PURSUANT TO THE PROVISIONS OF THE State Administrative Procedure Act, NOTICE is hereby given of the following proposed rule:
Proposed Action:
The Commission is considering a petition filed by New York State Electric & Gas Corporation and Rochester Gas and Electric Corporation (the Companies) requesting modifications to the Companies' Electric Vehicle (EV) Managed Charging Programs.
Statutory authority:
Public Service Law, sections 5, 65 and 66
Subject:
The level of incentives and use of demand response under utility EV managed charging programs.
Purpose:
To consider adequate incentive levels and eliminating participation of demand response under EV managed charging programs.
Substance of proposed rule:
The Public Service Commission (Commission) is considering the petition filed by New York State Electric & Gas Corporation and Rochester Gas and Electric Corporation (collectively, Petitioners) on October 31, 2022 (the Petition) requesting modifications to the Petitioners’ Electric Vehicle Managed Charging Programs, as approved by the Commission in the Order Approving Managed Charging Programs with Modifications (the Order), issued in Case 18-E-0138 on July 14, 2022.
Petitioners propose two modifications to their Managed Charging Programs, including: 1) offering one-time enrollment incentives of $25 for Intermediate Tier Participants and a $150 for Advanced Tier Participants; and 2) eliminating Demand Response from the Intermediate Tier.
