Office of Alcoholism and Substance Abuse Services
Pursuant to Articles 19 and 61 of the Mental Hygiene Law, the New York State Office of Alcoholism and Substance Abuse Services (OASAS) hereby gives public notice of the following:
Federal Substance Abuse Prevention and Treatment Block Grant Application
OASAS has developed an application for 2008 Federal fiscal year funding of the Substance Abuse Prevention and Treatment Block Grant. Comments from the public are invited during the period September 24, 2007 through September 28, 2007.
The application, which will be submitted by OASAS as required by the Federal government, includes assurances and certifications of compliance with Federal statute and regulations, prevention and treatment goals and objectives for OASAS and subrecipients funded with this grant and a description of the intended use of the 2008 award.

Department of State F-2007-0620(DA) Date of Issuance -September 19, 2007
The New York State Department of State (DOS) is required by Federal regulations to provide timely public notice for the activities described below, which are subject to the consistency provisions of the Federal Coastal Zone Management Act of 1972, as amended.
The applicant has certified that the proposed activity complies with and will be conducted in a manner consistent with the approved New York State Coastal Management Program. The applicant's consistency certification and accompanying public information and data are available for inspection at the New York State Department of State offices located at 41 State Street in Albany, New York.
In F-2007-0620(DA), the United States Coast Guard, 300 Metro Center Boulevard, Warwick, RI is proposing dredging and mooring and berthing structures construction to allow the United States Coast Guard (USCG) to accommodate the USCG vessel Medium Endurance Cutter and Island Class-Patrol Boat with drafts of 14 feet and 7 feet 4 inches, respectively.
The project consists of dredging a berth, approximately 260 feet long and 50 feet wide, adjacent to the existing Pier C and granite block seawall on the eastern side of the property. The berth will be dredged to -18 feet meal low water elevation with 1 foot of overdepth. The total project volume is approximately 5,500 cubic yards.
Mooring and berthing of vessels will be facilitated by constructing a concrete mooring/turning dolphin, and a steel frame fender system. The 13 foot by 13 foot concrete mooring dolphin will be constructed on steel pipe piles seaward of Pier C. A (60 feet 10 inches by 4 foot) steel catwalk will provide access to the dolphin from Pier C.
Additional work associated with the application includes raising the elevation of Pier C and adding scour protection to the southeast corner of the granite block seawall. Pier C will be raised to elevation +10.5 Mean Lower Low Water and 30+ linear feet of scour protection will be added to the toe of the granite block seawall.

In F-2007-0654, the U.S. General Services Administration, 10 Causeway Street, Boston, MA, is proposing the conveyance of the Stepping Stones Lighthouse from the United States to the Town of North Hempstead/BTDC. Stepping Stones Lighthouse is located offshore Kings Point in the Town of North Hempstead, Nassau County, on approximately 0.75 acres of rock in Long Island Sound. The National Historic Lighthouse Preservation Act of 2000 makes historic lighthouse properties that are excess to the needs of the U.S. Coast Guard, Department of Homeland Security, available at no cost to other federal agencies, state and local governments and agencies, and other organizations outlined in the Act. There are conditions for the transfer that would ensure continued maintenance and public access to and use of the lighthouse.

In F-2007-0739(DA), the United States Department of the Interior, National Park Service is proposing to authorize the use of Personal watercraft (PWC) at the Jamaica Bay Unit of Gateway National Recreation Area, in Kings and Queens Counties, New York. Under the proposed action, a special regulation would be promulgated to continue PWC use within the Jamaica Bay unit but only in the following navigational channels: North Channel (Island channel), Beach channel (south Channel), Grass Hassock Channel, Rockaway Inlet, and Broad Channel to the trestle bridge (the Raunt). PWC users would be prohibited from landing or launching within the unit. PWC owners living on the adjacent creeks, basins, and waterways would be allowed access through the unit; however, the must stay within the buoyed route (if one is present) or take the most direct route to access the designated navigational channels from Gerritsen Creek, Mill Basin, Paerdegat Basin, Shellbank Basin, Hawtree Creek, Breezy Point, and Roxbury. PWC use would be restricted from all waters along Breezy Point, and a 150-foot buffer would be implemented around all protected areas within Jamaica Bay (even if they occur within a channel).
