Applications will be accepted through August 28, 2007 for matching fund assistance under the Food and Agriculture Industry Development Program. Such funds are intended to support proposals that would implement innovative and low risk approaches to the research, development, production, processing, and distribution of food and agricultural products which capitalize on the State's unique resources and strategic location near significant markets. Eligible applicants include public and private agencies and organizations, business and industry, educational institutions, local governments, and individuals. Proposals involving new product development; alternative production, processing, distribution and marketing methods or technologies; the introduction of high technologies; or organizational methods that further the development of the food and agricultural industry in New York State are eligible for funding. For the purposes of this program, food and agriculture industry projects shall include those involving farm woodland or freshwater aquatic products produced in either natural or man-made water bodies or controlled structured. Projects for which funding is sought should have a timeframe for completion of approximately one year or less. The maximum award to any one applicant shall not exceed $60,000. GRANT PROGRAM

The New York State Division of Criminal Justice Services (DCJS) is issuing a Request for Proposals (RFP) to solicit applications for awards to support community-based programs to prevent youth crime and delinquency pursuant to DCJS' guidelines for Project INSPYRE (Innovative Neighborhood-based Strategies to Promote Youth Redirection and Empowerment.)

Subject to State appropriation authority, $2 million is available for grant awards to community-based non-profit organizations with at least three (3) years of prior experience in directly providing crime prevention and/or youth-services. Approximately $1 million will be awarded to programs located in New York City and approximately $1 million will be awarded to programs operating elsewhere in New York State. Grants ranging from $25,000 to $100,000 will be awarded for a 12-month period.

DESIGNATED LOCAL EDUCATION AGENCIES

Local education agencies that provide related or supplemental instruction to apprentices registered by the New York State Department of Labor are eligible for an apportionment under Section 3610 of New York State Education Law.

State funds in the amount of $1,830,000 are available to reimburse designated agencies according to the number of hours of related instruction given all apprentices in the area served by the agency.

Approximately $57 million is available to support existing multi-year Reading First grants. Schools that received grants must use the funds to improve early reading instruction in grades K-3 and to conduct related professional development programs.

State funds in the amount of $1.9 million are available to provide additional support and services to public school districts with schools under registration review (SURR). The funds are allocated to school districts with SURR to be used to assist those schools in addressing the following issues: recruitment of certified teachers and experienced principals, staff development and technical assistance, increase in instructional time and materials, and support of planning activities in redesign schools.

PUBLIC SCHOOL DISTRICTS, BOARDS OF COOPERATIVE EDUCATIONAL SERVICES, COMMUNITY COLLEGES

$180,000 is available for the 2007–08 school year to fund Career and Technical Education programs and activities in facilities providing educational services to incarcerated individuals under the age of 21 years.

Such programs must be designed to provide coursework leading to a job or further education and training for individuals under the age of 21 who are located in county correctional facilities in New York State. Public School Districts, Boards of Cooperative Educational Services (BOCES),and Community Colleges with a minimum of one-year experience providing basic career and technical skill instruction to persons incarcerated in county correctional facilities.

COMMUNITY GROUP(S)

Applications are continuously being accepted for DEC Environmental Remedial Technical Assistance Grants (TAG). TAGs are awarded to qualified applicants on a first-come, first-served basis, in the order in which complete applications are received. There is no matching contribution required on the part of the grant recipient.

Under the TAG program, eligible community groups may apply to receive grants for up to $50,000 per site to obtain independent technical assistance about State Superfund Program and Brownfield Cleanup Program sites that pose a significant threat to public health or the environment. Eligible community groups must be non-responsible parties incorporated as not-for-profit corporations under section 501(c)(3) of the Internal Revenue Code. A qualifying group must certify that its membership represents the interest of the community affected by the site, and that its members' health, economic well-being or enjoyment of the environment are potentially threatened by the site.

Portions of technical assistance work may be subcontracted based on unit price bids/quotes for professional services to subconsultants, subject to the guidance from and approval of the Department.

