1) to assist facilities to enter into shared governance agreements and other collaborative arrangements that promote quality and efficiency in the delivery of care appropriate to the needs of their communities; and 2) to assist facilities in meeting the needs of patients and clients formerly served by hospitals and nursing homes closed or downsized in response to the mandates of the Commission on Health Care Facilities in the Twenty-First Century; and 3) to assist facilities to undertake projects to reduce excess inpatient capacity in favor of ambulatory and community-based care. The Department of Health and the Dormitory Authority currently expect that $150 million will be available to fund Phase 7. Grants will be distributed regionally, based on capital restructuring priorities as described in the Request for Grant Applications (RGA).
