Request for Proposals to Provide Family Support Services
The Capital District DDSO of the State Office of Mental Retardation and Developmental Disabilities announces the availability of funding to provide Family Support Services to individuals who have a developmental disability and reside at home with natural families.
Twenty-five (25) percent of the subsequent award ($105,000) is to provide access to family supports either by creating new programs or by enhancing existing programs for services to families in the area of crisis intervention and for individuals with challenging behaviors. Proposals must define the criteria agencies will use to enroll consumers in these programs, and can document who they have served when these funds are spent. Proposals might include indicators such as whether the child has a 1:1 aide in the classroom due to behavior issues, whether the child/family has had crisis intervention within the past two months, whether the individual requires a 1:1 aide while riding the bus to a day program, whether they have a DDP-2 which indicates a high-end behavior score. Additionally, agencies may want to consider whether the individual has a documented history of self-injurious behavior or assaultive behavior or whether they have been involved with the criminal justice system. Agencies applying for these funds should include measurable criteria in their applications and agencies receiving awards should apply measurable criteria when enrolling consumers in their programs.
The remaining 75 percent ($315,000) will also be awarded. This portion may be awarded in the current order of priority as listed in paragraphs 1–4 below, at the RFP Review Committee's sole discretion. Those proposals that meet underserved and/or unserved needs may receive higher scores. The RFP Review Committee may score proposals high that fall under the parameters of paragraphs 2, 3, or 4 below and may recommend award of funding to such proposal at its sole discretion to meet families' needs. Proposals for this portion of the RFP may:
(1) Meet one or more of the following priority services: respite services (including in-home respite, respite reimbursement, after school programs, before school programs, etc.); recreation programs; and transportation services (including across school district borders, and for any age group). Proposals for respite that include recreation are encouraged.
(2) Add a new program or increase current FSS programming for Information and Referral Services.
(3) Establish new FSS programs that families have requested from the agency to meet families' unmet needs.
(4) Expand current FSS programs.

• Number of dollars or items. Subject to the availability of federal appropriations for fiscal year 2008, the Corporation for National and Community Service (the Corporation) has announced the anticipated availability of approximately $21,288,000 to award to new and re-competing AmeriCorps State and National grants on a national level. The Corporation for National and Community Service anticipates that at least 15% of the approximately $21,288,000 funds described will support applicants that have not received an AmeriCorps State or National operational grant in the last five years. Applicants that have received only a formula operational grant within the last five years will be considered new for purposes of this 15% target. In Fiscal year 2007, the New York State Formula allocation was approximately $5.3 million to fund New, Recompeting and Continuing applications. All states, including New York will not be notified of Fiscal year 2008 Formula allocations until early 2008. Due to predicted Federal budget reductions, it is expected to be at or below FY2007 levels. Competitive, Formula and Education Award Program funding is available for New, Recompeting and Continuing Programs through this RFP.
• Application restrictions (if any). All proposals for the AmeriCorps*State Operating Grants must request no fewer than 10 Member Service Years (MSY). One MSY is equivalent to 1700 service hours.
• Based on past experience, the New York State Commission on National and Community Service recommends that programs with at least 20 MSY members should have a full-time equivalent program director. Applicants for funding are required to apply measurable performance goals to determine the impact of AmeriCorps on communities and participants.
• Applications will be submitted to the NYS Office of National and Community Service/OCFS through the Corporation for National & Community Service online eGrants system. In the event that applications are unable to be submitted in eGrants, applications may be submitted in hard copy paper format.

