Temporary Assistance for Needy Families Project for Community Corrections Programs
DPCA is issuing a Request for Proposals (RFP) for programs supported by a suballocation of Temporary Assistance for Needy Families (TANF) funding to address one or more of the four federally established purposes for TANF “non-assistance” funding. Up to four performance-based contracts each not to exceed $150,000 annually for a total of up to $600,000 will fund programs for needy families as alternatives to incarceration for eligible individuals involved in the criminal justice system who are the parents of a child under the age of 18 or 19 in certain instances. Eligible program participants will have incomes that fall below 200 percent of the federally established poverty levels. Program services may include but are not limited to the following: identifying participant strengths and assessing participant risks and needs; job placement, job preparation, pre-employment training, and job retention services; advocacy for program participants and case management for family reunification; cognitive/behavioral programming for participants; screening, referral, and monitoring participant progress in community-based services; providing vocational and educational skills; providing parenting skills training, including gender specific training; conducting family case management and/or counseling; preparing client-specific release plans; and aftercare services for participants completing the program.
