Notice of Abandoned Property Received by the State Comptroller
Pursuant to provisions of the Abandoned Property Law and related laws, the Office of the State Comptroller receives unclaimed monies and other property deemed abandoned. A list of the names and last known addresses of the entitled owners of this abandoned property is maintained by the office in accordance with Section 1401 of the Abandoned Property Law. Interested parties may inquire if they appear on the Abandoned Property Listing by contacting the Office of Unclaimed Funds, Monday through Friday from 8:00 a.m. to 4:30 p.m., at:

SUBJECT: Proposed FFY 2015 Management Plan for the Community Services Block Grant (CSBG) Program.
PURPOSE: To obtain input regarding the Department of State’s CSBG Management Plan for federal fiscal year 2015.
The hearing will be held in Albany, New York on Friday, July 18, 2014, 10:30 am at One Commerce Plaza, Conference Room 505, with video conference to New York City at 123 William Street, Conference Room 231, and Buffalo at 65 Court Street, Conference Room 208.
Federal CSBG funds are awarded to eligible entities in all counties of New York State. Community Action Agencies (CAA), Community-based organizations, and Indian Tribes or tribal organizations receive CSBG funds to provide advocacy, outreach, services, and programs for economically disadvantaged persons in their local communities.
This hearing will focus on the New York State DOS CSBG Management Plan for Federal Fiscal Year (FFY) 2015. Persons wishing to present pertinent testimony to the DOS at the hearing should complete and return the attached reply form as soon as possible (see Appendix in the back of this issue). It is important that the reply form be fully completed and returned so that persons may be notified in the event of emergency, postponement, or cancellation. Forms may be returned to the above address or sent by e-mail to [email protected]. Written comments on the proposed CSBG Management Plan for FFY 2015 will be accepted by postal or electronic mail at the addresses indicated until close of business on July, 18, 2014.
Oral testimony will be limited to ten (10) minutes. In preparing the order of witnesses, the DOS will attempt to accommodate individual requests to speak at particular times in view of special circumstances. These requests should be made on the attached reply form or communicated to DOS staff as early as possible. In the absence of a request, witnesses will be scheduled in the order in which reply forms are postmarked.
Five copies of any prepared testimony should be submitted at the hearing registration desk. DOS would appreciate advance receipt of prepared statements.
In order to further publicize these hearings, please inform interested parties and organizations of DOS interest in hearing testimony from all sources.

In F-2014-0225, Shelley Trubuwitz, Five Mile River, Norwalk, CT. The applicant is proposing to dredge an area of approximately 2,050 sq. ft. to a depth of –6’ MLW, with 1’ overdredge, in the Five Mile River in Norwalk, Connecticut. A volume of approximately 200 cy yds. would be produced. The applicant proposes to mechanically dredge this material with subsequent un-confined open-water placement at the Western Long Island Sound Disposal Site (WLIS). The WLIS is a U.S. Environmental Protection Agency (EPA) designated open-water placement site located within Long Island Sound.

Department of State F-2014-0256 (DA) Date of Issuance – June 18, 2014
The New York State Department of State (DOS) is required by Federal regulations to provide timely public notice for the activities described below, which are subject to the consistency provisions of the Federal Coastal Zone Management Act of 1972, as amended.
The U.S. Army Corps of Engineers, New England District (Corps) has determined that the proposed activity will be undertaken in a manner consistent to the maximum extent practicable with the enforceable policies of the New York State Coastal Management Program. The applicant's consistency determination and accompanying supporting information and data are available for inspection at the New York State Department of State offices located at One Commerce Plaza, Suite 1010, 99 Washington Avenue in Albany, New York.
The Corps has described the proposal as follows:
The US Army Corps of Engineers, New England District (USACE) proposes to perform maintenance dredging of the Guilford Harbor Federal Navigation Project. The areas that need dredging include the outer entrance channel, the portion of the channel located in Sluice Creek, and the anchorage basin (approximately 53,000 cy of sediment). A mechanical dredge with a clamshell bucket will be used for this project. Since limited upland placement areas are available, it is anticipated that dredged material will be loaded onto a barge and towed to the Central Long Island Sound (CLIS) open water management site, approximately 17 miles away, where the material will be discharged for final disposal.
The Town of Guilford marina has also been impacted by extensive shoaling due to Hurricane Sandy. As such, the town has requested that the Corps of Engineers aide the town by dredging the town marina in conjunction with executing maintenance dredging of the FNP. Approximately 7,700 cy of material will be dredged - however, the Town is responsible for permitting this portion of the project.
