PURSUANT TO THE PROVISIONS OF THE State Administrative Procedure Act, NOTICE is hereby given of the following proposed rule:
Proposed action:
The Public Service Commission is considering whether to grant, deny or modify, in whole or in part, the petition filed by The Sheldrake Organization, on behalf of Site 16/17 Development LLC, to submeter electricity at One and Two River Terrace, Battery Park City, New York, NY.
Statutory authority:
Public Service Law, sections 2, 4(1), 65(1), 66(1), (2), (3), (4), (12) and (14)

Submetering of electricity.
Purpose:
To submeter electricity at One and Two River Terrace, Battery Park City, New York, NY.
Substance of proposed rule:
The Public Service Commission is considering whether to grant, deny or modify, in whole or part, the petition filed by The Sheldrake Organization, on behalf of Site 16/17 Development LLC, to submeter electricity at One and Two River Terrace, Battery Park City, New York, New York, located in the territory of Consolidated Edison Company of New York, Inc.