The TAG recipient and its contractors must make Good Faith Efforts to subcontract a portion of the Contract amount to Minority and Women Owned Business Enterprises (M/WBE). The percentage goals for MBE and WBE participation are 8.8% for Equipment, Supplies and Services in the Upstate NYSDEC Regions 3-9. For New York City and Long Island NYSDEC Regions 1 & 2, MBE utilization goal percentages are 18.8% for Equipment, Supplies and Services; for WBE these goal percentages are 20.5% for Equipment, Supplies and Services. The Brownfield Opportunity Areas Program provides municipalities and community based organizations with assistance, up to 90 percent of the eligible costs, to complete revitalization plans and implementation strategies for areas or communities affected by the presence of multiple brownfield sites and site assessments for strategic sites.

ELIGIBLE ACTIVITIES- Communities may apply to enter the program at the most appropriate of the three program steps described below leading to New York State's designation of the Brownfield Opportunity Area:

Step 1: Pre-Nomination Study — Pre-Nomination Study — The Pre-Nomination Study provides a preliminary description and analysis of the proposed Brownfield Opportunity Area. The Pre-Nomination Study will be reviewed by the New York State Departments of State and Environmental Conservation to determine if a community should proceed with a Nomination to designate a Brownfield Opportunity Area.

Step 2: Nomination — The Nomination provides an in-depth and thorough description and analysis, including an economic and market trends analysis, of existing conditions, opportunities, and reuse potential for properties located in the proposed Brownfield Opportunity Area with an emphasis on the identification and reuse potential of strategic brownfield sites that are catalysts for revitalization.

Step 3: Implementation Strategy — The Implementation Strategy provides a description of the techniques and actions to implement the revitalization plan. Site assessments on strategic brownfield sites may be eligible for funding if environmental data is required.

ELIGIBLE APPLICANTS — Applicants that are eligible to apply for a grant include:

New York State Municipalities — New York State municipalities are defined as: cities; villages; towns; counties; local public authorities; local public benefit corporations; school districts; improvement districts; and Indian nations or tribes.

Community Based Organizations — Community based organizations are defined as: not-for-profit corporations that are incorporated under Section 501(c)(3) of the Internal Revenue Code whose stated mission is to promote community revitalization within the geographic area in which the community based organization is located; has 25 percent or more of its Board of Directors residing in the community in such area; and represents a community with a demonstrated financial need as indicated by high unemployment, low resident incomes, depressed property values, and/or high commercial vacancy rates.

Municipalities and Community Based Organizations Acting in Cooperation — Two or more eligible applicants may, and are encouraged to, submit a joint application.

This notice is to advertise the availability of State Assistance funding to municipalities for Environmental Restoration Projects to investigate and/or remediate hazardous substances on property held in title by a municipality. A municipality may obtain “temporary incidents of ownership” during a tax foreclosure proceeding for a property in order to conduct such investigation. Applications are accepted on a continuous basis. The Environmental Restoration Program provides reimbursement of up to 90% of on-site eligible costs and up to 100% for off-site eligible costs and 50% for demolition costs. Funding was allocated for this Program under the 1996 Clean Water/Clean Air Bond Act. Funding is available until the allocation is committed.

Eligible applicants are New York State Municipalities. Municipalities are defined as a local public authority or public benefit corporation, county, city, town, village, school district, supervisory district, district corporation, improvement district within a county, city town or village, or Indian nation or tribe recognized by the State and the U.S. within a reservation wholly or partly within NY State boundaries, or any combination thereof. For purposes of the ERP, the term municipality includes a municipality acting in partnership with a community based organization. LICENSED HEALTH CARE PROVIDER

Applications will be accepted through 3/31/10 from qualified licensed health care agencies located in New York City to provide refugee medical screenings and adult initial immunizations. Services will be reimbursed at an all inclusive per capita screening rate of $294.64. Services may also be reimbursed for first visit only of medical screening at a rate of $187.32 per capita. Adult immunizations will be reimbursed at a rate of $180.63 per capita. Applicants must be a licensed health care provider which demonstrates clinical and staffing capacity as well as linkage to refugee resettlement agencies. Applicants must provide interpreter services when necessary.

A total of $280,000 is being made available to an applicant selected to operate from 07/01/07 thru 03/31/10.
