Division of Criminal Justice Services
Pursuant to the federal program requirements for the Edward Byrne Memorial Justice Assistance Grant (JAG) FY 2017 program solicitation, the NYS Division of Criminal Justice Services (Division) hereby gives notice regarding New York State’s application for such funding:
On August 25th, 2017, the Division will submit a funding application requesting New York State’s federal fiscal year (FFY) 2017 award of $8,879,161 appropriated under the Edward Byrne Memorial Justice Assistance Grant (JAG) Program. The application generally describes the proposed program activities for the 4-year grant period and the types of programs for which funding will be used.
This application is required to be made available for a 30-day period for public review and comment. The application will be available on the Division’s website, and requests for copies may be made via e-mail to: [email protected]. Requests may also be made in writing or by calling the Division offices during regular business hours. If a paper copy of the application is requested, a payment of $0.25 per page will be due to the Division in accordance with Public Officer Law § 87.

Pursuant to 42 CFR Section 447.272, the Department of Health hereby gives public notice of the following:
The Department of Health proposes to amend the Title XIX (Medicaid) State Plan for institutional services to comply with enacted Chapter 57 of the laws of 2015. The following provides a clarification to provisions previously noticed on March 29, 2017.
Institutional Services
For the state fiscal year beginning April 1, 2017 continues public general hospital adjustments, not specialty hospital adjustments, as stated in the previous notice, for hospital inpatient services provided on and after April 1, 2012, to public general hospitals, other than those operated by the State of New York or the State University of New York, located in a city with a population of over one million and receiving reimbursement of up to $1.08 billion annually based on criteria and methodology set by the Commissioner of Health, which the Commissioner may periodically set through a memorandum of understanding with the New York City Health and Hospitals Corporation. Such adjustments shall be paid by means of one or more estimated payments, which shall be reconciled to the final adjustment determinations after the disproportionate share hospital payment adjustment caps have been calculated for such period under sections 1923(f) and (g) of the federal Social Security Act. Payments to eligible public general hospitals may be added to rates of payment or made as aggregate payments.
There is no additional estimated annual change to gross Medicaid expenditures as a result of the clarifying proposed amendments.
The public is invited to review and comment on this proposed State Plan Amendment (SPA). Copies of which will be available for public review on the Department’s website at http://www.health.ny.gov/regulations/state_plans/status. In addition, approved SPA’s beginning in 2011, are also available for viewing on this website.

Non-Institutional Services
The changes proposed to:
• Expand the population that may be served by these programs that are approved as providers of specialized services for registrants with HIV/AIDS (“AIDS Adult Day Health Care Providers (ADHCPs)”);
• Conform the standards applicable to AIDS ADHCPs operated by residential health care facilities with those operated by diagnostic and treatment centers;
• Conform AIDS ADHCPs non-specialized adult day health care programs, thereby similarly allowing for AIDS ADHCPs to more effectively contract with managed care plans; and
• Revise the reimbursement rates for AIDS ADHCPs to reflect the actual cost of care provided to the expanded population of registrants, as well as registrants with AIDS, and the cost of the overhead expenses of AIDS ADHCP operators.
This provision is now effective September 1, 2017.

New York State and Local Retirement Systems Unclaimed Amounts Payable to Beneficiaries
Pursuant to the Retirement and Social Security Law, the New York State and Local Retirement Systems hereby gives public notice of the amounts payable to beneficiaries.
The State Comptroller, pursuant to Sections 109 (a) and 409 (a) of the Retirement and Social Security Law has received, from the New York State and Local Retirement Systems, a listing of beneficiaries or estates having unclaimed amounts in the Retirement System. A list of the names contained in this notice is on file and open to public inspection at the office of the New York State and Local Retirement Systems located at 110 State St., in the City of Albany, New York.
Set forth below are the names and addresses (last known) of beneficiaries and estates appearing from the records of the New York State and Local Retirement Systems, entitled to the unclaimed benefits.
At the expiration of six months from the date of publication of this list of beneficiaries and estates, unless previously paid to the claimant, the amounts shall be deemed abandoned and placed in the pension accumulation fund to be used for the purpose of said fund.
Any amounts so deemed abandoned and transferred to the pension accumulation fund, may be claimed by the executor or administrator of the estates or beneficiaries so designated to receive such amounts, by filing a claim with the State Comptroller. In the event such claim is properly made, the State Comptroller shall pay over to the estates or to the person or persons making such claim, the amount without interest.

Oneida-Herkimer Solid Waste Authority Request for Proposals (RFP) for Use of Excess Heat From Landfill Gas to Energy Facility at Oneida-Herkimer Regional Landfill
Pursuant to New York State General Municipal Law, Section 120-w, the Oneida-Herkimer Solid Waste Authority hereby gives notice of the following:
Oneida-Herkimer Solid Waste Authority (Authority) is requesting proposals from companies that are interested in developing a facility at the Authority’s Regional Landfill site, NYS Route 294, Ava, NY that will utilize approximately 2,075,000 BTUs per hour of excess heat. The excess heat is generated by the Landfill Gas to Energy Facility.
The Authority does not discriminate because of race, creed, color, national origin, sex, age, disability or marital status. All qualified respondents will be afforded equal opportunities without discrimination. Furthermore, the Authority invites certified Minority and Women-Owned Business Enterprises (M/WBE) participation in this RFP. Firms that are not M/WBEs responding to this RFP are strongly encouraged to consider partnering, or creating other similar joint venture arrangements, with certified M/WBEs and to give M/WBEs the opportunity to participate in responding to this RFP. Susquehanna River Basin Commission Commission Meeting
SUMMARY: The Susquehanna River Basin Commission will hold its regular business meeting on September 7, 2017, in Elmira, New York. Details concerning the matters to be addressed at the business meeting are contained in the Supplementary Information section of this notice.
