PURSUANT TO THE PROVISIONS OF THE State Administrative Procedure Act, NOTICE is hereby given of the following proposed rule:
Proposed action:
The Public Service Commission is considering whether to approve or reject, in whole or in part, a proposal filed by Consolidated Edison Company of New York, Inc. (Con Edison) to make various changes in the rates, charges, rules and regulations contained in its schedule for electric service, P.S.C. No. 9—Electricity, to become effective July 1, 2007.

Public Service Law, section 66(12)
Subject:
Rider U—Distribution Load Relief Program.
Purpose:
To modify Rider U—Distribution Load Relief Program to enhance participation in the program.
Substance of proposed rule:
The Commission is considering Consolidated Edison Company of New York, Inc.'s (Con Edison) request to modify Rider U — Distribution Load Relief Program to enhance participation in the program. Con Edison is proposing to add a summer period reservation payment to this program and to include an option to participate through aggregation. Among the issues to be considered by the Commission are the attributes needed in a demand response program to improve distribution system reliability. The proposed filing has an effective date of July 1, 2007. The Commission may approve, reject or modify, in whole or in part, Con Edison's request.