Health and Human Services for LGBT Individuals and Families
The New York State Department of Health (DOH) is issuing a revised notice of Availability of Funds for a Request for Applications (RFA) for the Health and Human Services for LGBT Individuals and Families (LGBT) program. This notice was previously published in the October 24, 2007 Notice of Availability of State and Federal Funds with an application due date of November 5, 2007. The revised due date is now December 10, 2007.
This initiative will fund non-HIV services in communities throughout the state. The goal of the initiative is to develop and provide accessible and appropriate services that are responsive to the needs of the LGBT population, their families and support systems. A range of services may be funded under this initiative. Preference will be given to organizations that have a strong history of service provision to these communities as well as organizations with representatives of LGBT communities on their Board and staff. Funding will be awarded in two Components: Component A: community-based organizations and Component B: an organization with statewide reach to provide training and technical assistance to organizations funded in communities.
Applicants must demonstrate a primary commitment, expertise, and ability to serve LGBT individuals, their families, and support systems. They must prove capable of providing direct, prevention, education, and training services to local communities and organizations.
Applications will be accepted through December 10, 2007 for approximately $6,000,000 in contracts with not-for-profit organizations to provide health and human services information and access to LGBT individuals. Applicants may apply for up to $175, 000 — $250,000, depending upon the Component for which the application is submitted.

Stem Cell Research
The purpose of this solicitation is to invite applications for funds to provide a rapid influx of flexible funding that will invigorate stem cell research efforts at institutions throughout New York State. This funding is intended to build the infrastructure necessary to support a robust stem cell research community.
NYSTEM, a program of the New York State Department of Health, whose purpose is to administer stem cell research funding based on recommendations and advice from the Empire State Stem Cell Board created by Governor Eliot Spitzer, anticipates that the amount of funding to be distributed through contracts as a result of this solicitation is estimated at $15–20 million.
ELIGIBLE RECIPIENTS: Public or nonprofit universities, hospitals, laboratories, and other institutions located within New York State that received total funding from the National Institutes of Health and the National Science Foundation combined during Federal Fiscal Year (FFY) 2006 in an amount greater than or equal to $1 million.

OCCUPATIONAL HEALTH CLINICS — Re-Released
New York State Occupational Health Clinic Network
Applications will be accepted through December 21, 2007 for the operation of occupational health clinics to participate in a statewide clinic network. Contracts will be awarded to not-for-profit organizations to establish occupational health clinics on a regional basis. Applications will be accepted for the Lower Hudson Valley Region and New York City. Applications will be reviewed and it is anticipated that successful applicants will be notified by March 15, 2008. The initial contract period is expected to run from April 1, 2008 - March 31, 2009, with four annual renewals, dependent on available funding. The contracts will total approximately $2,000,000 per year; approximately 3 awards will be made. Funding for each year will be dependent upon appropriations from the State Legislature. Minimum eligibility requirements are as follows: not-for-profit diagnostic and treatment facilities certified through Article 28 of the Public Health Law or not-for-profit general hospital as defined by subdivision 10 of Section 2801 of the Public Health Law or recognized faculty practice groups; led by a Medical Director, during the life of the contract, who is licensed to practice medicine in NYS, is Board Certified in Occupational Medicine, and will be on staff by April 1, 2008.

Elderly Asian Women Suicide Prevention Public Awareness Campaign
The New York State Office of Mental Health (OMH) is pleased to announce the availability of funds to support a public awareness and education campaign that will be specifically focused on suicide prevention among Elderly Asian women. The primary purposes of the funding are to:
1. Develop public awareness and education campaigns, targeted at elderly Asian women, on how to identify mental health needs and how to access services, ensuring that this campaign addresses the links between the target populations with their families, community and primary care system, according to their cultural values, via their preferred media and community sources of information.
2. Coordinate the public awareness and education campaigns in partnership with agencies with demonstrated ability and/or experience and performance conducting public health education and mental health awareness campaigns in the Asian communities, in their preferred languages and ways of communication, to the East Asian, South Asian, Southeast Asian, and Pacific Islander communities, including mental health providers, community based organizations, referral services and hotlines, religious organizations, advocacy and consumers groups, and the Asian media.

It is anticipated that there will be multiple awards that in total deliver a comprehensive program across the entire state. Because this is the expectation, responders are encouraged to submit more than one proposal if they desire to do so.
