Consideration of O&R's Implementation Plan and Audit Recommendations
PURSUANT TO THE PROVISIONS OF THE State Administrative Procedure Act, NOTICE is hereby given of the following proposed rule:
Proposed Action:
The Commission is considering the Audit Implementation Plan submitted by Orange and Rockland Utilities, Inc. (O&R) and whether to order the implementation of audit recommendations.
Statutory authority:
Public Service Law, sections 65(1), 66(1) and (19)
Subject:
Consideration of O&R's Implementation Plan and audit recommendations.
Purpose:
To consider O&R's Implementation Plan.
Substance of proposed rule:
The Public Service Commission is considering an Operations Audit Implementation Plan filed by Orange and Rockland Utilities, Inc. (O&R), on March 23, 2017 in Case 13-M-0449. O&R’s Implementation Plan addresses the 16 actionable recommendations contained in the Final Audit Report prepared by The Liberty Consulting Group as a result of its operations audit to review the internal staffing levels and the use of contractors for selected core utility functions at major New York energy utilities. The full text of the Audit Report and the Implementation Plan may be reviewed online at the Department of Public Service web page: www.dps.ny.gov. The Commission is considering whether to adopt, reject or modify, in whole or in part, the relief proposed and may resolve related matters.
