Dairy Assistance Program
Applications will be accepted through July 9, 2007 for financial assistance, pursuant to Agriculture and Markets Law § 258-pp and 1 NYCRR Part 23, in the form of payments to dairy farmers to assist such farmers and their industry and to prevent further loss in the dairy industry and its infrastructure. Eligible applicants include dairy farmers who were in operation on April 1, 2007 and who produced milk during the 2006 calendar year. Payments for each eligible producer are limited to 4.8 million pounds of milk produced during the 2006 calendar year.
Payments shall be made by the New York State Urban Development Corporation until such time as $30 million in State funding is expended pursuant to § 16-h of the New York State Urban Development Corporation Act.

Evidenced-Based Community Initiative
Eligible Applicants. Not-for-profit agencies with the corporate authority to board out New York State children, with at least one year of experience in the delivery of Multidimensional Treatment Foster Care (MTFC) services to court involved youth, including adjudicated juvenile delinquents, juvenile offenders, and their families. Not-for-profit agencies must have received MTFC training and consultation from TFC Consultants, Inc. or the Oregon Social Learning Center, and be able to provide proof of certification by the Center for Research to Practice (CRP). If a not-for-profit agency has an application in process to receive certification this must be documented with a letter from TFC Consultants, Inc. Additionally, the provider should have at least one year of experience in providing MTFC services in a large metropolitan area. A large metropolitan area is defined as a population greater than $250,000 by the census Standard Metropolitan Service Area (SMSA).
Proposals must be received in OCFS no later than 3pm on June 25, 2007. OCFS reserves the right to place a monetary cap on the funding amount made for this contract award. This contract will be performance-based on service delivery, with the exception OCFS approved wraparound services such as tutoring or clothing allowances, which will be reimbursed on an expense basis.
State funding is available for the delivery of this Evidenced-Based Community Initiative (EbCI) utilizing MTFC. The Program requirements are as follows:
(1)) A single provider will be chosen to provide MTFC services to Office of Children and Family Services (OCFS) youth from the New York City area. The OCFS may request that this program be expanded in the New York City/Long Island area.
(2)) The chosen provider will deliver MTFC services to juvenile delinquents (JD) boys and girls ages 11–17 using the model outlined in “Blueprints for Violence Prevention-Book 8, Multidimensional Treatment Foster Care.” The goals of the program are to provide a social learning-based intervention in an effort to decrease delinquent behavior and increase participation in age appropriate pro-social activities, such as sports, school, and hobbies. The objective is to provide these youth with close supervision, consistent limits, and consequences for rule breaking, and a supportive mentoring relationship with at least one adult that would result in a reduction of their interaction with negative peers.
(3)) The MTFC model recruits, trains and supervises foster parents in the community to provide the youth with a structured, supportive and therapeutic living environment. A single youth will be served in each host home. The chosen provider will need to recruit and provide host homes for up to 24 male and female youths throughout the New York City area. The chosen provider must be able to demonstrate the ability to expand the 24 host home program to 32 host homes at the request of OCFS.
The length of stay in the program will be between 5 and 9 months of care, depending on the term of court placement, and whether the youth enters the program from the beginning of placement with OCFS, or whether they step-down from an OCFS facility.
Contract Term. The contract term will be one year, with potential annual renewal of funding, up to a total of five years, contingent upon the availability of funds, administrative support and direction, and satisfactory contractor performance. The contract is anticipated to begin 9/10/07.

The New York State Division of Criminal Justice Services (DCJS) is issuing a Request for Applications (RFA) to solicit applications for awards to support the continued delivery of defense services to defendants with special needs or defendants whose cases have been assigned to a specialized court part.
Approximately $1.4 million in FFY 2007 – 2008 federal Byrne Justice Assistance Grant (JAG) funds is available for awards to the following criminal defense agencies currently receiving JAG funds: The Legal Aid Society of the City of New York and currently JAG-funded criminal defense agencies in Erie, Monroe, Nassau, Onondaga and Suffolk counties. All applicants must demonstrate a non-federal cash match equal to ten percent of the total project cost. Awards will be for a 12-month period with start dates on or after April 1, 2007 through June 30, 2008.

Re-opening of the Application Period for Round 2 of the Habitat Access Stamp Grant Funding Program for 2006–2007
The Department of Environmental Conservation (DEC) is re-opening the request for applications for grant funding under the 2006–2007 Habitat Access Stamp Grant Program. Applications which have already been received, reviewed and scored by DEC will remain in effect. However, if desired, an applicant may resubmit a new application for review. The amount of funding available for this grant program is approximately $100,000 and is provided from the Habitat Account of the Conservation Fund, State Fiscal Year (SFY) 2006–2007. Grant proposals must follow DEC guidelines and procedures as outlined in the “Habitat/Access Stamp Funding Program, Application and Instructions for SFY 2006–07”. Applicants must describe how their project proposals will meet the objective of improving fish and wildlife habitat and/or public access for hunting, fishing, trapping and other fish and wildlife related recreation and study. Applicants must own the land where the project will be implemented or have permission from the landowner to carry out the proposed project activity. Applications must be submitted using the application form supplied by DEC, and must request funding between the minimum and/or the maximum amounts of $1,500 to $15,000 per project.

Project Caring Community
The New York State Office of Mental Health (OMH) is accepting proposals to establish an Intensive Case Management (ICM) Program with a specific function to provide in-reach services three months prior to discharge and intensive case management services three to six months post-release for women released from New York State Correctional Facilities. The name of the program will be Project Caring Community (PCC).
OMH operates satellite units throughout the NYS Department of Corrections (DOCS) facilities within which inmates identifies as “in need of mental health services” receive treatment. For women, these facilities include: Albion, Bedford Hills and Taconic. This specially designed program would facilitate the transition of women inmates with serious mental illness from state correctional facilities, to their home communities within the five boroughs of New York City.
The term of the agreement will be for one year with the option to extend for four additional one year periods. Total funding for this initiative is $480,000 for FY 2007–2008.
LETTER OF INTENT (MANDATORY): June 6, 2007, by 3:00pm. Applicants interested in responding to the Request for Proposal must submit a Letter of Intent to Bid to the Issuing Officer. The Letter of Intent shall be non-binding.
