Interconnection Agreement between Covad Communications Company and Verizon New York Inc.
PURSUANT TO THE PROVISIONS OF THE State Administrative Procedure Act, NOTICE is hereby given of the following proposed rule:
Proposed action:
The Public Service Commission is considering whether to approve or reject, in whole or in part, a proposal and modification filed by Covad Communications Company and Verizon New York Inc. for approval of an interconnection agreement executed on Feb. 2, 2007.
Statutory authority:
Public Service Law, section 94(2)
Subject:
Interconnection of networks for local exchange service and exchange access.
Purpose:
To review the terms and conditions of the negotiated agreement.
Substance of proposed rule:
Covad Communications Company and Verizon New York Inc. have reached a negotiated agreement whereby Covad Communications Company and Verizon New York Inc. will interconnect their networks at mutually agreed upon points of interconnection to provide Telephone Exchange Services and Exchange Access to their respective customers. The Agreement establishes obligations, terms and conditions under which the parties will interconnect their networks lasting for the term of an underlying agreement.
The companies have subsequently filed amendments to clarify the provision regarding issues raised in the A.R.C. Complaint Proceeding and wish to amend their interconnection agreement to reflect certain billing and related matters. The Commission is considering these changes.
