Approval of New Types of Electricity Meters, Transformers, and Auxiliary Devices by Kuhlman Electric Corporation
PURSUANT TO THE PROVISIONS OF THE State Administrative Procedure Act, NOTICE is hereby given of the following proposed rule:
Proposed action:
The Commission is considering whether to approve or reject, in whole or in part, a petition filed by Kuhlman Electric Corporation (Kuhlman) for the approval of the CXM-200, CXM-250, CXM-350, CXM-550, CXM-650, CXM-1050 and CXM-1300 current transformers, and the POF-200, POF-250, POF-550, POF-650 and UTE-145 and UTF-245 voltage transformers for use in commercial and industrial applications.
Statutory authority:
Public Service Law, section 67(1)
Subject:
Approval of new types of electricity meters, transformers and auxiliary devices.
Purpose:
To permit electric utilities in New York State to use the Kuhlman instrument transformers in commercial and industrial metering applications.
Substance of proposed rule:
The Commission will consider a request from Kuhlman Electric Corporation for the approval to use the CXM-200, CXM-250, CXM-350, CXM-550, CXM-650, CXM-1050, and CXM-1300 current transformers, and the POF-200, POF-250, POF-550, POF-650 and UTE-145 and UTF-245 voltage transformers for use in large commercial and industrial applications in New York State. According to the manufacturer, the CXM, POF and UT transformers are capable of providing American National Standards Institute ANSI 0.5% revenue class accuracy, and have been tested to meet the compliance accuracy, and have been tested to meet the compliance accuracy requirements as stated in Institute of Electrical and Electronics Engineers IEEE C57.13 standard. In accordance with 16 NYCRR Part 93, National Grid has submitted a letter of intent to use the proposed Kuhlman Electric Corporation current and voltage transformers in larger commercial and industrial customer billing applications, if approved.
