PURSUANT TO THE PROVISIONS OF THE State Administrative Procedure Act, NOTICE is hereby given of the following action:
Action taken:
On 12/15/11, the PSC adopted an order denying the petition of Utility Rate Analysis Consultants for a Cease and Desist Order against Consolidated Edison Company of New York, Inc.

Public Service Law, sections 2(11), (13), 4(1), 5(1)(b), 65(1), 66(1), (5), (27)(a) and (b)

To deny the petition of Utility Rate Analysis Consultants for a Cease and Desist Order.
Substance of final rule:
The Commission, on December 15, 2011 adopted an order denying the petition of Utility Rate Analysis Consultants for a Cease and Desist Order against Consolidated Edison Company of New York, Inc., subject to the terms and conditions set forth in the order.
