Proposed Revisions to Standby Service Rates and Buyback Service Rates
PURSUANT TO THE PROVISIONS OF THE State Administrative Procedure Act, NOTICE is hereby given of the following proposed rule:
Proposed Action:
The Commission is considering proposed tariff filings by New York State Electric & Gas Corp. and Rochester Gas & Electric Corp. to effectuate revisions to Standby and Buyback Service rates in accordance with the Commission's May 16, 2019 Order.
Statutory authority:
Public Service Law, sections 5(1)(b), (2), 65(1), (2), (3), 66(2) and (5)
Subject:
Proposed revisions to Standby Service Rates and Buyback Service Rates.
Purpose:
To ensure just and reasonable rates, including compensation, for distributed energy resources.
Substance of proposed rule:
The Public Service Commission is considering a filing by New York State Electric and Gas Corporation and Rochester Gas and Electric Corporation, submitted on September 24, 2019, in compliance with the Commission’s Order on Standby and Buyback Service Rate Design and Establishing Optional Demand-based Rates, issued on May 16, 2019.
The filing includes an Allocated Embedded Cost of Service study (ACOS), proposed tariff revisions for mass market Standby Services rates based on the ACOS study, and proposed tariff revisions revising the existing Standby Service and Buyback Service rates that reflect the results of the ACOS study with a revised Buyback contract demand charge.
