Petition to Amend Bill Estimation Procedures for AMI
PURSUANT TO THE PROVISIONS OF THE State Administrative Procedure Act, NOTICE is hereby given of the following proposed rule:
Proposed Action:
The Commission is considering the petition of Orange and Rockland Utilities, Inc. to amend its bill estimation procedures for advanced metering infrastructure (AMI) for residential and non-residential electric and gas customers.
Statutory authority:
Public Service Law, sections 2, 4(1), 30, 32-48, 52, 53, 65(1), 66(1), (2), (3), (4), (12) and (14)
Subject:
Petition to amend bill estimation procedures for AMI.
Purpose:
To consider the petition of Orange and Rockland to amend its current bill estimation procedures for AMI.
Substance of proposed rule:
The Commission is considering the June 26, 2017 petition of Orange and Rockland Utilities, Inc. to amend its current bill estimation procedures for advanced metering infrastructure (AMI) for residential and non-residential electric and gas customers. The amendments modify the current bill estimation calculation methodologies for customers with AMI meters, while leaving in place the Company’s existing estimating methodologies for customers without AMI meters, or in certain instances where the new AMI methodologies fail to produce an estimate. The purpose of the new AMI estimation methodologies is to yield more accurate customer bills and reduce the number of subsequent billing adjustments.
