Department of State F-2015-0345 Date of Issuance – November 10, 2015
The New York State Department of State (DOS) is required by Federal regulations to provide timely public notice for the activities described below, which are subject to the consistency provisions of the Federal Coastal Zone Management Act of 1972, as amended.
The applicant has certified that the proposed activity complies with and will be conducted in a manner consistent with the approved New York State Coastal Management Program. The applicant's consistency certification and accompanying public information and data are available for inspection at the New York State Department of State offices located at One Commerce Plaza, 99 Washington Avenue, in Albany, New York.
In F-2015-0345, The Ogdensburg Bridge and Port Authority (Authority), is proposing the Grain Storage Facility project, at the Port of Ogdensburg, City of Ogdensburg, St. Lawrence County. The Authority proposes to construct three (3) 31, 300 bushel grains storage bins, a 121 foot tall receiving leg, support towers a truck loading/unloading building, truck and rail receiving pits and site amenities including asphalt aprons, regarding of crushed stone drives, storm drainage utility piping, and underground electric service. The stated purpose of the proposed activity is to increase the storage capacity at the Port of Ogdensburg to facilitate more efficient rail and ship/barge handling.
Any interested parties and/or agencies desiring to express their views concerning any of the above proposed activities may do so by filing their comments, in writing, no later than 4:30 p.m., 20 days from the date of publication of this notice, or November 30, 2015.

Department of State F-2015-0803 (DA) Date of Issuance – November 10, 2015
The New York State Department of State (DOS) is required by Federal regulations to provide timely public notice for the activities described below, which are subject to the consistency provisions of the Federal Coastal Zone Management Act of 1972, as amended.
The National Park Service (NPS) has determined that the proposed activity will be undertaken in a manner consistent to the maximum extent practicable with the enforceable policies of the New York State Coastal Management Program. The applicant's consistency determination and accompanying supporting information and data are available for inspection at the New York State Department of State offices located at One Commerce Plaza, 99 Washington Avenue in Albany, New York.
NPS is proposing to address storm damage to West Pond and the trail located on Broad Channel Island within the Jamaica Bay Wildlife Refuge in Queens, New York. The purpose of the proposed is to restore West Pond to pre-Storm conditions and provide for environmentally sensitive and resilient conditions along the West Pond loop trail. The proposed activities include: filling and repairing the primary breach of West Pond using a rock embankment consisting of riprap and aggregate mix within approximately 0.35 acre of subtidal channel connecting the pond to Jamaica Bay; filling the secondary breach of West Pond using gabion baskets and backfilling the eroded embankment within 0.08 acre of upland, intertidal sand, and emergent wetland; replacing the water control structure within 0.15 acre proximity of existing structure; installing a groundwater well, or using the municipal water supply (treated to avoid potential toxicity to aquatic resources) to provide freshwater to the pond; and restoring the 1.6 mile West Pond loop trail located on top of the pond embankment.
